AfricaRice seeks a Regional Representative in Senegal
–Head of Sahel Station to provide overall administrative leadership and scientific oversight at the Regional Research Station in Ndiaye, St. Louis and the Regional Training Center near the University Gaston Berger in St. Louis. S/he will assume diplomatic representation on behalf of the Director General in the region
where s/he has been posted.
The Regional Representative’s tasks will include, but will not be limited to, the following:
Represent AfricaRice in the countries of accreditation on behalf of the Director General ;
Ensure adequate functioning of the Regional office, through creating and maintaining a strong administrative and scientific team, and in accordance with the policies, rules and regulations of the
Institution;
Provide administrative leadership as Head of the Regional Center;
Provide ,in conjunction with Program leaders and the Director of Research for Development ,scientific oversight including monitoring the delivery of annual outputs/outcomes/impacts, taking
part in performance evaluation and approving missions of scientists in the region, based on their annual work plan and budget;
Lead the process for developing the annual work plan and budget of the region and forward same to the Budget and Planning Unit, based on budget development guidance provided by Management.
Contribute effectively to the expansion and diversification of AfricaRice sources of funding in line with the strategy of AfricaRice and in particular, initiate resource mobilization activities to attract
funding for the Center’s core research for development activities.
Develop and implement , in liaison with the DDG/DR4D
,three -year rolling research for development action plans with ambitious fund raising targets for the region, which respond to the
Strategic Plan of AfricaRice and takes into account the National Rice Development Strategy
(NRDS);
Develop and strengthen strategic partnerships with donor agencies, regional economic communities and other research and development organizations in order to boost the rice sector
in the region;
Act as entry and exit points for all management -related correspondences with institutions and partners in the country where posted and in the other accredited countries in the region;
Facilitate the functioning of all AfricaRice partnership arrangements in the region and out – scaling of proven AfricaRice innovations through proactively linking with development partners and projects in the region;
Assist assigned member states in the region in realizing national rice production targets by linking them to appropriate research for development projects coordinated and/or executed by AfricaRice;

Contribute to increasing the visibility of AfricaRice, its mission, values, products, strategies and impact in the region where posted;
Assume responsibility for risk management and business continuity related to Center operations and maintain and update a risk register on a regular basis;
Assume responsibility for implementing audit recommendations as proposed by for the region by all audit functions of AfricaRice;
Supervise the management of the Regional Training Center effectively and efficiently to achieve its original objectives of a self -sustained cost center;
Undertake any other duties as required by the needs of the Center and as reviewed from time to time by the Director General

Key qualifications and competencies:
Education:
Doctorate degree in agricultural science or an equivalent qualification in a relevant field.
Experience:
10 years of work experience in the implementation of agricultural research projects with at least five years of management experience and demonstrated capacity for leadership in an international,
multidisciplinary environment. Successful experience in fundraising is also essential.
Knowledge and Technical Skills:
Knowledge of the challenges and opportunities for agricultural research and rural development in Africa; work experience in
West Africa with professional interaction with national and
international research institutions and policymakers will be an advantage; excellent communication skills with fluency in French or in English and has a very good working knowledge of the other language.
Personal skills
: Ability to work as part of a large team with varying interests and demands; ability to work under pressure and deal concurrently with multiple assignments; excellent interpersonal and networking skills coupled with the ability to negotiate and build strong and lasting relationship with stakeholders, clients and colleagues and high level of professionalism.

This is an internationally recruited position.
AfricaRice provides an attractive international salary and benefits package and a collegial and gender ‐sensitive working environment.
The initial appointment is for three (3) years with the possibility for renewal.
The normal retirement age for internationally recruited staff at AfricaRice is 65.
