Abt Associates seeks a qualified Chief of Party to support the potential five-year USAID/West Africa Peace through Learning, Evaluation, and Adapting Activity (PELA) project in Accra, Ghana.
The purpose of PELA is to strengthen USAID/West Africa’s effectiveness at implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region.
Key Roles and Responsibilities
· Provide overall technical and administrative leadership and expertise for the program and will serve as the primary liaison with USAID/Ghana on management and technical matters.
· Oversee all the activities and ensure the program meets its stated goals, outcomes, benchmarks, and reporting requirements.
· Ensure compliance with all terms of the project contract and all relevant donor rules and regulations.
Preferred Skills / Prerequisites
· Bachelor’s degree from an accredited university in social sciences, economics, international development, evaluation, research, statistics, or a related field; Master’s degree is preferred;
· A minimum of ten (10) years of relevant work experience, including experience in designing, managing, and implementing results-based M&E;
· A minimum of two (2) years’ experience working on a program with a CVE component preferred;
· Past experience working on a USAID project or activity preferred;
· Experience applying collaborating, learning, and adapting (CLA) approaches;
· Experience working in complex, politically charged, unstable environments;
· Experience working in West Africa is required; experience working in Burkina Faso, Niger, Chad and/or Cameroon is highly desirable but not required;
· Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints;
· Past COP or DCOP experience preferred
· Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs;
· Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement;
· Experience with evaluation design, development, and implementation;
· Strong management and leadership skills, including the ability to mentor staff;
· Past representational experience with host governments, other donors, and civil society;
· Fluency in French and English required;
· Excellent communication and interpersonal skills; and
· Strong analytical capacity.
