<strong>Background</strong><br />
The federal government through the mechanism Conditional Grants Scheme (CGS) to LGAs aims to fast-track achievement of the MDGs in Nigeria by building the capacity and planning competence of the 113 participating LGAs. This will support the scale-up of MDGs investments and direct resource and policy attention towards priority sectors, weak indicators and service delivery bottlenecks. In increasing the value-for-money, coordination and impact of interventions a genuine partnership between the three tiers of government and with local communities is expected to evolve. These developments will be stimulated by internal improvements in management and operations, and catalysed by a technical assistant domiciled in each participating LGA as well as a zonal technical officer/support for each geo-political zone of the country.</p>
<p>The Office of the Special Assistant to the President on MDGs (OSSAP-MDGs) with the support of UNDP seeks to recruit six zonal technical officers for this assignment.</p>
<p><strong>Duties and Responsibilities</strong><br />
Provide technical support to the TAs within the Zone in identifying human resource needs within the institutions of participating Local Government for effective planning and implementation of MDGs-related activities.<br />
Provide technical support to the TAs in applying a sector-by-sector needs assessment in the participating Local Government within the Zone for the achievement of the MDGs using instruments and tools provided.<br />
Provide technical support to the TAs within the Zone in the identification and design of effective interventions to meet participating LGs needs. This will draw from a menu of interventions to be determined in agreement with States and LGAs.<br />
Ensure that States and participating LGs within the Zone prepare and forward monthly, quarterly, yearly and other reports on a timely basis to OSSAP-MDGs and the Office of the Zonal Technical Officer.<br />
Consolidate the reports Technical Assistants on the activities, progress and status of planning, implementation and monitoring of CGS in the participating LGAs within the zone.<br />
Liaise with states, Local Governments and relevant bodies at the State and LG levels through existing mechanisms in order to share lessons and ensure the consistency of interventions.<br />
Organise monthly (rotating) meetings of State MDGs/CGS Focal Persons and TAs within the Zone.<br />
Coordinate and promote appropriate and targeted capacity building for staff of the Local Government within the zone in response to needs, or to facilitate/organize appropriate technical training and capacity building where needed.<br />
Engage with a number of regional and global networks to connect Local Governments to the information and expertise of key partners including the UN, World Bank and Earth Institute.<br />
Initiate and convene workshops with key stakeholders at the Zonal level to address emerging issues and challenges.</p>
<p><strong>Results</strong></p>
<p>Monthly report on activities, achievements and challenges submitted electronically to CGS Unit OSSAP MDGs according to a pre-defined template.<br />
Consolidated Quarterly update on key progress indicators of all the participating LGAs within the Zone using computerised reporting system.<br />
Minutes of the Zonal Meetings of Technical  Assistants (the minutes should explain in detail challenges highlighted by TAs, action points, recommendations and any other specific issues discussed)<br />
Consolidated Inception report on the institutional arrangements, key policy priorities and relevant data on the participating LGAs within the Zone.<br />
Consolidated report on the activities of State PSUs and State Implementation Committees within the zone.<br />
Annual report on activities, achievements, challenges and lessons learnt.<br />
Proposed set of interventions addressing service gaps of all the participating LGAs within the Zone submitted to OSSAP-MDGs.</p>

Required Skills and Experience<br />
Education:</p>
<p>Masters Degree in management or development-related discipline (sociology, economics, management, accountancy, public administration), and eight-years work experience in public or private organisations.<br />
OR Bachelor’s degree in management or development-related discipline (sociology, economics, management, accountancy, public administration), and fifteen-years work experience in public or private organisations<br />
<strong>Experience:</strong></p>
<p>Experience in project management and report-writing.<br />
Skills in effective teamwork, independent motivation, pro-active initiation of new ideas, communications, relationship building, and inclusive management.<br />
Ability and experience in using core computer software – Microsoft Word, Excel, Powerpoint, and email/internet.<br />
Language Requirements:</p>
<p>Fluency in Written and Spoken English is essesntial</p>

<p>The <a href="/tag/UNDP-Nigeria-Jobs">UNDP </a>Country Office in Nigeria is implementing the 7th Country Programme agreed and signed in November 2008 with the Federal Government of Nigeria. The 7th CP runs from 2009 – 2012 and includes the following cross cutting programmes; Economic Governance, Capacity for Governance, <br /><a name='more'></a>Private Sector Development and the Sustainability and Risk Management Programmes. These are implemented within the context of the United Nations Development Assistance Framework II for Nigeria through several Federal agencies, 14 States and other Nigerian partners.</p>
<p>The Private Sector Development Programme (PSDP) is part of a larger agenda to reduce poverty by facilitating entrepreneurial activities, enhancing human development and promoting the MDGs in Nigeria. The PSDP is a deliberate attempt to nurture growth in the non-oil sector of the economy using the ‘inclusive markets’ approach to create opportunities and enhance security of the poor. In particular, activities will aim at promoting enterprises (MSMEs, SMEs, e.t.c.) thus allowing the private sector to make a greater contribution to growth, employment and income generation associated with economic opportunities and securities of the poor.</p>
<p>The Programme Specialist (PS) will act as manager for the PSDP and will work under the guidance of the Country Director and the direct supervision of the Deputy Country Director Programmes.&nbsp; S/he will provide quality advisory services to the senior management on all aspects of poverty reduction. The PS will work with others to translate programme documents into robust and innovative strategies to achieve measurable programme results. S/he will be a specialist especially in the field of Private Sector Development with explicit experience in poverty reduction. S/he should bring to the CO international expertise and knowledge of best practices. Also, s/he is expected to build up the capacity of national staff and government counterparts in the course of her/his work.</p>

<p>Mobilize and network with the experts of national and regional offices of the UN System, international development organizations, sub-regional and regional associations, affiliations and bodies (inter-governmental, non-government or private sector) and prominent private sector organizations;<br />Undertake national and international networking with government ministries, departments and agencies, donors and development agencies, national and international NGOs, academic institutions and civil society organizations to promote and improve knowledge of private sector development in Nigeria;<br />Undertake coordination functions with on-going and proposed projects that directly or indirectly benefit private sector development planning in Nigeria.<br />4. 			<content:encoded><![CDATA[<p>The UN Millennium Campaign, an inter-agency initiative hosted by UNDP, encourages and supports citizens’ efforts to hold their governments to account for the achievement of the Millennium Development Goals (MDGs). The Campaign’s Africa regional team works with citizens in key <br /><a name='more'></a>constituencies – civil society organizations, parliamentarians, local authorities, youth, media and the private sector.&nbsp; The Campaign focuses its work on MDGs 1-7 primarily in Ethiopia, Kenya, Tanzania, Uganda, Burkina Faso, Nigeria, Senegal, Mozambique, Zambia and Malawi.</p>
<p>The National Millennium Campaign Coordinator will have a dual reporting obligation, working under the direct supervision of the RC and with strategic guidance, technical support and backstopping from the UNMC Director for Africa and the West Africa Regional Coordinator.&nbsp; The National Millennium Campaign Coordinator will be located within the Office of the RC and work closely with both the Nigeria United Nations Country Team (UNCT) as well as the United Nations Millennium Campaign Team. The position is located in the office of the UN Resident Coordinator and works under her/his guidance as well as the priories set out in UN Millennium Campaign’s Strategic Plans for 2010-2013.</p>
<p>The principal role of the National MDGs Campaign Officer is to promote the goals of the Millennium Campaign by providing support to both the UN system and civil groups to ensure that there is a vibrant national campaign aimed at holding government to account for the achievement of the MDGs. The Officer will work at multiple levels; within the UN system, with strategic partners including local civic groups, knowledge centres, parliaments and local government bodies as well as liaise with the donor community to ensure the MDGs are achieved. The role includes engaging with and supporting advocacy initiatives of relevant civil society constituencies, driving key policy advocacy initiatives as well as to support the UN inter-agency collaboration and public media outreach with the country on the MDGs. The national Millennium Campaign Coordinator is required to become knowledgeable of the MDG status and national Government’s MDG policies, the UNCT’s work on the MDGs, the UN Millennium Campaign’s work in the country and key partners at the national and local level. More specifically, the successful candidate has to understand the influencing context and the critical socio-political issues facing the MDG progress in the national and local context. <br />Duties and Responsibilities<br />Summary of key functions:</p>
<p>To support UNCT to align agenda behind the MDGs, strengthening partnerships between UNCT and the UN Millennium Campaign<br />To support the National Campaign partners capacity support where necessary in the design of national strategies and fundraising.<br />Communication: to support key UN Millennium Campaign activities including, but not limited to, Stand Up, Kick Out Poverty and marquee events.<br />To facilitate and support research where it is necessary to fill policy/practice gaps.<br />To be an active member of the UN Millennium Campaign – Africa regional team<br />Supports coordinated actions of UNCT and UN Millennium Campaign to achieve the MDGs</p>
<p>Support the Office of the UN Resident Coordinator (UNRC) at align UNCT’s strategies, UNDAF, and activities including the monitoring and evaluation framework to the MDGs.<br />Act as an effective liaison between the campaign partners and UN agencies working on MDG related issues and facilitate strategic partnerships.<br />Support the RC’s office in relation to dialogue with governments on the MDGs<br />Support national partners in design and implementation of national strategies</p>

UNDP helps put HIV/AIDS at the centre of national development and poverty reduction strategies; build national capacity to mobilize all levels of <br /><a name='more'></a>government and civil society for a coordinated and effective response to the epidemic; and protect the rights of people living with AIDS, women, and vulnerable populations.&nbsp; The programme focuses on achieving two key outcomes; Institutional capacity to built to plan, implement and manage multi-sectoral strategies at both national and sub-national levels to limit the spread of HIV/AIDS and mitigate its social and economic impact on poor people and women; <br />Specifically UNDP focuses on four practice areas; these are (1) HIV/AIDS and Human Development, (2) Governance of HIV/AIDS Response, (3) HIV/AIDS, Human Rights and Gender and (4) Capacity Development.</p>
<p>The support provided by UNDP to the national response on HIV/AIDS is implemented in significant programme partnership with the Government of Nigeria through the National Action Committee on AIDS (NACA) and States Action Committees on AIDS (SACAs) and has provided major input to several activities. Partnership with other sister Agencies has also been key to UNDP’s approach to the response on HIV/AIDS in Nigeria.</p>
<p>The Programme Analyst will work under the guidance and direct supervision of the HIV &amp; AIDS unit Programmes.&nbsp; S/he will provide quality advisory and analytical services to the unit and office in areas relating to HIV/AIDS and Gender. The Analyst will work with others to achieve measurable programme results. <td colspan="2">Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across <br /><a name='more'></a>gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. <br />The overall goal of the Democratic Governance for Development (DGD) Project in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.&nbsp; The project is funded jointly by DFID, EU and UNDP (with CIDA as another potential partner) and is expected to be funded at a level of USD 80 million or more between 2010-14.&nbsp; The project will be managed by a Project Management Unit (PMU) consisting of a Technical Support Unit (TSU) bringing together technical advisory staff and a Project Support Unit (PSU) bringing together all operational support staff.&nbsp; The total staffing strength of the PMU is estimated at 27 persons, consisting of 10 international and national professional staff and 17 general service staff (programme and operations).<br />Substantively, efforts on the electoral cycle will reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Electoral Institute of the Independent National Electoral Commission, State Independent Electoral Commissions and the Resident Electoral Commissioners. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.<br />Work on broader issues of democratic governance will help build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project primarily provides technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.<br />Under the strategic direction of the Country Director and under the supervision of the Deputy Country Director (Programmes), working as a full member of the Capacity for Governance Team under the daily guidance of the Team Leader and in close coordination with the DGD Project Director, the Advisor will support and provide quality assurance to the project on behalf of UNDP. As such, s/he will be required, inter alia, to provide high quality advice on critical policy, technical and implementation issues, interact on substantive and operational issues with colleagues in the UNDP Country Office, the PMU, senior Governmental, non-governmental and donor officials and other stakeholders. In line with UNDP regulations and rules as well as specific commitments made in the project document, s/he will ensure prudent and effective oversight of the project and ensure a seamless interaction between the UNDP Country Office, development partners and the project. </td>

<li>Monitor and analyze key factors in the project’s operating environment that could affect relevance and performance. </li>
<li>Provide strategic oversight of project planning, budgeting and implementation in line with PRINCE2 principles. </li>
<li>Ensure application of results-based management tools in planning, budgeting and implementation using the Enhanced Results-Based Management (ERBM) platform. Monitor progress towards substantive results in work plans (outputs and outcomes) and timely reporting to national stakeholders and development partners. </li>
<li>Maintain a close, open and collaborative working relationship between the Country Office and key national and international stakeholders as well as the staff of the Project PMU. </li>

<p>Analyze broader democratic governance and electoral issues and trends in the country and advise UNDP senior management, the DGD Project Management Unit and development partners accordingly;
<ul>
<li>Help position the DGD project as a leading source of policy analysis on elections and democratization in Nigeria through assistance to the PMU on the design, implementation and dissemination of high-quality research and analysis. </li>
<li>Establish and facilitate expert networks at national level and link them to UNDP global and other international networks to promote high levels of knowledge sharing between the project, partners and all relevant stakeholders as well as identify, document and codify best practices in electoral management and democratization in Nigeria. </li>
<li>Generate high quality and action-oriented analysis of political (and related developments) in Nigeria and highlight implications for project focus, strategy, operations and partnerships. </li>
<li>Design and help implement relevant and high-impact policy advocacy campaigns with and through key national and international partners. </li>
<li>Provide regular contributions from the Country Office to global and regional knowledge networks and communities of practice. </li>
</ul>
<p>Develop sustainable, results-oriented partnerships with other stakeholders on the spectrum of issues covered by the DGD Project and related Country Office activities;

<li>Serve as an international resource on elections and democratization issues and analyze and bring in global practice and lessons learnt through UN and UNDP networks, HQ resources and tapping from experiences in other countries. </li>

<p>Impact of Results <br />The DGD project is the largest ever governance initiative funded by donors to Nigeria, expected to reach USD 80 million and potentially much more between 2010—14.&nbsp; At the same time, the project grapples with exceptionally sensitive issues which demand a skilful blend of knowledge, tact, negotiation and perseverance for any progress to be made as a result of donor assistance.&nbsp; The Advisor will have direct and substantial impact in several ways:

<li>Advanced university degree (Masters or Phd) related to democratic governance and development, such as political science, economics or other social sciences. </li>
</ul>
<p>Experience:
<ul>
<li>Progressively responsible work experience of at least 10 years in democratic governance, including electoral issues, dealing with: (a) policy dialogue and advisory work; (b) leadership and management of research and analysis; (c) design and execution of capacity development programmes; (d) project management, including the leadership of multi-disciplinary expert teams, preferably funded by development partners (UN or other); and (e) promotion of stakeholder/community awareness of and participation in democratic governance. </li>
<li>A good understanding of the social, economic, political and historical trends underpinning African and, ideally, Nigerian governance and electoral processes. </li>
<li>Skills in training, process facilitation, strategic planning, and partnership-building. </li>
<li>Ability to prepare high quality policy briefs, analytical reports, and technical research reflecting global good practice in democratic governance. </li>
<li>Excellent communication skills and fluency in English. </li>
<li>Excellent PC user skills: word processing, spreadsheets, databases and web-based research. </li>
<li>Ability to travel within Nigeria and overseas. </li>
</ul>
<p>Language Requirements:
<ul>
<li>Strong skills in written communications in English particularly in preparing issue-based papers or reports. </li>
<li>Excellent spoken English is also required. </li>
</ul>
