<p><strong>Environment:</strong><br />
The Laboratoire d&#8217;Aérologie is one of the 8 entities of <strong>Observatoire Midi Pyrénées (OMP) </strong>which is the Universe, Space, Earth and Environment Sciences department of the Université Paul Sabatier (UPS). One of the main objectives of OMP is recording and using long-term observations for Earth and Universe, through the development and use of in-situ and space instrumentation, numerical modelling and databases.<br />
Human ressources of OMP : 360 researchers (including lecturers, astronomers and physicists); 325 ingeneers, technicians, administration staff, and more than 200 graduate students and post-doct fellows.<br />

The vacancy is in the group « Ozone et Précurseurs » of the Laboratoire d’Aérologie<a href="http://www.aero.obs-mip.fr/" target="ext">(http://www.aero.obs-mip.fr). </a>The main research activity of this group is based on photochemistry of the troposphere and the lower stratosphere, and more precisely on the budget of ozone at the global scale (natural and anthropogenic production, transport, fluxes at the interfaces) and its time evolution (interannual variability and trends). This group is using the MOZAIC-IAGOS data base (Measurements of Ozone, Water Vapour, Carbon Monoxide and Nitrogen Oxides by Airbus In-service Aircraft – In-service Aircraft for a Global Observing System, <a href="http://www.iagos.fr/" target="ext">http://www.iagos.fr)</a> and the French community research model Meso-NH <a href="http://mesonh.aero.obs-mip.fr/mesonh/" target="ext">(http://mesonh.aero.obs-mip.fr/mesonh/) </a>and its chemical component. This group is a Principal Investigator of several European projects. IAGOS (EU-FP7, <a href="http://www.iagos.org/" target="ext">http://www.iagos.org) </a>has the objective to build an European research infrastructure based on the use of airliners to perform atmospheric observations. The group is responsible for one main instrument (Package 1, including ozone and carbon monoxide measurements) and for the relationships with scientific and institutional users. This group is also involved in MACC (EU-FP7, <a href="http://www.gmes-atmosphere.eu/" target="ext">http://www.gmes-atmosphere.eu/)</a> , which has the objective to build the GMES Atmospheric Service. Its responsibility in the latter project is to evaluate the quality of model forecasts for air quality and atmospheric composition at the global scale using MOZAIC and IAGOS observations.</p>
<p><strong>Main duties:</strong><br />
The vacancy is in the MOZAIC-IAGOS team, which is responsible of this long-term observing system and of the development/improvement of the IAGOS central database. The position includes two parts :</p>
<ul>
<li>Research activity (around 75% of the time) on Atmospheric Chemistry and Climate Interactions. We will consider all propositions in this topic as long as they reinforce the use of the MOZAIC-IAGOS data.</li>
<li>A so-called « community task » (around 25% of the time) dedicated to the development and promotion of the IAGOS central database.</li>
</ul>
<p>The principal goals of this “community task” are to contribute to the:</p>
<ul>
<li>Content and quality of the long-term observing system:
<ul>
<li>Quality control and accuracy of airborne in-situ O3 and CO data.</li>
<li>Metadata</li>
<li>Add-on values products included in the database</li>

<p><strong>Qualifications:</strong><br />
A PhD in atmospheric sciences, meteorology, physics, mathematics, or a related subject is required; A minimum of 2 years experience in data analysis and/or global modelling after the PhD is mandatory.<br />
Good programming skills in MATLAB (and/or IDL) are essential; skills in FORTRAN-90 and UNIX scripting will be appreciated.<br />
The working languages of LA/OMP are French and English. Candidates must be able to work effectively in English and a good knowledge of French would also be appreciated. Interviews will be conducted in English or French.</p>

Typically within the range of 2400 € to 3500 € net per month, depending upon qualifications, experience, and personal situation.</p>

<p><strong>The Technical Officer (M&amp;E)</strong>, under the supervision of the State Program Coordinator and relevant technical leads, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the implementation of monitoring and evaluation activities for the state offices. The Technical Officer (M&amp;E) will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&amp;E needs</p>
<p><strong><em>Minimum Recruitment Standards:</em></strong></p>
<p>BSc/BA with 5-7 years relevant experience, MSc/MA with 3-5 years relevant experience, or PHd with 1-3 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings. Educational degrees must be in statistics, pharmacy, microbiology, monitoring and evaluation or other relevant degree. Familiarity with the Nigerian public sector health, NGOs or CBOs is highly desirable.</p>

<p><strong><span style="text-decoration: underline;">Position Description:</span></strong></p>
<p>· Management of project data bases in the field office.</p>
<p>· Assist in coordination of monitoring and evaluation activities of the APHIA<em>plus</em> Rift Valley at district level, focusing specifically on capacity building of partners on systems for collecting data for measuring project implementation.</p>
<p>· Under the Associate Director, M&amp;E’s guidance, offer technical assistance to implementing partners to develop and implement monitoring and evaluation plans.</p>
<p>· Provide logistical support to ensure constant availability and technical support to ensure use of approved standardized tools by facilities and implementing partners in accordance with guidelines stipulated by USAID and GOK.</p>
<p>· Ensure implementing partners understand the project indicators, have a functional system for collecting, analysis and synthesis of monitoring data.</p>
<p>· Offer technical support on reporting tools, data management processes, analysis and interpretation of indicators to implementing partners to meet program requirements.</p>
<p>· Train facilities and implementing partners on reporting requirements, indicator definitions and use of data tools.</p>
<p>· Plan and facilitate capacity building and training of implementing partners in monitoring and evaluation through formal and informal adult learning methods.</p>
<p>· Coordinate collection of APHIA<em>plus</em> Rift Valley program activities data to ensure it is complete and timely.</p>
<p>· Coordinate routine data quality assessments within respective regions.</p>
<p>· Provide support to implementing partners in compiling monthly reports and basic data analysis.</p>
<p><strong><span style="text-decoration: underline;">Minimum Requirements:</span></strong></p>
<p>MS/MA/MPH in relevant field with 3-5 years relevant experience or BS/BA in relevant field with at least 5-7 years experience in Monitoring and Evaluation.  Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Stata, MS Access and experience in setting up data bases. Demonstrated experience with Health Management Information Systems and ability to transfer knowledge through informal and formal training.</p>

<p><span style="text-decoration: underline;"><strong>Position Description:</strong></span></p>
<p>Perform laboratory audit and provide technical assistance, capacity building, training, and quality assurance services to clinical laboratories serving, FHI 360 research, public health programs and Clinical Research Services Support (CRSS).  In addition, provides these same services to third-party funded programs.  Prepares laboratory procedures and manuals and trains staff in their use.  Prepares reports and leads the follow-up of technical assistance and assessment visits to include corrective actions and capacity building initiatives.</p>
<p>Working closely with Laboratory Specialists (AFRO, and APRO research and public health program staff provide technical assistance, quality/GCLP assessment and capacity building services to ensure and enhance the quality of laboratory services associated with FHI program and research areas.  Specifically, the key responsibilities are:</p>
<ul>
<li>Conduct laboratory/clinic audits incompliance with applicable guidelines such as DAIDS GCLP guidelines.</li>
<li>Provide adequate review for audit reports conducted by fellow specialist.</li>
<li>Planning, conducting, and reporting of laboratory assessment, audits and accreditation – ready inspections of clinical laboratories performing services to FHI 360 and similar support required by sponsors.</li>
<li>In close collaboration with laboratory management lead the follow-up of needed corrective and preventive actions.</li>
<li>Responsible for initiating continuous improvement initiatives upon request to build laboratory capacity and quality with reference to accepted standards and requirements.</li>
<li>Assist in incorporating lab strengthening and clinical laboratory functions and services into programs.</li>
<li>Assist with the preparation and delivery of laboratory trainings and training-related services.</li>
<li>Perform other duties as assigned.</li>
</ul>
<p><strong>CONTRIBUTION:</strong></p>
<ul>
<li>Assist with delivery of laboratory quality audits incompliance with applicable guidelines such as DAIDS GCLP guidelines.</li>
<li>Assist with the preparation and delivery of trainings to laboratory staff to include general laboratory technician training and laboratory supervisor training.</li>
<li>Assist laboratories with developing quality systems to include an overall Quality Management Plan, routine SOP development, quality control and quality assurance systems, staff training, and others as needed.</li>
<li>Encourage and assist laboratories with preparing for and seeking accreditation through locally, regionally, nationally, and internationally accepted accreditation agencies.</li>
<li>In close collaboration with laboratory management develop and assist with the implementation of corrective actions and implementation of continuous improvement systems, procedures, and measures.</li>
<li>Assist laboratories with setting up internal quality control systems and/or participating in External Quality Assessment Schemes.</li>
<li>Perform other duties as assigned.</li>
</ul>
<p><strong>KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:</strong></p>
<ul>
<li>Working knowledge of quality laboratory audit.</li>
<li>Proven capability and direct experience in clinical and research laboratory functions and services, including in resource constrained settings.</li>
<li>Resourceful and creative thinker with the ability to develop simple and efficient solutions and recommendations.</li>
<li>Excellent attention to detail.</li>
<li>Experience in Laboratory audits.</li>
<li>Excellent interpersonal skills, particularly diplomacy.</li>
<li>Good in both written and spoken English and report writing.  Working knowledge of French an asset, but not required.</li>
<li>Direct experience developing and delivering trainings in laboratory sciences.</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Minimum Requirements:</strong></span></p>
<p>Degree in Biological Science or Laboratory Sciences within a clinical or diagnostic discipline with 5-7 years relevant experience or Higher National Diploma in Medical Laboratory Technology with 7-9 years relevant experience within a clinical or research laboratory including experience with laboratory audit, quality control and quality assurance systems and implementation.  Supervisory experience is preferred.  Ability and aptitude to provide detailed laboratory audit and capacity building services and to perform quality assurance assessments against accepted national and international standards and GCLP requirements.  Demonstrated creative problem solving skills.  Demonstrated excellent written and oral communication skills including experience in training and mentoring staff and audit.  Ability to travel within Kenya and across Africa for up to 50% of the time.</p>
