PWC Mombasa Water Supply and Sanitation Company Limited: Procurement Manager

Our client, Mombasa Water Supply & Sanitation Company Limited (MOWASCO) is the sole provider of water and sewerage services in Mombasa Municipality. The company was incorporated in December 2003 under the companies Act Chapter 486 of the Laws of Kenya as a consequence of the Water Sector Reforms in the country.

The core mandate for MOWASCO under the Water Act 2002 is to protect, harness and develop potential of water resources to ensure availability of quality water to the residents of Mombasa County and to maintain the assets leased to the Company by Coast Water Services Board (CWSB). To achieve its vision “To be a reputable provider of world class customer focused water and sewerage services” and to assist the Company in implementing the water sector reforms in Mombasa County, MOWASCO is seeking to recruit a strategic and futuristic leader who is performance driven and passionate about water reforms to fill the position of Procurement Manager based in Mombasa.

Roles & Responsibilities

The successful candidate will be responsible for providing leadership and efficient and effective procurement of goods and services commensurate with the stated specifications, compliance with procurement legislation and company policies and procedures. S/he will also be responsible for development of the annual procurement plan, advising management on best practices and ensuring value for the organization expenditure. Additionally, s/he will be responsible for the safe custody of and proper management of goods.

Key Responsibilities:
•Provide overall effective leadership on procurement and in the department.
•Advise management on procurement issues and giving updates to ensure compliance of the relevant legislation.
•Prepare the annual procurement plan in line with legislation, budget and company policies.
•Take accurate minutes as Secretary to the tender committee.
•Ensure smooth, speedy and efficient procurement of goods and services.
•Ensure stocks safety, delivery and control to reduce losses.
•Prepare clear tender documents terms of reference to ensure they are compliant with standard procedures.
•Prepare tender offer letters, contracts and relevant documentation.
•Ensure local service and purchase orders are prepared correctly and delivered to suppliers in timely manner.
•Ensure that the various procurement committees discharge their duties as prescribed.
•Verify goods in accordance with specifications upon delivery.
•Ensure full compliance with legislation and company policies.

Requirements

•Bachelor’s degree preferably in Commerce, Finance, Procurement/Supply Chain Management or relevant field Business Studies.
•Diploma in Supplies/Procurement/Supply Chain Management from Kenya Institute of Supplies Management or an approved institution.
•Seven years working experience in procurement in a busy organisation, three of which must be in a senior management position.
•Demonstrate knowledge and understanding of relevant public procurement legislation and its application, especially the Public Procurement Oversight Authority 2005, and the Public Procurement and Disposal Act.
•Should demonstrate ability to prepare high quality requests for proposals, tender documents
•Must demonstrate effective and efficient hands on experience supporting user departments to prepare tender documents.
•Should demonstrate experience and knowledge of and capability of tender evaluation methods for both high and low value works, goods and services including technical and organisation development consultancies.
•Knowledge of donor funded tender procedures.
