WaterAid Job Vacancy for Accountability and Effectiveness Manager

WaterAid is looking for a planning, monitoring, evaluation and learning specialist to play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.

The Accountability and Effectiveness manager will provide senior level leadership in this specialist area within the International Programmes Department’s Programme Support Unit, and in particular will:

  • Lead the direction and development of business and assurance processes and systems, and coordinate their implementation.  Ensure regional and country programmes meet internal and external accountabilities as defined by our Accountability framework, PMER (Programme Monitoring Evaluation & Reporting) core procedures and donor contracts
  • Plan and manage resources to ensure: close alignment with the financial planning and the strategic funding teams and ensure coherence in approach, processes and systems; and the delivery of high quality central business plans, reports and data for the annual and six monthly processes
  • Manage and lead the rolling thematic and country programme evaluations, focusing on strategic relevance and progress, effectiveness and programme quality. Provide the analysis of trends and learning from evaluations, programme management information, data, reports, surveys, studies and other documentation.

To be successful, you’ll need to have 

  • A post graduate degree or equivalent professional qualification in a relevant subject relevant to the development sector.
  • Specific qualifications or training in project and programme planning, monitoring, evaluation and reporting.
  • Substantial experience of working at a senior level in large, complex international development organisations.
  • Demonstrated experience of developing, and implementing planning, monitoring, evaluation and reporting systems and processes, at strategic and operational levels, across large and complex organisations.
  • Demonstrated experience in an advisory / support capacity, necessary in a large decentralised organisation to ensure accountabilities are being met through the management chain.
  • Experience in leading detailed evaluations for driving continuous organisation improvement.
  • Experience of leading, managing and motivating a team and providing team members with meaningful feedback on their performance.
  • Knowledge and experience of change management processes and of successfully driving cross-organisational change.
  • Sound knowledge of current best practice in planning, monitoring, evaluation and reporting as well as any emerging trends in the development sector.
  • A clear and sound understanding of the international development sector, particularly in terms of global trends and any cutting edge best practice.
  • Strong verbal and written communication and influencing skills, and fluency in English, in order to represent the organisation credibly and at a high level, and produce high quality documents communicating complex issues with clarity.
  • Excellent relevant IT skills, primarily Microsoft Office (Outlook, Excel, PowerPoint and Word), but specifically relevant data systems that support high quality planning, monitoring and reporting.
  • Availability to undertake international travel for a minimum 8 weeks per year.
