UNHCR Job Vacancy for Associate Programme Officer

Duties and Qualifications
General

The country team is directed and coordinated by the Country Office in Islamabad (COI), it has two autonomous Sub-Offices and one field unit under COI. The office structure is decentralized and SO Peshawar and SO Quetta have their own programme units to support their field operations. The Islamabad programme unit, also overlooking Field Unit Islamabad which also covers FU Karachi, is composed of 6 core staff members based in Islamabad. The unit works very closely with other sections at COI and coordinates with SO Peshawar and SO Quetta.

Pakistan hosts over 1.5 million of Afghan refugees registered with the Government and 1.4 million of Internally Displaced Persons (IDPs) from Federally Administered Tribal Area (FATA) after the military operations. The Pakistan programme is divided into 4 pillars, covering the whole UNHCR range of interventions, i.e. protection and assistance mainly for Afghan refugees, IDPs and Reintegration programme through Refugee Affected Hosting Areas (RAHA) projects in coordination with UNDP.

The initial budget allocation for whole operations at the beginning of 2015 stands at USD 47 million. The JPO position has been created in order to react in an effective manner to the evolving operational requirements of the office and the increasing relevant external requirements of United Nations Country Team (UNCT) in the framework of Delivery as One (DaO). This position will support not only the COI Programme unit but also the other units in the field.

Accountability

– The incumbent should be able to produce quality programme updates on a weekly basis.
– Regular monitoring of the UNHCR activities.
– Regular interaction with the implementing partners and other UN agencies to gather analyse and disseminate information about UNHCR activities.
– Persons of concern are treated with dignity, respect and professionalism.
– A final statement of achievements to be developed for presenting to the programme unit of ROI.

Responsibility

– Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country.
– Keep abreast with all developments in the operations to prepare appropriate briefings and reports.
– Consolidate and analyse programme implementation and indicators in order to facilitate the preparation of periodic reports, i.e. weekly updates, ad-hoc UN report, activity-specific reports as may be required.
– Act as in-country focal point for OP II (One Programme II 2013- 2017 and relevant SPA ¿ Strategic Priority Areas) in coordination with UN Resident Coordinator¿s Office.
– Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects.
– Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels.
– Liaise closely with all Units of the programme in the country in order to gather and collate accurate data about refugees and assistance activities;
– Facilitates visits of internal and external stakeholders in cooperation with UNHCR field offices;
– Prepare and distribute minutes of the co-ordination meetings that are held periodically in the country of assignment;
– Maintain working relationships with the Government, NGOs, and UN agencies to develop cooperation in inter-related activities;
– Draft and or/check accuracy of donor reports;
– Draft and/or check all reports from management.

Authority

– Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.
– Represent UNHCR in UN and other fora on programme and technical issues as delegated by programme senior management.
– Enforce compliance with UNHCR¿s global strategies, protocols and guidelines

Essential minimum qualifications and professional experience required

Education/Qualification: University degree or equivalent in Business Administration, Law, Economics, Social Science or related field. Graduate with 4 years of work experience or post graduate with 2 years of work experience

Supervision
The JPO will be under the direct supervision of the Programme officer. The supervisor will be responsible for the performance evaluation of the JPO. The manager will also ensure that the JPO is provided a thorough induction and orientation briefing, followed by on-the-job training as well as continuous guidance for training/learning opportunities throughout the assignment. In support to the manager, the JPO Unit provides the Supervisory Guidelines upon recruitment/reassignment of the JPO.

Learning Elements:
If not already undertaken, the incumbent will complete several obligatory induction courses, prevention of harassment in workplace, Basic and Advanced Security in the Field. A specific three-day course on Safe and Secure Approaches in Field Environments (SSAFE) is also mandatory upon arrival to Pakistan.

Under the guidance of the Programme Officer, coaching and on-the-job training will be the basis for the majority of the learning. The incumbent will also be expected to diligently study policy and procedural documents (self-study) in order to further familiarize him- or herself with UNHCR¿s mandate and programme function.
Additional Information
Living Conditions at the Duty Station

Housing/Accomodation: Guest Houses: International staff assigned with UNHCR SO Peshawar is accommodated in the Office-provided fully MORSS compliant accommodation. Staff reimburse the Office rental base as established under UNHCR Policy on the Office provided accommodation (US$ 641 per month) as well as towards cleaning services and meals arrranged by the Office in the Guesthouse (approximately US$ 350 per month).

Health Care: Health facilities are rather restricted though there is access to the basic medical care. Islamabad has more developed health facilities. Also the Office has developed SOPs for Medical Evacuation. Poli vaccine is mandatory to travel to Pakistan. Currently dengue fever is on the rise in Pakistan especially in Punjab. Mosquito repellents are recommended.

Educational Facilities: Peshawar is a non-family Duty Station thus relevancy of Education facilities is redundant for this assignment.

Security: All duty stations in Pakistan are non-family duty stations and Peshawar is currently under Security Phase 5. A No Objection Certificate is required to visit Khyber Pakhtunkhwa areas outside Peshawar which should be applied at least 2 weeks in advance. Staff is not allowed to move on its own, thus 24 hours Duty Drivers service is established by the Office. Movement is allowed solely by armored vehicles. Police escort, also arranged by the Office, is required for movements outside the University town where Office and Guesthouse are located. Daily phone checks and weekly Radio Checks are mandatory requirement performed by UNDSS.

Other: Money/Banking: Current US dollar exchange rate is 1 USD = PKR 105. In order to receive payments locally, Finance unit will help in opening a bank account with Standard Chartered Bank. Payments can also be processed through bank checks. Use of ATM machines is not advisable, also they are rather limited in Peshawar (though ATM machines are widely spread in Islamabad).
Telecommunications: There is one major fixed line provider (PTCL) and 5 cellular companies (Mobilink, Ufone, Telenor, Warid and Zong). Call rates vary but are reasonable compared to some countries. All cellular operators in Pakistan use GSM platform. The Office provides wifi access in the Guesthouse, USB dongles are also easily accessible.
Diet, Food and Water: 3 times meals are arranged in the Guesthouse. Office has also a cafeteria. There are limited number of restaurants where international staff are permitted to go. Social life is restricted to the Guesthouse territory, though the Office has arranged for recriation facilities within the Guesthouse. Provision of drinking bottled water is also organized by the Office. Using alcoholic drinks in public is illegal in Pakistan.
Climate: The climate is generally characterized by hot summers and cool or cold winters. From June to September, most of the country is lashed by the South West Monsoon, which leads to heavy rainfall and high humidity. Peshawar has a humid subtropical climate, with hot summers accompanied by a monsoon season followed by fairly cold winters. The hottest months are May and June, where average highs routinely exceed 42 °C.

Respect: Pakistan is a conservative country and it is advisable for women to wear long skirts or trousers in public (Pakistani women wear the traditional shalwar kameez, but in the big cities, women wearing jeans and khakis is not very uncommon sight, especially in casual settings, shopping malls and around picnic spots). Dress codes for men are more lax, though shorts are uncommon. Men should never shake hands with or touch a woman they don’t know very well. As with most of South Asia, the right hand is used for eating, shaking hands and giving or receiving everything (including money), while the left hand is reserved for handling shoes and assisting in toilet duties. Discussion about religion and Islam should remain respectful and positive.
