Cuso International is a North American leading international development agency that works through volunteers to overcome poverty since more than 50 years.
Cuso International is currently implementing a new five-year project: Youth Leadership, Entrepreneurship, Access and Development Project (YouLead). Funded by Government of Canada through the Department of Foreign Affairs, Trade and Development the project supports the creation of youth-led enterprises and employment for young women and men in the natural resource sector in the 18 Local Government Areas of Cross River State, Nigeria. Cuso International and implementing partners has developed a youth-driven approach to support sustainable economic activities in key sectors (forestry, agriculture, aquaculture and eco-tourism) identified by the CRS government and other key stakeholders.
The project will also strengthen capacity of government at State and LGA levels, youth serving civil society organizations, training organizations, and financial institutions to develop and implement a gender-responsive NRM ‘green jobs/green economy’ policy framework as the basis of increasing employment, self-employment and secured livelihoods for young women and men in the natural resource sectors.
- As part of our support to the creation and expansion of new and existing Youth-led businesses, the Project provides Business Development Support (BDS) to these enterprises run by our trained YouLead beneficiaries.
The BDS being offered cover a wide array of services ranging from Financial Literacy, Record Keeping, Business registration, Tax and regulation education, Branding of business, Packaging training, Market Access and linkages, Input supply linkages, Access to finance, Cooperative formation and strengthening, Sustainable income increase tracking for 12 months, Education on Environmental responsibility, Access to Information, Business Planning and Support, Extension Services etc and are carried out by Cuso staff and Support structures (Youth Advisory Committee, Community Volunteers and NYSC Volunteers).
Our partner CSO’s and Technical Training Partners (Business Mentors) also provide some level of BDS via mentoring, supporting access to Inputs, Technical/Extension services etc. We seek to strengthen their capacity to deliver these in a more structured manner.
To meet our ambitious target of creating 4500 New Enterprises and supporting 500 Existing ones on continuous basis and develop the capacity of our support structures to achieve same, there is urgent need to;
a. Clearly define the concept of BDS and outline the BDS support the Project can provide to beneficiaries
b. Develop the capacity of our existing BDS support structures to deliver these services
c. Further engage the support of selected Technical Training Partners (TTP’s), partner CSO’s, Business mentors and other groups to support the provision of BDS to our beneficiaries, and build their capacity for same.
To achieve this, we seek the services of a consultant (or team) to carry out an intensive, Business Development Support (BDS) training for our National Volunteers, community volunteers, Youth Advisory committees and selected Partners in three locations (Ogoja, Ikom and Calabar). The consultancy is part of the implementation of Capacity building and Strengthening of Business Management capacities under the Entrepreneurship and Value Chain Development component of the YouLead project to promote young women and men employment and entrepreneurship opportunities in the natural resource sectors of agriculture, forestry, ecotourism, aquaculture and renewable energy.
Scope of Work
The purpose of the exercise is to train the BDS support structures on the following areas;
i. Definition, Objectives and concepts of BDS as well as the scope of services offered under the Project
ii. Further develop the capacity of BDS support structures in Record keeping, Financial Management and Business Planning
iii. Educate support structures in basic concepts around basic types of businesses, operational and management processes,
iv. Extension services – Definition, concepts, Objectives and the importance of same for the Project
v. Product development and Market Access
vi. Basic/intermediate Communications, Sales and Marketing skills
vii. Review of Existing BDS tools and reporting templates
The consultancy is part of the implementation of Capacity building and Strengthening Business Management capacities under the Entrepreneurship and Value Chain Development component of the YouLead project to promote young women and men employment and entrepreneurship in the natural resource sectors of agriculture, forestry, ecotourism, aquaculture and renewable energy.
The expected end-product of this assignment will be:
- Full Report of the training activity highlighting efforts made, achievements and recommendations
- Pre-and Post-training evaluation reports
- BDS Manuals and field workbook for participants’ use
- Financial record keeping template for use by project beneficiaries for documentation of transactions
Timeframe and Logistical Considerations:
· The assignment will be conducted in full coordination with Cuso International through Cuso International’s BDS Officer and Project Manager, Entrepreneurship and Value Chain Development.
· All activities will be conducted within a total level of effort (LoE) of 9 days (from commencement of the consultancy);
· The consultant will report directly to the Project Manager, Entrepreneurship and Value Chain Development on work output and deliverables.
Technical Components i. Experience of the Consultant: Requirements and qualifications
a. Consultants must possess minimum of a Post-Graduate Degree in Business Management, Social Sciences, Economics, Agriculture and Related Areas
b. Additional qualifications/certifications such degrees in Agriculture related areas and the Nigerian Agricultural Enterprise Curriculum (NAEC) will be of advantage.
c. Extensive and documented experience in Business Management, Entrepreneurial Training, SME and Business plan development in Nigeria.
d. Experience in dealing with Co-operatives and similar organisations
e. Good working Knowledge and experience of the Natural Resources Management (NRM) sector and value chains (especially Agriculture related areas
f. Good working knowledge of Cross River State and willingness to stay/work in rural communities
Methodology and Level of Effort
The following detailed methodologies and steps will be pursued in the execution of the training;
i. Consultation: The consultants will consult with staff of Cuso International to finalize strategies and approaches to the task.
ii. Training workshop: The consultant will carry out an intensive two-day workshop on BDS for our National Volunteers, CSO and selected partners (CSO’s and TTP’s) in each of the senatorial districts.
iii. Case studies/Group discussions: The consultant will also present and facilitate Case studies/Group discussions among the participants.Final Report: Prepare final report of the work (soft copy).
Level of Effort:
Preparation of Training Materials and Case studies – 2 days
BDS Training – Northern Senatorial District – 2 days
BDS Training – Central Senatorial District – 2 days
BDS training – Southern Senatorial District – 2 days
Final reporting and recommendation – 1 day
Based on the project description and Scope of Work, the proposal should include the methodology developed by the consultant responding to the following requirements and clearly describing how the consultant intends to undertake the activities to achieve the expected project results.
- A detailed description of the approach to the work as identified in the Scope of Work, including steps and timing; and,
- A summary description of the Level of Effort (LoE) i.e., of the responsibilities, activities and outputs related to the work as identified in the Scope of Work.
- The applicant should share his/her previous experience related to the consultancy
iii. Fees and Reimbursable Expenses:
The proposal must provide a list of the costs and estimated reimbursable expenses that will be incurred in the implementation of the project. The basis of the expenses must align with the proposed methodology and LoE. Expenses include:
- Consultant’s logistical costs (such as travel and incidentals which should be considered negotiable); and,
- Professional expertise fees and associated costs.
Evaluation and Selection Criteria
Proposals will be evaluated by the YouLead team who will select the consultant with the highest technical score.
The technical evaluation takes into consideration:
The overall proposal’s suitability and soundness of the proposed methodology to meet the scope and needs of the project;
The technical and organizational experience of the consultant as it pertains to the scope of this project; and,
The best value for money in terms of associated costs and timing in relation to overall delivery of project.
