IFC’s goal is to prioritize investment in the financial sector because it promotes development in all other sectors.The IFC HR function addresses IFC specific business needs with dedicated teams. The IFC HR Programs Team (CHRPM) oversees the design and supports the implementation of improved HR processes, practices, programs, and tools. The CHRPM Team works with HR Business Partners and client departments/VPU to deliver products that meet the business needs of IFC.Driven by the need for more effective succession planning and building talent pipelines, the CHRPM team is currently leading the design and implementation of the job architecture and career framework for IFC staff.The work on career initiatives is not a one-size-fits-all, but is rather based on a very client-oriented approach: Clients define the business need(s) they seek to address with any career initiative, programs or tools, and they take great ownership in developing them. This approach leads in turn to a modus operandi where the CHRPM team must support different clients and parts of the WBG, providing consultancy, guidance, and analysis in order to develop and implement custom-fit career solutions and programs together with clients and stakeholders. The program of work includes designing the job architecture and career framework, building career paths, identifying technical and managerial competencies, facilitating career conversations, and building a career culture. The Senior Human Resources Officer, Job Architecture and Career Management will play a significant role in the development, socialization, and implementation of those career frameworks. The work program requires in-depth expertise in the areas of career management, including design of career paths, competency modeling, as well as strong client relationship management and teamwork.Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
DUTIES AND ACCOUNTABILITIES:
Contribute to building integrated and client-centric Career Management programs and policies to support IFC’s global operations, including (but not limited to): o Career Development framework(s) o Competency Modeling o Career Paths o Career Development

Build relationships and engage with key stakeholders (i.e., staff, management, and the Board) to better understand clients’ needs; understand the linkages with other HR functional areas, liaise with other International Finance Institutions, prepare and deliver high quality communication materials for a variety of audiences

Deliver briefing and training sessions for staff and managers across all levels of IFC (HQ and field/country offices)

SELECTION CRITERIA:
Master’s degree in Human Resources, Business Administration, Behavioral Sciences, Organizational Development/Behavior or related field with a minimum of 8 years of proven relevant experience

Sound, proven HR strategy, design and analytical skills in the area of career management

Gravitas and ability to balance client/business needs with corporate values, guidelines and practices

Excellent team and collaborative skills across boundaries, including across HR and other IFC departments and units

A detail-oriented self-starter who can work independently and follow broad and complex instructions

Strong organizational skills to manage multiple projects from concept to finish

Proven ability to develop and maintain working relationships across levels of staff and managers

Ability to see big picture, think strategically, and deliver pragmatic and structured solutions to client/business needs.

Ability to work in a fast-paced environment with shifting work priorities and demands
