IFC Vacancy: Sr. Human Resources Officer (Sourcing & Recruitment)-Washington, DC

IFC’s goal is to prioritize investment in the financial sector because it promotes development in all other sectors.The IFC HR function addresses IFC specific business needs with dedicated teams. The IFC HR Programs Team (CHRPM) oversees the design and supports the implementation of improved HR processes, practices, programs, and tools. The CHRPM Team works with HR Business Partners and client departments/VPU to deliver products that meet the business needs of IFC. Attracting and recruiting talent is critical for IFC’s success, but has become increasingly challenging in emerging markets, where the demand for highly skilled people outstrips supply. To achieve its recruitment and diversity goals, IFC HR is seeking a Senior Human Resources Officer, Sourcing and Recruitment to work in partnership with the HR Business Partners to develop and maintain pipelines of strong candidates and leads for professional-level roles across IFC’s business (investment, advisory services and corporate). The successful candidate will have the ability to design, develop and implement strategies to efficiently source candidates with strong technical skills, reflecting the diversity of IFC’s shareholder and client base. To be successful in this role, the incumbent should be able to develop long-term recruiting strategies and nurture trusting relationships with potential hires.Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
DUTIES AND ACCOUNTABILITIES:
Manage the talent acquisition process, design and implement strategic techniques for proactive sourcing and screening on a global basis with a focus on meeting IFC’s needs for technically skilled and diverse candidates

Collaboratively consult with hiring managers to recommend strategies for identifying and recruiting potential candidates to achieve business objectives

Utilize a wide range of sourcing strategies, including internal referrals, alumni networks, professional associations, social media, outreach events, media campaigns, and existing applicant pools

Proactively create applicant pools and talent pipelines in advance of needs and help develop job descriptions as needed

Conduct cold calls that are likely to turn into candidates or leads, interview candidates and document evaluation for specific roles; facilitate offer negotiation

Develop a searchable candidate relationship management (CRM) database to track potential candidates and sources for professional level functions across IFC’s business

Improve Talent Acquisition practices and processes, leveraging information systems to increase efficiency and effectiveness

Document processes and procedures for all recruiting related activities

Identify key performance factors and ensure the highest quality candidates are sourced and selected

Create and maintain regular reporting on sourcing activities, candidate pipelines and recruiting metrics

Maintain solid industry awareness and market intelligence in terms of hiring trends, competitive landscape, compensation trends and recruitment challenges

Develop and maintain strong relationships with target educational institution

Identify niche search firms for specific industries or diversity recruitment

Cultivate relationships with trade and other professional associations to build a network of support among their constituents for international searches

Facilitate search workshops

SELECTION CRITERIA:
MBA or Master’s degree in human resources, social or behavioral science, business, or international affairs

At least 8 years in international human resources with a proven track record in sourcing and recruitment

Demonstrated firsthand knowledge of best-practice in international sourcing, applied technology, and a wide variety of corporate functions, ideally in the financial and consulting industries

Familiarity with talent pools and labor trends in developing markets

Experience working with, and monitoring results of, external service providers

Excellent interpersonal and multi-cultural skills to establish successful relationships with candidates and sources, as well as with internal clients

Pro-active approach to work and willingness to learn

A detail-oriented self-starter who can work independently and follow broad and complex instructions

Strong project management skills to manage multiple projects from concept to implementation

Excellent teamwork and collaborative skills across boundaries

Proven ability to develop and maintain working relationships with staff at all levels and managers

Ability to see big picture, think strategically, and deliver pragmatic and structured solutions to client/business needs

Ability to work in a fast-paced environment with shifting work priorities and demands

Excellent verbal and written communication skills and strong presentation skills
