Public Sector Reform Experts at Chemonics

Chemonics seeks public sector reform and public financial management experts for the anticipated Stability, Services and Reform Programme (SSRP) funded by the U.K.-Government (DFID) and based in Ramallah, West Bank. The aim of the program is to design and implement a technical assistance facility with a focus on building the Palestinian Authority’s capacity to deliver on three core output areas:

  • Public administration reform, including institution building at the center of government to strengthen policy, planning, and communications to underpin government effectiveness and improve service delivery in specific line ministries (e.g., health and education)
  • Public financial management reform to underpin fiscal stability
  • Revenue reform to strengthen tax enforcement and improve the business environment

The project is scheduled to be awarded in August 2018. Mobilization will commence in September 2018, and program implementation will take place over a period of two and a half to four years.   • Education toward a postgraduate degree in a relevant subject
  • Proven experience in public financial management, public sector governance, or health financing/public health management
  • Consulting experience with donor-funded technical assistance programs; experience with U.K. government-funded programs preferred
  • Proven ability to deliver in a complex, politically sophisticated environment
  • Proven experience with public financial management and monitoring and evaluation
  • Work experience in the West Bank or Gaza Strip; work experience in the Middle East and North Africa region may be considered in lieu of experience specifically in the West Bank or Gaza Strip
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Arabic
