Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.

The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.

This position is located in the Climate Technology and Innovation Division (PTC/ENE/CTI) within the Department of Energy (PTC/ENE). PTC/ENE/CTI is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. It focuses on supporting entrepreneurship and facilitating the establishment of climate technology innovation ecosystems. In addition, the Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigations and resilience in recipient countries.

PROJECT CONTEXT 
Project Title: Reducing of Green House Gas (GHG) emission in the Industrial Sector through Pelletization Technology


UNIDO is currently implementing a Global Environment Facility (GEF) funded project in Lao PDR that aims at promoting the production and usage of industrial grade solid bio-fuel for thermal energy generation. 
The project intends to reduce coal consumption and promote waste-to-energy methods. Thus, the project aims to contribute to the sustainable energy usage practices in Lao, to enhance national energy security, to promote job creation and to reduce carbon dioxide emissions as well as hinder deforestation. 
The project employs a two-pronged strategy of removing technological barriers for both producers and end users on one hand, and improving policies to expedite investments in the production and use of solid biofuels on the other hand. 

Duty Station: Vientiane, Lao PDR

Approximate duration: 12 months

Main Functions

Under the direct supervision of the Project Manager (PM) in HQ, Vienna and the overall guidance of the Head of UNIDO Operations (HUO) in Lao PDR, the National Project Coordinator will manage the day-to-day affairs of project management unit (PMU) and take full responsibility of implementation of the project activities and achieving outputs in time. 
He/she will follow up with stakeholders in Lao PDR in accordance with UNIDO rules and regulations and will be responsible for the following duties:

– Liaise with the national counterparts, suppliers, partners, stakeholders and international consultants for the planning, coordination, management and monitoring of project activities and events;

– Develop and update detailed yearly work plan for approval by PM and steering technical committee (STC);

– Provide regular reports including monthly progress report and the Project Implementation Report; 

– Achieve all the outputs according to the Project document

– Provide supervision of contractors at project sites;

– Execute and supervise capacity building, awareness creation and knowledge management activities of the project;

– Work closely with stakeholders to organize workshops, trainings and facilitate field mission by international consultants and UNIDO staff members;

– Monitor and review developments in the area of renewable energy in Lao PDR and identify further project development opportunities;

– Perform any other assignment provided by PM or HUO.

Minimum Requirements

Education

Advanced university degree in engineering, or science disciplines with specialization in Energy, environment or relevant area.

Languages

Fluency in oral and written English is required.
Fluency in oral and written Lao is required

Field of Expertise

• A minimum of 5 years of working experience, mainly in project/programme management (project planning, development, execution, monitoring and evaluation); 
• Previous experience with international development organisations or International NGOs will be an advantage;
• Strong analytical skills;
• Substantive knowledge of development issues in Lao PDR;
• Good interpersonal and communication skills;
• Good team player;
• Awareness on gender dimensions of energy and environmental issues.
