Call for Expression of Interest: App Developer SARVE II

ActionAid Nigeria (AAN) is seeking the services of an App Developer to provide technical support in building an Early Warning and Early Response (EWER) App for reporting early warning signal of conflicts and violence in the project communities, local government areas and states where the intervention is currently ongoing. This is part of the project objectives of creating an enabling environment and strengthening structures towards preventing violent extremism.

AAN functions on the premise that protecting and fulfilling the human rights of people living in poverty will contribute to the eradication of poverty and injustice in Nigeria
Project Overview and Objectives
In recent years, growing discontentment and violent agitations that have roots in deprivation and poverty has led to increased violent extremism in the northeast, a restive insurgency in the Niger Delta region, self-determination struggles in the south East, incidence of violent extremist recruitment, coupled with new eruptions of violence (primarily rooted in ethnic and cultural differences, economic inequalities, and resource constraints). These combined factors with prevailing socio-economic crises led to radicalisation and recruitment in the North Central of the country and a perennial inter-communal violence across the middle belt.
Over the last three years, AAN through funding from Global Community Engagement and Resilience Fund (GCERF) worked in four (4) communities from 2 Local Government Areas (LGAs) in Kogi State to implement the first phase of the project SARVE I to build the resilience of youths and women in the communities. It is in the same vein that AAN with additional funding from GCERF is extending the intervention to six LGAs (twelve communities) in Kogi State as well as six LGAs (twelve communities) in Nasarawa State to create alternatives to violent extremism by giving the youths and women in these communities a sense of purpose, providing equal opportunities for social and economic empowerment, building the people social cohesion and strengthening existing structures in their communities to build their resilience to violent extremism.
ActionAid Nigeria (AAN) is working with Participation Initiative for Behavioural Change in Development (PIBCID) in Kogi State and Global Peace Development (GPD) in Nasarawa State as formal sub-recipients towards achieving set project objectives.
A. Target Audience
The app is intended for youths, women, traditional and religious leaders in the communities, journalists as well as security agencies to help increase and propagate the early warning signs of violence in the communities, local government and state for immediate action by the security agencies and other concerned stakeholders.
B. Product Scope
The assignment of the consultant will be to design, develop and support in the launch of a mobile app for Early Warning and Early Response (EWER). The app will be the first point of call for project beneficiaries both direct and indirect of the project to report early warning signs of conflict and violence in their communities and local government areas while using a mapping system to show location of the incident. The app will also have an interface page for incident report relay to security agencies and ActionAid Nigeria. The app should be accessible, user-friendly and easy to navigate.
- The following are the basic requirements for the EWER app. This is not exhaustive.
- Develop a simple mobile application for phones and tablets (Android & IOS) and be accessible on multiple platforms
- Simplicity i.e. a simple one-touch reporting interface and quick to load
- Incorporate features such as localization (Geo tagging) and notification system
- Ability to work offline when sending early warning signals
- Design of interface in English with possibility of being expanded to other local languages
C. Qualifications and criteria for selection
- A minimum of 6 years’ experience in Mobile Application Development both hybrid and native application management
- Bachelor/Master’s degree in Information Technology Management or any other relevant filed
- Professional qualifications in Information and Communication Technology (ICT) and Software Design
- Good experience in the development sector and international organizations with knowledge of North Central radicalisation and violent extremism issues
- Extensive knowledge on coding, backend web service, UI & UX, Code reviews and automation
- Excellent communication skills, oral, written and presentation
- Telephone and email access
- Evidence of having undertaken similar assignments in the past
- Availability within the period marked for the consultancy
D. Place of Work & Administrative Support
The consultant shall work from a location of his/her choice using his/her own tools. Should the consultant desire to work from the AAN office in Abuja, a workstation will be made available to the consultant.
The selected consultant will sign a contract with AAN for purpose of this consultancy.
E. Ownership of outputs
Outputs of the assignment shall belong to AAN.
F. Terms of Payment
ActionAid shall deduct the statutory 5% With Holding Tax (WHT) for individuals and 10% for limited (LTD) and public companies (PLC), and remit to relevant authority. On the date payment becomes due, the consultant will submit an invoice requesting payment and clearly stating his/her Tax Identification Number (TIN).
G. SHEA and Safeguarding
ActionAid is committed to preventing any form of sexual harassment, exploitation and abuse (including child abuse and adult at-risk abuse) and responding robustly when these harms take place in line with our zero-tolerance approach to Safeguarding concerns.
H. Reporting Lines
The consultant will work, be accountable directly to Resilience and Consortium Programme Coordinator and all documentation and resources developed will be submitted to the Digital Technology Coordinator of AAN.
