KEY RESPONSIBILITIES:</p>
<p><strong>THE INCUMBENT WILL BE RESPONSIBLE FOR:</strong><br />
Leading the process of consumer and customer insight generation in the Area.<br />
Ensuring the integrity of insights and its integration in the decision making process.<br />
The guardianship of all research systems, protocols and platforms<br />
Ensuring the marketing insights and information platform (processes and systems) is fit-for- purpose to support informed decision making.<br />
Management of research agencies and 3rd party service providers<br />

SKILLS &#038; EXPERIENCE:</strong><br />
5-8 years relevant FMCG experience.<br />
Research methodologies, design and systems<br />
Research agency management<br />
Brand and trade marketing strategy development<br />
Experience in people supervision (including coaching and team leadership skills)</p>

Bachelors Degree in any business-related field<br />

<p>Role Summary 	The Unit Director for Africa and the Middle East is an experienced manager who can work in a complex and rapidly changing institutional environment to support grant-management processes and systems, monitor signings and disbursements in a performance-based global financial institution, and assure consistency in the Cluster’s administrative system.</p>
<p>As part of a highly collaborative group of three Unit Directors, the Unit Director for Africa and the Middle East will guide the “Country Team Approach” – the basic organizational framework for working across units to provide recipients with grant-management supervision and support &#8211; across the Global Fund’s portfolio.</p>
<p>The Unit Director reports to the Country Programs Cluster Director responsible for providing overall leadership &#038; strategic direction to the Global Fund’s country operations. The Unit Director has four direct reports: the Regional Team Leaders for the West &#038; Central Africa, Southern Africa, East Africa &#038; Indian Ocean and Middle East &#038; North Africa Teams.<br />
Key Responsibilities 	a. Administer an improved Grant Management process<br />
- Develop and ensure effective implementation of grant-management processes, tools, and systems to improve the quality and speed of delivery (together with the two other Country Programs Unit Directors, and colleagues in other Clusters);<br />
- Monitor signing and disbursements: speed, volume, and quality;<br />
- Facilitate the application of the “Country Team Approach” across teams and portfolios.</p>
<p>b. Improve accountability<br />
- Develop accountability framework for Team Leaders and teams, and provide leadership to Team Leaders/teams for their performance and delivery;<br />
- Advise the Country Programs Cluster Director on operational and staffing changes required to best adapt the work of Regional Teams.</p>
<p>c. Improve consistency in the administrative systems used by teams<br />
- Together with the two other Country Programs Unit Directors, ensure the development and enforcement of consistent grant-management standards across the organization;<br />
- Ensure the identification, adaptation and effective application of best practices across teams.</p>
<p>d. Coordinate the Interface between Country Programs and other Clusters<br />
- Proactively engage with other Clusters (in particular Finance, Strategy, Performance and Evaluation and External Relations and Partnerships) to ensure their participation in the “Country Team Approach” to achieve optimum results;<br />
- Ensure that the Cluster is fully represented in corporate-level discussions, and coordinate weekly feedback from, and input into, these discussions.<br />
PERSON SPECIFICATION</p>
<p>Qualifications<br />
	Essential:<br />
 Advanced university degree in a relevant field – notably economics, development finance, business administration, public health, or development.<br />
Experience 	Essential:<br />
 In-depth experience of Global Fund processes, tools and deliverables, as they relate to grant-management;<br />
 Considerable management experience in an international development finance institution, with particular regard to performance based funding;<br />
 Substantial experience in leading culturally diverse and multi-disciplinary teams;<br />
 Solid experience in managing risk, including financial and legal;<br />
 Excellent communication skills.</p>
<p> 15 years of professional experience, particularly in grant-making/program finance operations;<br />
 Experience in international development, including familiarity with global public health issues;<br />
 Understanding of the global health landscape;<br />
 Experience in program management in developing countries.<br />

Excellent knowledge of English and French. Knowledge of Arabic and/or Portuguese a distinct advantage.</p>

The Global Fund<br />
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$19 billion to over 880 programs in 144 countries.</p>
<p>The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. <p>The expectation from the incumbent is to devise end to end business pertinent HR policies / customizations right through the staffing, PMS, Engagement and Introducing career, learning and growth paths for employees but also, to deal with all HR issues efficiently to help achieve the overall business goals.</p>
<p>The candidate should be a strong HR Generalist with a proven record of delivering results. He/she must demonstrate a can do attitude and have the capability to motivate and challenge a team.<br />The position is based in Cameroon.</p>
<p><strong>Responsibilities</strong></p>
<p>* Plan, develop and implement strategy for HR management and development (including recruitment and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, morale and motivation, performance appraisals and quality management issues)</p>
<p>* Establish and maintain appropriate RH systems for measuring necessary aspects of HR development</p>
<p>* Monitor, measure and report on HR issues, opportunities and development plans and achievements within agreed formats and timescales</p>
<p>* Manage and control departmental expenditure within agreed budgets</p>
<p>* Liaise with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements</p>
