			<content:encoded><![CDATA[<p>The West Africa Quality Programme is a programme of the ECOWAS Commission, funded by the European Union and implemented by UNIDO. UNIDO has in Abuja (Nigeria) a Regional Support Unit <br /><a name='more'></a>(RSU) for the Programme. The RSU envisages the recruitment of one international expert in certification. This position is for the duration of one (1) year, with possible extension.</p>
<p>Within the Regional Support Unit (RSU) of the Programme, based in Abuja (Nigeria), the international expert in certification will be in charge of the coordination and the implementation of activities related to the set-up and/or strengthening of national and regional product certification systems as well as to the support to be given to pilot enterprises to achieve systems certification.</p>
<p><span style="color: red;">Duties and responsibilities</span></p>
<p>Under the overall supervision of the project manager of UNIDO at the HQs in Vienna, the International expert in certification will be member of the Regional Support Unit (RSU) of Component 2 of the West Africa Quality Programme for the ECOWAS (non-UEMOA) countries and Mauritania. This team comprises four (4) members and is managed by a Chief Technical Advisor (CTA).</p>
<p>Under the supervision of the CTA, the International expert in certification will be responsible for efficient Programme execution in the area of certification by implementing good project management practices, and bringing his technical knowledge, namely in this area. <p><span style="color: red;">Qualifications/Experience/Skills</span></p>
<p>&nbsp;&nbsp;&nbsp; * Advanced university degree in Science, Engineering, Economics or equivalent.</p>
<p>&nbsp;&nbsp;&nbsp; * At least 10 years experience in the practical implementation of a quality system (ISO 9001, ISO 14001, ISO 22000) within enterprises and of a national product certification system.</p>
<p>&nbsp;&nbsp;&nbsp; * Good experience in organization and project management is an asset.</p>
<p>&nbsp;&nbsp;&nbsp; * Experience in African countries, namely from West Africa, is an asset.</p>
<p><span style="color: red;">Languages</span></p>

			<content:encoded><![CDATA[<p>Under its cooperation Agreement with the African Development Bank for implementation of the Nigeria-Cameroon Highway Project and implementation of the Regional Programme for Roads <br /><a name='more'></a>Infrastructure, the Commission of the Economic Community of West African States, is to recruit one Programme Officer, Road Infrastructure &amp; Road Safety and one Programme Officer Transport Facilitation &amp; Policy to reinforce the capacity of the Transport Division of the Directorate of Transport and Telecommunications.</p>
<p><b>Duties and responsibilities</b><br />■Develop short, medium and long term programme and plans for construction, rehabilitation and maintenance of road infrastructure in ECOWAS region;</p>
<p>■Develop implementation plan for road safety programmes in collaboration with member states;</p>
<p>■Coordinate and monitor implementation of the Nigeria -Cameroon Highway Project and other Regional Road Infrastructure development in the ECOWAS region;</p>
<p>■Produce literature and conduct awareness campaigns on Road Safety;</p>
<p>■Draw up term of reference for studies in road infrastructure and coordinate such studies;</p>
<p>■Organize donors&#8217; meetings in the area of road infrastructure development and follow up outcomes of such meetings;</p>
<p>■Perform other related duties as may be assigned by the director of transport &amp; Telecommunications and the Principal Programme Office, Transport.<br /><b></p>
<p>Qualifications/Experience/Skills</b><br />■A Bachelor&#8217;s Degree in Civil Engineering, Building Engineering, Construction or related fields with at least 10 years post qualification experience in the area of road infrastructure.</p>
<p>■He / She must have worked at senior level of Supervision, Planning and Programming in a Directorate of Highways. Experience in regional or international organization is an added advantage.</p>
<p>■Membership of relevant Professional association is an advantage.</p>
<p>■Ability to write and present articulated reports.</p>
<p>■Ability to work in a multicultural team.</p>
<p>■Good ability to establish and maintain effective relationships with senior government official , donors, international agencies and professional associations in the road transport sector.</p>
<p>■Sound experience in the planning, preparation and coordination of road infrastructure development and road safety programmes.</p>
<p>■Must be computer literate.</p>
<p><b>Age</b></p>
<p>Candidates must not be fifty (50) years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states. <br /><b><br />Languages</b><br />Must be fluent in one of the official languages of ECOWAS: English, French and Portuguese. <p>■Develop action plans to extend the facilitation programme on new regional corridors</p>
<p>■Coordinate implementation of the Action Plan of West African Transport Facilitation Strategy.</p>
<p>■Follow up with donors on the funding of all the component of the programme.</p>
<p>■Sensitize member states on the needs for transport facilitation.</p>
<p>■Develop short, medium &amp; long term plans for the sustainable implementation of the facilitation programme (project preparation &amp; implementation)</p>

<p><b>Qualifications/Experience/Skills</b><br />■A bachelors or Higher Degree in Transport studies Economics, Law or any other degree in social Science or equivalent with specialization in Transport Economics, Policy or Planning.</p>
<p>■10 years relevant experience in transport facilitation or related areas</p>
<p>■He/she must have cognate work experience in policy analysis and formulation in the road transport sector</p>
<p>■Experience in a regional or international organization is an advantage as well as membership in professional associations</p>
<p>■Ability to prepare project proposal for submission to donors</p>
<p>■Ability to prepare Terms of Reference for studies, to be carried and for consultants to be recruited in the area Transport Policy</p>
<p>■Sound experience in the planning, preparation and coordination of programmes.</p>
<p>■Familiarity with Donor Procurement Procedures (ADB, EU, World Bank) will be an added advantage</p>

<div align="justify">The External Relations Directorate establishes appropriate cooperation links at the national, regional and international levels by creating synergies for integrated, coordinated and effective implementation of ECOWAS integration and development programmes.</p>
<p>This mandate revolves around two strategic directions:           
<ul>
<li>Consolidation of sustainable and appropriate links with Member States, particularly through the National Units, the Permanent Representatives in Abuja and the Special Representatives, with a view to mobilizing all human, material and financial resources necessary for the implementation of Community programmes;</li>
<li>Promotion of partnerships and consolidation of synergies with development partners through a forward-looking resource mobilization and utilization policy intended to underpin the implementation of such programmes.</li>

<h3><a href="/">Duties and responsibilities</a></h3>

<li>The incumbent shall work in the Pool Fund under the supervision of the Head of Division of Resource Mobilisation and Coordination;</li>
<li>He/She shall liaise between the ECOWAS Technical Departments/Directorates and development partners under the supervision of the Head of Division of Resource Mobilisation and Coordination;</li>
<li>In specific terms, the Programme Officer shall ensure the timely production of technical and financial documents of projects/programmes (costs, reports, plans, budgets, etc);</li>
<li>He/She shall ensure a regular monitoring of reports; </li>
<li>He/She shall participate in the technical meetings of projects/programmes (identification, negotiations, monitoring/evaluation, procurements, etc);</li>
<li>He/She shall monitor the process of implementation of activities of the pool fund (programming, procurements, disbursements, etc);</li>
<li>He/She shall ensure the proper functioning and regular update of the coordination mechanism with the pool fund partners;</li>
<li>He/She shall assist in the planning and preparation of the programme of activity of the Directorate of External Relations.</li>

<li>Assist the procurement specialist to prepare and publish notices for expressions of interest for consultancy services and specific invitations to tender for works and supplies;</li>
<li>Regularly update the procurement plan and the plan for the selection of consultants in collaboration with project managers;</li>
<li>Participate in preparing the tender document (TD) for the works and supplies and the request for proposals (RP) for consultancy services according to the Banks standard models and receive the necessary approvals for the documents;</li>
<li>Bring Assistance for open and updates the register of contracts;</li>
<li>Monitor with the help of appropriate indices, all contracts entered into under projects;</li>
<li>Establish a database on the performance of suppliers, contractors and consultants and regularly update the database;</li>
