Job Context:
Youth Unemployment Is a growing phenomenon in the Africa region. In Nigeria, youth unemployment is estimated at about 20 – 25% of the population. It is also increasing, especially given the current state of economic challenges. The Federal Government recently created a Ministry of Youth Development and the Ministry along with other stakeholders developed a Youth Development Strategy with an Action Plan. (2009 -2015). A Youth Development Fund has also been created. The Ministry along with Ministry of Labor and Productivity, Ministry of Women Affairs, Ministry of Niger Delta and the National Planning Commission are currently fashioning interventions on youth employment and job creation. Several State Governments, local Governments and Non Government Organizations are also executing pilot youth employment and empowerment schemes across the Country,
The World Bank is geared to assist the Federal and State Government of Nigeria in addressing the challenges of youth unemployment The Country Partnership Strategy (2010- 2013) identifies Youth Employment interventions as one of the initiatives of Government that the World Bank will support in the contribution to improve human capital in the Country and ultimately promoting growth and development. Within the Region, the Social Protection (SP) Unit of the World Bank (AFTSP) provides policy and technical advice as well as financial support to initiatives of Government on provision and protection basic services for the extreme poor In Nigeria the Unit is currently focused on Community-based social services delivery, Safety Nets, Labor and Youth employment. AFTSP is recruiting a local Social Protection Specialist on extended term consultancy basis for two years, based in Abuja, Nigeria. The SP specialist will help strengthen the current SP team to identify youth-related priority areas for support, and work with local counterparts to help formulate specific interventions, accelerate results on the ground especially on the youth employment program.
Duties and Accountability
The Social Protection Specialist will work closely with the World Bank country teams, to provide technical and policy advice and operational guidance to government teams, at both federal and state levels, and consultants on social protection interventions, especially the youth employment initiatives. The SPS will work under the management of the AFTSP Sector Manager and guidance of the APCW2 Country Director. He/she would report to the SP Task Team leader.
Key responsibilities include:
* Help in compiling knowledge of operational activities on the ground, their impact and scalability,
* Providing technical inputs into all aspects of youth employment initiative and operations of the Unit, including developing concept notes, terms of reference for consultancy, project appraisal document, monitoring and evaluation frameworks systems and other documents to be prepared by the Unit
* Supervising and providing guidance for the implementation of consultancy undertaking to produce documentations, framework and system designs for youth employment and other social protection initiatives,
* Supporting capacity building of Federal and State teams and institutions for effective implementation, monitoring and evaluation of the National Youth Development Action Plan and Strategy,
* Working with other development partners and civil society in the Country to develop effective youth employment mechanism in specific and social protection strategy in general
Selection Criteria
The successful candidate will have:
* An advanced degree in social sciences, or related subject area, and at least five years of relevant experience in development work, including design and implementation of targeted poverty reduction interventions, Youth-development work related experience will be an asset.
* Relevant experience in Development Agencies operations, including provision of technical, or operational support for projects or country assistance strategies, in the area of human capital development
* Superior organizational and Logistical skills
* Excellent writing oral and presentation skills
* Behavioral competencies that facilitate dialogue with country partners and country teams, development skills, and ability adapt advice to the local institutional realities.
