Under the direction of the Project Director (PD), the Deputy Director will assist in representing The Carter Center’s project on training and supporting domestic election observers in Sudan. The Deputy Director will assist in designing and managing the Center’s training and support program to domestic election observers, providing key input in areas of long-term observation skills, civic outreach, and/or organizational development of non-profit organizations. In addition, the Deputy Director will implement technical assistance programming to build local organizational capacity in domestic observation, management, logistics, financial administration, and report writing, enabling groups to conduct training sessions and organize election observation activities effectively. This independent contract position is initially assigned for 6 months, with possibility of further extension.

Applicants should have five to seven years of experience in training election observers, conducting election observation, and/or NGO capacity building work, ideally in countries transitioning from war to sustainable peace. Arabic language capacity and/or prior work experience in Sudan is highly desirable. The position requires relocation to Sudan in April 2010, and will involve frequent travel within Sudan. Salary is commensurate with experience.

Candidates should possess strong program management skills, cross-cultural understanding, be highly organized, and able to work under pressure and tight deadlines when necessary. Strong writing and communication skills and competence with computer applications required. A positive attitude and the ability to work effectively in leading a diverse team are essential.

Primary responsibilities will include:

A. Under the direction of the Program Director, recruit and manage national staff trainers-of-trainers as needed to support and enable their implementation of training sessions regarding election observation and best practices, as well as to provide capacity-building training for non-governmental organization (NGO) partners.

B. As required, lead training sessions of domestic election observers providing background on best practices in domestic election observation and instructing participants on key tools of NGO organizational development. Instruct participants regarding the code of conduct for election observation, as well as the logistical and administrative needs of supporting , training, and deploying domestic election observers at different stages of the electoral process.

C. Maintain regular contact with civil society partner organizations.

D. Provide technical assistance that targets strengthening local organizational capacity in areas such as non-profit management, logistics, financial accounting and reporting, narrative reporting, proposal writing, and budget development.

E. Under overall supervision of Project Director, direct and supervise local staff to implement all aspects of the project, working in concert with Atlanta staff and project consultants. Assume the responsibilities of the Project Director in his or her absence.

F. In coordination with the Project Director, engage with key actors including government officials, the national election commission, political party representatives, NGO and civil society leaders, and other groups critical to building non-partisan networks of observers.

G. Assist in the management of field office project funds and expenditures in accordance with budget limitations and donor contract regulations. Assist to arrange banking operations and supervise the field office finance officer.

H. Work with the Project Director, field office finance officer and Atlanta Finance Manager on finances and accounting for all partner organizations receiving sub-grants to ensure that grant management is implemented soundly and that all donor contract regulations are followed with regard to the disbursal, expenditure, tracking, and accounting of grants provided to partner organizations.

I. Draft Carter Center project reports on domestic election observer training project as necessary in consultation with Atlanta program and Public Information staff. Draft project report sections concerning staff deployment during domestic observer training events in the field, with text due within 30 days of the end of events, with appropriate input from Project Director, Atlanta staff, and project consultants.
