Position Title:             Youth Reproductive Health Technical Advisor (YRH –TA)
Location:                    Monrovia, with frequent travels to other counties in Liberia
Reports to:                 Country Representative

POSITION SUMMARY:
The Youth Reproductive Health Technical Advisor, based in Liberia, will provide overall leadership and technical direction for an anticipated US$3.5, 4-year USAID-funded Youth RH Program to improve reproductive health awareness and accessibility to reproductive health services for youth in Liberia. This position is contingent on funding.
RESPONSIBILITIES:
The Technical Advisor will manage the implementation of an anticipated USAID four year, $3.5 million youth reproductive health program. Duties include:
  • Provide technical (clinical and non-clinical) leadership on the provision of family planning services.
  • Train project staff about project interventions and ensure programs adhere to current, internationally accepted health service delivery norms and standards.   
  • Facilitate south-to-south training and technical assistance to improve the capacity, impact and/or cost effectiveness of PSI’s family planning service delivery programs.
  • Coordinate with RH partners and other PSI platforms in the design of FP/RH programs. 
  • Provide technical and managerial oversight for a network of family planning and other reproductive health service providers including clinics, pharmacies and mobile educators;
  • Manage Youth RH staff and distribution of RH commodities in both private and public sectors in targeted counties;
  • Develop and implement marketing and communications campaigns around family planning  and other youth reproductive health issues;
  • Manage external relations with donor, government, NGOs, health clinics, and pharmacies;
  • Mentor and develop local staff capacity in project planning, marketing, budgeting, and fundraising;
  • Aid Youth RH team in providing input and training assistance for national partners;
  • Fund-raise for existing and new activities;
  • Complete financial and other reporting as required by donors and PSI/Washington;
  • Manage/Mentor one of the following Units/Systems Areas: Operations, Procurement and Logistics, Marketing and Sales, Research and Metrics, Finance to support platform capacity building efforts.
QUALIFICATIONS:
A Master’s degree or higher in relevant subject areas, preferably in public health, a clinical discipline and/or population studies is required.
  • Proven record of excellent management, leadership, decision making and interpersonal skills.
  • At least 8 years experience with voluntary family planning and reproductive health projects, particularly service delivery projects targeted for youth.
  • Demonstrated experience building the capacity of in-country platforms and organizations to improve family planning projects.
  • Experience that demonstrates a sound understanding of male and female gender roles and how they are integrated into FP programs is preferred.
  • Two years experience living or working in a developing country is highly desirable.
  • Effective English oral and written communications skills.
  • Familiarity with USAID Reproductive Health programs, policies and practices preferred
  • Familiarity with Youth- and Gender-centered approaches to Sexual and Reproductive Health interventions also preferred.
