Background / General description:
Improving the Investment Climate in Africa is one of three core priorities of the IFC strategy in Sub-Saharan Africa. Investment Climate Advisory Services in Africa are implemented jointly by IFC s Private Enterprise Partnership for Africa (PEP Africa) and the Investment Climate Department of the World Bank Group (CIC). PEP Africa is the Regional Advisory Services facility for IFC in Africa. This joint Investment Climate Advisory Services team in Africa comprises staff based in the hub offices of Nairobi, Dakar and Johannesburg and across the continent, working with a team of product specialists in Washington DC and Istanbul. Some of these staff are mapped to CIC, others to PEP Africa and they work together as a single Investment Climate Team, drawing on the expertise and experience of both units. The team s objective is for Africa to become the world region producing the most investment climate reforms. The programs focus on a range of investment climate reforms, including business registration and licensing, investment promotion, inspection reform, business taxation, trade logistics, regulatory governance and special economic zones. The team s objective is for Africa to become the region achieving the most investment climate reforms on a regular basis. As part of that work, IC Africa advises governments, as well as private sector associations, on how to communicate the reforms proposed and made, to ensure that these reforms are actually implemented and made known to all concerned stakeholders. The Investment Climate Advisory Services are looking to fill a staff position as Regional Communications Officer. He/she will be assigned to a specific geographic zone in Africa and will have two main functions: to oversee the work of IC communications consultants on the ground and to ensure internal and external communications of the World Bank Group s IC work in that region. The staff is expected to work in close collaboration with both IFC and the World Bank s communications networks. He/She will have a dual report to the Regional IC Manager in charge of that specific region and to the Senior Communications Officer in charge of all IC communications in Africa.
Duties and Accountabilities:
The Regional Communications Officer will be expected to: -Help identify with the teams on the ground the specific communications needs of key stakeholders, including government ministries working on reforms, private sector associations, investment promotion agencies, and/or fora for public/private dialogue; to help determine the level/amount of communications support needed, as well as the best positioning for that support (inside the government, inside the IC team, etc). -Help recruit and train all IC communications consultants in the region. -With the IC teams and the IC communications consultants, help draft communications strategies for all entities to which the IC communications consultants are providing support. -Supervise and mentor all IC communications consultants in the region and to oversee their work. -Collect from all IC teams in the region, with the support of IC communications consultants, stories and data showing the developmental impact of IC work. -Support the Senior IC Communications officer in disseminating those stories on all internal and external communications platforms including IFC and World Bank intranets, IC internet, the annual report and the donor annual review. -Create for all IC programs in the region a series of collaterals that can be distributed to all IC stakeholders, internal as well as external, to explain and promote IC work. -Support the Senior IC Communications officer in training IC managers and task team leaders in addressing the media and civil society. -Support the Senior IC Communications officer in identifying potential reputational risks and in creating appropriate communications strategies to diffuse those risks
Selection Criteria:
Advanced degree or its equivalent in communications, journalism, international relations or a related field
Minimum of 10 years of relevant professional communications experience, preferably working in journalism/corporate communications in developing countries
Experience developing and designing communications plans and strategies
Knowledge of key determinants of the business and financial environment in Africa
Established network with key constituents – the media, business community, civil society, government officials
Analytical and research skills – ability to conduct research and contribute to written reports
Strong interpersonal skills and ability to work in a diverse environment, team player
Excellent writing skills/proofing and editing skills
Experience and knowledge of radio, video and print production
Highly proficient in major computer software; including ability to prepare PowerPoint presentations
Previous experience with WBG reform communications an asset
Fluency in English required; Working knowledge of French preferred; Working knowledge of Portuguese a plus
Willingness to travel regionally
