VACANT POSTS: OFFICE OF THE NATIONAL COMMISSIONER: SOUTH AFRICAN POLICE SERVICE

A-C. 1. The posts contained in this circular are vacant and are herewith advertised. The posts will also be advertised externally in The New Age and The Star on 11 July 2012.

2. The generic minimum requirements applicable to the posts, except where it is specified differently, are as follows:

2.1 Minimum requirements:
Applicants must: display competency in the post-specific core functions of the advertised post; have proven appropriate managerial experience; and have an applicable NQF 6 qualification or a higher qualification, unless otherwise specified. Applicants must be fluent in at least two of the official languages, of which one must be English and have a valid light motor vehicle driver’s licence.

3. NATIONAL LEVEL
3.1 ✪Post Title: Office Manager: Office of the National Commissioner: Head Office (At the level of Brigadier) (Post No 12/07/2461) (APPOINTMENT WILL BE MADE IN TERMS OF THE SOUTH AFRICAN POLICE SERVICE ACT)
Level of remuneration: Band A (SMS) = An all inclusive flexible remuneration package of R732 567 per annum is applicable to the post.
ADDITIONAL REQUIREMENTS:
Extensive knowledge and understanding of public service policies and procedures, – Basic knowledge of MS Word, Excel and PowerPoint, – Good verbal and written communication skills, – Financial Management and knowledge of Project Management.
CORE FUNCTIONS:
*Ensure that the Office of the National Commissioner functions effectively, *Undertake policy or line function tasks as required, which include: – execute research, analyse information, compile complex documents/memoranda, scrutinise submissions/report and make notes and recommendations, draft responses for submission to internal and external stakeholders and compile presentations and speeches, *Coordinate external strategic alliances between the office of the National Commissioner and other (internal and external) stakeholders which include: – liaise with stakeholders to ensure integration of programmes, scrutinise documents to determine actions/information/documents required, collect and compile information for discussion, keep record of minutes/resolutions and communicate/disseminate it with relevant role-players, follow-up on progress made, prepare briefing notes as well as other documentation, compile agendas for meetings chaired by the National Commissioner and ensure circulation of accompanying memoranda, coordinate high level meetings including the overseeing of logistics, transport arrangements and taking charge of invitations and RSVP functions, etc and coordinate the performance agreements/assessments and financial disclosure forms of members attached to the office of the National Commissioner, *Provide support within the office of the National Commissioner which include all of the above and also to coordinate parliamentary enquiries, *Manage general support services in the office of the National Commissioner which include: – set up and maintain systems in the office which will ensure efficiency in the office, – establish, implement and maintain effective processes/procedures for information and documents to flow to and from the office, -ensure the safekeeping of all documentation in the office and manage the engagements of the National Commissioner, *Manage and utilise all resources allocated to the immediate environment in accordance with relevant directives and legislation, which include: – the budget needs of the office, – keep record of expenditure commitments, monitor expenditure and alert the National Commissioner of possible over- and under spending, -identify the need to move funds between items and compile submissions for this purpose, -monitor and evaluate the performance of staff in the office (including leave register, telephone accounts, etc), – oversee responses drafted by the Personal Assistant on enquiries received from internal/external stakeholders.

3.2 ✪Post Title: Personal Assistant to the National Commissioner: Head Office (Post No 12/07/2462) (APPOINTMENT WILL BE MADE IN TERMS OF THE PUBLIC SERVICE ACT)
Level of remuneration: Level 7 = R149 742 per annum is applicable to the post.
ADDITIONAL REQUIREMENTS:
Applicant must have a Grade 12 or equivalent NQF 4 certificate. Computer Literacy, interpersonal communication (verbal and written) and organisational skills. Relevant experience in the field of the post. Must be willing to work additional hours.
CORE FUNCTIONS:
*Render administrative support services, *Keep an accurate diary and co-ordinate meetings with the National Commissioner and Senior Officials, *Arrange meetings as instructed by the National Commissioner, *Book accommodation for meetings, *Arrange refreshments at meetings depending on the number of people attending and the length of the meeting, *Handle and dispatch routine correspondence, *Draft documents, reports, letters, memoranda, *Administrate an effective bring forward system, *Make travel and accommodation arrangements within the financial boundaries and prescripts, *Arrange and organise travel allowance and advance, *Organise passport and related documentation for overseas trips. *Submit claims for accommodation and expenditure after trips.

7. PLEASE TAKE NOTE OF THE FOLLOWING:
• Applicants who apply for the post of Office Manager: Office of the National Commissioner must complete the official form reflecting post number: 12/07/2461. All instructions on the application form must be adhered to, failure to do so may result in the rejection of the application.
• Applicants who apply for the post of Personal Assistant to the National Commissioner must complete the official application form reflecting post number: 12/07/2462. All instructions on the application form must be adhered to, failure to do so may result in the rejection of the application.
• A CV must be attached to the application form. The CV must contain full particulars of all boards on which an applicant serves remunerated work outside the public service, career promotions/appointments, career developments, career history, current studies and qualifications.
• Certified copies of an applicant’s ID document, motor vehicle driver’s license, all educational qualifications obtained, academic results and service certificates of previous employers stating the post occupied, must also be submitted and be attached to every application.
• Applications must be received timeously. Late applications will not be accepted or considered.

• Short-listed candidates will be subjected to security clearance, at least up to the level of secret. Short-listed candidates will have to submit two sets of fingerprints as well as a

thoroughly completed Z204 form or prove of existing security clearance, to the secretary of the selection committee.
• Correspondence will be conducted with successful candidates only.
• Short-listed candidates for post number 12/07/2461 will be interviewed on the date and time specified by the relevant selection committee, by means of the Assessment Centre procedure over a period of two days. The successful candidate will have to conclude a contract of employment, enter into a performance agreement and disclose all financial interests on the form prescribed in terms of the South African Police Service Employment Regulations, 2008, as amended.
• Short-listed candidates for post number 12/07/2462 will be interviewed on the date and time specified by the relevant selection committee.
• An appointee will need to complete a QVA2 form, to which all academic qualifications must be attached, for verification.
8. Through the filling of the above-mentioned posts, an applicant whose appointment will promote representivity may receive preference.

9. The South African Police Service is under no obligation to fill a post after the advertisement thereof.

10. Although the posts are advertised, the National Commissioner may withdraw a post from the advertisement, re-advertise the post or fill the post by transferring a person at the same level where this is deemed to be in the interest of service delivery.

11. In accordance with instructions, expenses with regard to travel and accommodation of candidates may be paid by the South African Police Service.

12. The appointment of the successful applicant will come into effect on the first day of the month following the date on which the National Commissioner approved the appointment.
