The Project Coordinator will coordinate regional and support country level processes aimed at fostering stronger partnerships to support capacity building and advance the climate change policy dialogue and processes within the framework of the ECOWAS Environmental Policy and climate change initiatives and engage in the development and implementation of the ECOWAS Sub-regional Strategic Programme on Climate Change.
Duties and Responsibilities
Facilitate the development and implementation of the ECOWAS Sub-regional Strategic Programme on Climate Change;
Engage and facilitate ECOWAS sub-regional and national capacity development programmes and meetings, including Sub-regional Climate Change Steering Committee meetings, prepare session reports with a view to developing a common understanding, approach and position on climate change initiatives;
Coordinate the development of sub-regional and facilitate the development of national adaptation, mitigation, funds mobilization and carbon finance facilities;
Review, take stock and analyze on-going African and other international climate change adaptation/mitigation processes in order to identify opportunities for the ECOWAS sub-region, member states and institutions;
Though the Director, collaborate and liaise with the African Union Advisor on climate change and other Regional Economic Communities in preparation for a Common African Position towards various UN Conferences of Parties, with clear roadmaps and milestones;
Work in collaboration with other relevant Directorates/Departments, Institutions and Centres of ECOWAS to ensure climate mainstreaming, databases development and early warning;
Undertake a Strategic Environmental Assessment of the Sub-regional Strategic programme on Climate Change;
Prepare quarterly and annual progress, monitoring and evaluation reports for review;
Perform any other duties that may be assigned to him/her by the supervisor.
Qualifications/Experience/Skills
Qualifications and Experience:
A Bachelor’s Degree in any of the followings: environmental or climate related sciences, earth related sciences, natural resources management, meteorology, environmental law or environmental economics Minimum of five (5) years of experience in management of climate change related issues;
Previous experience in an international organization would be an advantage;
Possession of a higher degree would reduce the required experience to three (3) years
Candidates, who will demonstrate hands on experience in implementation of the Rio Conventions, international negotiations, profound knowledge of sub-regional institutions working on climate issues, experience in management of regional integration issues, project management will be an added advantage.
Skills and competencies:
The ideal candidate should demonstrate good planning competencies, analytical skills, excellent interpersonal relations, communication and report writing with graphics skills, must demonstrate the ability and aptitude for maintaining good working relations with a diverse group of professionals, as well as proven working knowledge of computer applications particularly in Word, Excel, Power Point, Research and Statistical based data analysis with GIS application.
Age
Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.
Language
Fluency in oral and written expression in any one of the ECOWAS working languages: English, French and Portuguese. Knowledge of a second official language would be an advantage.
