Africa Development Bank Recruits Angola Field Office (AOFO) – Secretary to the Resident Representative

Objectives
The African Development Bank Field Office in Angola (AOFO) has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. AOFO also seeks to assist the operational functions of the Bank Group in launching and follow up of projects and programs in Angola with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration. AOFO invites applications from qualified candidates to fill in the following vacant position. This is a national position and posting will be in Luanda, Angola.

This is a local position and does not attract international terms and conditions.

Duties and responsibilities

Under the general supervision of the Resident Representative, the Secretary will:

Provide general secretarial assistance to the Office and visiting Bank missions,
Provide administrative support to staff and assist in preparation and logistical planning of Team and Office events.
Draft, edit, proofread, format and finalize documents and presentations to ensure quality of documents before signature or approval.
Support office management and prepare minutes of meetings.
Maintain office records and reference files on Bank Group operations.
Provide support to the Administrative and Finance Assistant.
Perform any other office management duties as required.
Selection Criteria

Including desirable skills, knowledge and experience

At least a Bachelor’s degree or its university equivalent in Business Administration or other related field; or Matric Certificate or Advanced Level Certificate plus four (4) years of further study in professional secretarial and office management qualifications.
A minimum of four (4) years’ relevant experience.
A good track record in secretarial and office management.
Ability to organize data and information retrieval systems.
Good filling and organizational skills, with good interpersonal skills.
Ability to communicate and write effectively in Portuguese, English and/or French, with a good knowledge of one of the two latter languages.
Competence in the use of Bank standard software (Word, Excel, Access, and PowerPoint). Knowledge of SAP is desirable.
