Job Description

The Quality, Health, Safety, Security and Environmental (QHSSE) Assistant is responsible for assisting the QHSSE Manager in developing QHSSE programs that meet all relevant statutory requirements, all relevant Fugro QHSSE standards and the Company’s vision and growth initiatives.
The QHSSE Assistant is also responsible to support the QHSSE Manager in leading QHSSE functions and for further integrating the programs throughout the organisation and into the overall culture. The QHSSE Assistant shall report any operation which is considered to be in serious breach of Company policy and/or procedures to the QHSSE Manager.
Roles And Responsibilities

1. Primary Duties and Responsibilities
1.1 QHSSE
· Assist the QHSSE Manager in developing ISO 9001, 14001 OHSAS 18001 programs which meet certification standards and in ensuring that such standards are complied with and maintained.

· Provide supervision and guidance to subordinate QHSSE Staff.

· Attend pre-job planning and other client meetings as may be required.

· Conduct regular QHSSE audits and inspections at project locations and submit reports to the QHSSE Manager.

· Investigate or assist in the arranging for all accidents and near-misses to be investigated, prepare reports on findings, including recommendations to prevent recurrences and coordinate implementation of approved course of action.

· Assist the QHSSE Manager in identifying training needs and regularly updating the QHSSE training matrix.

· Ensure that all project personnel and crew attend relevant training courses and compulsory medical examinations, that they comply with client and company QHSSE training standards and client / statutory medical requirements.

· Provide relevant information for monthly QHSSE reports.

· Conduct QHSSE presentations and training to employees as required.

· Control record keeping on area specific QHSSE audits, reports, certifications, permits, etc.

· Assist work site HSSE professionals and line management in development of work site HSSE and Cause No Harm promotions and campaigns.

· Promote a positive Company image during the course and scope of the performance of these duties.
· Assist in evaluation and selection of subcontractors on the basis of their QHSSE performance.

· Conduct Project Risk Assessments and compile Contractor Packs for major clients.

· Manage the maintenance of company QHSSE statistics, analyse trends and propose remedial action where necessary.

· Perform and assume other duties and responsibilities as may be required by the QHSSE Manager.
1.2 Personnel
a) Ensure all employees and contractors are inducted into the Company QHSSE Management System.

b) Provide internal training to employees, supervisors and managers on QHSSE related issues, as may be required.

c) Approve work reports of subordinate staff and evaluate their performance.
1.3 Administration
a) Maintain the filing of Management System documents in accordance with the relevant procedure.

b) Assist in planning and coordinating external certification audits of Company QHSSE systems and ensure a regular program of internal QHSSE audits is maintained and executed.

c) Assist in preparing required reports to management and analyse statistical QHSSE performance.

d) Assist in providing QHSSE guidance and support for staff preparing proposal, project and tender documents and assist with other Ad Hoc requirements for documentation and questionnaires.

Requirements

Qualifications required:

· Suitable tertiary qualification.

· Formal qualification in Safety discipline or adequate experience in Safety field e.g.

NEBOSH / SAMTRAC Diploma, or equivalent.

· ISO 9000 / ISO 14000 OHSAS 18000 training.

· Recognised Internal / Lead Auditor qualification.

· Risk Management / hazards identification qualification.

· Good knowledge of the MHSA, OHSACT and environmental legislation.

· Conversant with software in use.

· High levels of initiative and ability to work both independently, and to interact and contribute positively with others as part of a team.

· English language and effective written and verbal communication skills.

· A minimum of three years practical experience in QHSSE.

· Knowledge of and ability to use management concepts and principles including goal setting, planning and execution.

· Possess strong knowledge of OHSAS18001, ISO14001 and ISO 9000 standards.

· Strong knowledge of relevant HSSE principles.

· Ability to adhere to Company policies, procedures, guidelines and work requirements.

· Knowledge of regulatory agency, client and subcontractor QHSSE requirements.

· Knowledge of job duties and management of subordinate staff.

· Good knowledge of risks associated with the onshore exploration and geotechnical drilling industry and the ability to recommend safe work practices.

· Ability to prepare and update QHSSE statistical tracking and trending data.

· Ability to carry out incident investigation and root cause analysis.

NB: Residency in South Africa required.
