BBC Media Action

BBC Media Action uses media and communications to reduce poverty and promote human rights in developing countries and fractured states. To achieve this, it partners with civil society, local media and governments to:

  • Produce creative programmes in multi-media formats which inform and engage audiences around key development issues;
  • Strengthen the media sector through building professional capacity and infrastructure.

BBC Media Action promotes development and human rights through three main thematic areas of health, governance and rights, and humanitarian and emergency preparedness.

BBC Media Action in Libya

Since the end of 2011, just months after the fall of the Gaddafi regime, BBC Media Action has been working in Libya to develop programming that will improve Libyans’ access to information, and encourage debate and participation in the country’s transition. The current extensive fighting across the country has meant that BBC Media Action has relocated its operations to Tunis for an interim period.

Job purpose

To provide high quality and effective financial and administrative support to the BBC Media Action’s Libya projects office – temporarily based in Tunis.

Responsibilities

  • Provide a comprehensive range of financial and administrative support to the BBC Media Action team and visiting BBC staff and consultants;
  • Support the Finance Manager in the smooth running of finance operations;
  • Process payments, expenses claims, advances and per diems according to policy;
  • Establish, develop and maintain spreadsheets, databases, management information and evaluation systems;
  • Monitor weekly cash flow needs, dealing with different team members to find out about upcoming payments due;
  • Ensure compliance with all financial reporting and forecasting requirements of donors and others – ensuring the smooth flow of funds from donors;
  • Ensure compliance with applicable law for administrative, tax and HR aspects of the team’ programmes;
  • Support the Finance Manager to compile monthly financial reports detailing income, expenditure and cash and bank reconciliations;
  • Ensure that properties used by project teams are well maintained by coordinating cleaners for apartments where necessary;
  • Maintain an up-to-date list of inventory of assets for office and production facilities and manage filing of all administrative documents;
  • Assist in the administrative procurement of supplies and services from quality vendors and service providers;
  • Handle internal and external enquiries in a professional manner, dealing with these to conclusion where possible or referring them to the team as appropriate;
  • Translate documents between Arabic, French and English according to programme needs as and when required;
  • Undertake ad hoc projects as and when required.

Essential skills and experience

  • Trained accountant with a minimum of two years’ experience of work on accountancy projects;
  • Experience of successful finance administration;
  • Excellent attention to detail;
  • The ability to work independently and proactively, to prioritise workloads, meet deadlines and respond flexibly to rapidly changing priorities;
  • Excellent interpersonal skills;
  • Strong and effective communication skills with people at all levels of the organisation, including ability to explain financial processes and policies to team members and provide information required for the management team;
  • Excellent IT skills with experience of operating computer-based financial management systems.  Competent to advanced level in Microsoft Excel;
  • English and Arabic fluency (with strong written English skills).

Desirable skills and experience

  • Experience of finance administration in the NGO field and international development sector;
  • Experience of working with and reporting to international donors;
  • French fluency.
