2. General context of the project

INTERSOS intends to contribute towards enhancing protection, increasing safety and promoting dignity of conflict-affected returnees’ women, men, girls and boys in Ngala LGA. The overarching objective of the intervention is to contribute towards increasing the overall emergency protection response capacity through:

  • Identification of protection risks and people with specific needs through protection monitoring activities, including house to house visits, Key Informant Interviews, Focus Group Discussions;
  • Provision of return assistance packages (NFIs and wet food rations) and basic assistance for Persons with Specific Needs (PSN).

INTERSOS is already operational in the target areas, providing shelter assistance to IDPs and vulnerable host community in Ngala LGA. Additionally, since 2015, INTERSOS is conducting protection monitoring activities in Mayo-Tsanga, Mayo-Sava and Logone Et-Chary in Cameroun, in partnership with UNHCR, and community services intervention in favor of Nigerian refugees and asylum-seekers in Minawaio refugee camp hosting 62,328 refugees. Through the protection monitoring INTERSOS staff of Cameroun mission is able to monitor a vast area along the border of the two countries including Waza, Fotokol and Kolofata where multiple incidents related to the forces return of Nigerian asylum-seekers into Nigeria have been detected and reported.

Through the presence in both sides of the border INTERSOS personnel have, therefore, developed an excellent understanding of the local dynamics: supporting the same PoC both in Nigeria and in Cameroun represents a solid added value which could help in enhancing the programmatic synergies and communication between the two missions and the teams working at the border, maximizing thus the impact of the operation in favor of the Nigerian asylum-seekers/returnees.

3. Tasks and responsibilities

The incumbent will, under overall supervision of the Head of Mission, be in charge of border protection activities in Ngala LGA, Borno State, Nigeria. He/ she will also:

· Be in charge of project management, including regular monitoring of project outputs, financial plan, procurement plan and INTERSOS internal project appraisal tool

· Ensure, in line with INTERSOS internal rules and regulations, donor regulations and international humanitarian standard (such as SPHERE), management of the project, including appropriate budget management and procurement plan

· Recruit national staffs if applicable

· Be in charge of preparing Final Narrative report

· Perform any other work-related duties if applicable

4. Position requirements

· University Degree

· Prior experience in protection response (highly desirable)

· Strong knowledge and prior experience in working with UNHCR funded project (highly desirable)

· Prior working experience in Nigeria for more than 6 months (desirable)

· Proficiency in English (conversation, reading and writing) is required

Technical competencies:

· Strong knowledge and understanding of protection principles and standards, humanitarian principles (including neutrality, impartiality and Do No Harm), SPHERE standard, International Human Rights Law and International Humanitarian Law

· Proved familiarity with MS Word, Excel, Powerpoint, Outlook, and Skype

Behavioral competencies:

· Flexibility to respond to changing nature of humanitarian context and operational difficulties in the field;

· Ability to cope with stress and work well within multiethnic and multicultural teams

· Willingness to learn and to take responsibility

· Management and leadership skills

· Willingness to accept basic living standard and frequent field missions
