Job Title: State Laboratory Systems Specialist (1 Position)
The objective of the Laboratory Specialist position is to provide technical leadership and management of the project State laboratory program in a manner that strengthens state government ownership and leadership of continuous lab improvements and leads to sustainable HIV/AIDS prevention and control efforts.
Qualification:
The suitable candidate shall posses a post graduate degree in Medical Laboratory Science and at least 5 years technical working experience in an automated HIV/AIDS laboratory and demonstrable capacity to operate a CD4, hematology and chemistry automated equipment.
- She/he will bave program management experience panicularly with relevance to managing laboratory systems at a senior level.
- Experience managing, supervising and coaching laboratory staff is mandatory.
- PEP FAR experience is desirable. Experience in operations research and health system strengthening shall be an added advantage.

Job Title: State HIV Clinical Services Specialist (1 Position)
The objective orthe Clinical Services Specialist position will be to provide leadership to the state progr-am in building a network of clinical HIV services (PITC, PMTCT, enrollment into palliative care/continuum of care, referral to community care services, ART, TB care, foUow¬up of clients on ART and/or TB treatment and PMTCT mother-baby pairs and link them with the community care services.
Qualifications:
- The suitable candidate will have a post-graduate degree in public health, medicine.or other related field with at least 3 years experience working on a PEPFAR-supported ART program.
- Experience building capacity of health workers to provide HIV/AIDS and TB care and treatment is a must.
- The candidate will have demonstrable expertise in managing clients along the continuum of care, PMTCT and linkage with community-based programs.
- Program design and management experience is desirable.
- Practical experience working on pediatric care and treatment programs will be an advantage.
- Experience in operations research and health system strengthening shall be an added advantage.

Qualifications:

MSH Nigeria: Monitoring & Evaluation Specialist

Position: MONITORING AND EVALUATION SPECIALIST (2 Positions)
Location: Kebbi and lmo States

The success of the OVC project depends largely on accurate, complete and timely reporting of achievements to PEPFAR/USAID. Achievement of set targets is of utmost importance to the OVC project. Hence, the objective of the M&E Specialist position is to provide technical leadership in the rollout of OVC M&E plan in the states integrating it with other health and education systems and generating strategic data for program management, reporting and documentation of best practices.
The M&E Specialist is also responsible in spearheading the roll-out of OVC M&E plan in line with PEPFAR and national reporting requirements and he/she is a member of the Zonal Project Management Team that is responsible for overall project performance in each Zones.

Qualifications

• The suitable candidate will have a graduate degree in statistics, demography, epidemiology or related field with focus on monitoring and evaluation and at least 2 years bands-on-experience at a senior position in monitoring and evaluation of UIV/ AIDS and TB programs with very good analytical, presentation, communication and reporting skills.
• Familiarity with USAID and PEPFAR reporting systems is highly desirable, particularly for HCT,PMTCT, ART, Palliative care, and OVC programs,
• The candidate must be familiar with the Nigeria National M&E system and tools with excellent training and networking skills.

Note: There are no relocation allowances available for these positions.

2. Provide research support.

Overall Responsibilities
The Accountant’s primary responsibility is to ensure that the accounts management system is conducted according to all laws and regulations of Uganda, MSH, and USAID regulations, standard operating procedures and good business practices. In addition to his/her role in managing the field office accounting, he/she may assist the Finance Manager in providing administrative and logistics support management to the Project technical team for the successful implementation of Project activities in Uganda. The Accountant helps to facilitate good communication between the Kampala, Uganda office and the MSH/CPM office in Arlington and in Cambridge, Massachusetts.


Specific Responsibilities
1. Assist in the preparation and management of country project budgets and pipeline expenditures. Estimate upcoming cash needs and track accrual expenditures as appropriate. 


2. Prepare routine and ad hoc financial reports to provide managerial information to project managers. 


3. Manage cash flow, including funds transfers from MSH Cambridge, local currency exchange, and petty cash. 


4. Reconcile bank accounts and field advance accounts each month. 


5. Record all financial transactions into an approved MSH Field Expense Accounting System. 


6. Assist the Finance Manager as needed to provide an audit interface between MSH Corporate Accounting, MSH external audit firms and donor auditors. 


7. Apply internal systems for obtaining purchase approvals and use of assets ensuring the adequate application of internal controls. In accordance with the laws and regulations of Uganda, and MSH and USAID regulations, the Accountant processes payables, including approved payments to local vendors, contractors and consultants for goods and services received. 




8. Provide administrative support under the direction of the Finance Manager and/or the designed Contracts Officer for any subcontracts issued by the project. 


9. Prepare country activity travel advances and process travel expense forms (TEFs) and work with country program staff to resolve accounting related issues. 


10. In the absence of a contracted local accounting firm, process local payroll and pension benefits, and maintain current standing with all mandated tax and registrations, including submission of payments and required reports. 


11. Maintain communication with the CPM Finance and Contracts Manager to seek guidance on financial and contractual issues. Facilitate communication between country technical staff and MSH offices in Arlington and elsewhere. 


12. Maintain communication with the MSH Senior Officer for Project Management Services to resolve issues related to the Field Expense Accounting System and standard operating procedures for finance and accounting. 


13. Assist the Finance Manager in maintaining the accounting and budgetary aspects of an effective office country filing system. 


14. Assist the Finance Manager in providing logistic support for booking staff and consultants travel and accommodations and for processing required authorizations. 


15. Provide assistance in organizing technical meetings and workshops. 


16. Perform other duties assigned.


Qualifications
1. Bachelor’s degree or post-secondary qualification in accounting, including related coursework in business management or office administration. 
2. At least three years experience working in an independent accounting or bookkeeping position with advanced bookkeeping responsibilities. 
3. Long-term working resident experience in Uganda required 
4. Fluency in English language including reading, writing and speaking skills, with ability to conduct business in English. Knowledge of Uganda local languages a plus. 
5. Demonstrated advanced computer skills in Microsoft Office Suite applications including Excel, Word, and Outlook with experience in data entry. 
6. Demonstrated skills and ability in paying attention to detail in accounting work. 
7. Excellent interpersonal skills and ability to work in a team. 
8. Ability to work independently, prioritize tasks and to take initiative 
9. Experience with budgetary aspects of organizing workshops, training courses or meetings including the preparation, evaluation, and monitoring of related contracts preferred.

Overall Responsibilities
The Warehousing and Distribution Specialist works closely with other project staff and with local stakeholders to improve warehouse conditions; warehouse information systems; as well as distribution systems of public health medicines and commodities in Uganda. The Specialist supports assessment, capacity building, implementation and evaluation activities aimed at improving warehousing and distribution. She/he ensures that central medical stores and district depots have the adequate capacity to perform effectively. The Specialist ensures that inventory control policies and procedures are also adequately in place, at all levels of the health system. The Specialist works closely with the Government of Uganda to ensure its long term capacity to supervise and monitor warehousing and distribution activities.


Qualifications
1. Master’s degree in business with concentration in logistics or supply chain management preferred
2. Minimum of three years’ experience providing technical assistance in warehousing, distribution, freight/logistics and supply chain management in developing countries; 
3. Knowledge of the pharmaceutical sector; 
4. Full understanding of project management disciplines, including business process mapping. 
5. Demonstrated intermediate computer skills in Microsoft Office Suite applications including Word and Excel. Knowledge of other relevant warehousing and distribution applications. 
6. Demonstrated effective and interpersonal communication skills. 
7. Demonstrated excellent English language skills (both written and oral) with the ability to conduct business in English.

Overall Responsibilities
The M&E/LMIS Coordinator works closely with the LMIS and M&E Specialists at the Project central office and with stakeholders in the public health commodities supply chain at the district and subdistricts levels to monitor the effective flow and evaluation of information. He or she trains LMIS users in the use of appropriate tools as determined by the LMIS specialist to upload and monitor data and in reporting problems. He or she ensures that the staff are using the appropriate indicators as identified by the M&E Specialist in support of project goals. He or she coordinates with the Information Systems Assistants and the IT Specialist to ensure the availability and proper performance of the systems and resources, reports problems, and makes recommendations for improvements, as necessary.


Specific Responsibilities
1. Facilitate the establishment of the automated tools in districts, health subdistricts and facilities making sure that systems are working, and reports problems to the Central Office. 


2. Ensure that facilities and health subdistricts manage data and information and that they regularly submit data reports. 


3. Coordinate data related to the M&E plan and indicators in assigned regions. 


4. Work closely and coordinate with the LMIS and M&E specialists to ensure that the appropriate tools and are consistency and accuracy of information. 


5. Plan, organize and prepare reports and presentations to stakeholders. 




6. Perform other duties as assigned.


Qualifications
1. Bachelor’s degree in health with emphasis in Information Technology; additional experience and training on M&E systems and methods. 
2. Strong familiarity and experience implementing and using logistics management information systems including, HMIS, and systems used by the Government of Uganda and other cuasi-governmental institutions a plus. 
3. Experience in working with large databases and in analyzing data. 
4. Training experience and skills a plus. 
5. Strong organizational and interpersonal skills and ability to work in a team-oriented environment. 
6. Ability to work in a multi cultural environment. 
7. Willingness and ability to travel within an assigned district.
