Location: Niamey, Niger

Salary: £19625 – 25559 net per annum plus globally competitive benefits       (net = take-home pay. Oxfam will meet any tax and social security liabilities of the post holder in addition to the net salary)

Hours: 40 hours per week

Contract type: Fixed Term – 1 year renewable

JOB PURPOSE: To manage and provide proactive, effective and efficient financial management and accounting services to the Oxfam programme in Niger demonstrating best practice, ensuring accountability

REPORTING LINES:

Post holder reports to: Country Director

Staff reporting to this post: Finance, IT & logistic team in Niger.

Dimensions

·       Contributes to targets and strategies within the country and possibly within the Region; influences policies

·       Manages Finance team and/or resources to achieve defined areas of responsibility,

·       Finance Control of a day-to-day operational activity

·       Interpretation and analysis of financial information as well as reports to provide advice to Country Programme Manager and senior managers within the country and when required throughout the organisation.

·       Achieves donor contractual compliance by establishing systems and ensuring full comprehension of contract requirements in relation to financial management among staff.

·       Manages and/or contributes to a specific project.
·       Produces reviewed procedures.
Influences managers to work differently / adopt procedures

Key Responsibilities

Strategic Management

·         Be the lead person in the Niger programme team for all financial and information technology matters. Managing all aspects of finance function in-country in line with corporate and regional standards.

·         Act as the point of reference for all financial planning and reporting in the Niger programme

·         As a key member of the Oxfam GB Niger management team, participate in the development and implementation of the country strategy and operational plans.

·         To provide analysis and advice on operational business plan and ensure the proper interpretation into an accurate, coherent and complete financial plan (i.e. budget).

Financial management

·         Take full responsibility for the annual budgeting process within the parameters and timetable given by the Regional Centre.

·         Management Team with timely financial information required for management decision-making, which includes a monthly budget monitoring report and financial commentary.

·         Ensure the timely preparation of cash top up requests to the Regional Centre to ensure the timely transfers of funds to all project areas.

·         To ensure all corporate and regional procedures (Banking, procurement, cash handling and all office accounting) are implemented and meets organisational standards.
Donor and partner Budget Monitoring and Reporting

·         Coordinate the completion of timely and accurate donor financial reports that comply with donor requirements together with the Programme Managers and Regional Funding Unit and Donor Accountant.

·         To ensure accurate recording and monthly monitoring of Donor Funded project

·         Ensure effective Partner Finance Management assessment and monitoring

·         Where necessary provide capacity-building training on financial management practices.

IT and Logistics Management:

·         To provide overall leadership to the country office IT and logistic function.

·         To ensure effective line management of the IT and logistic Officers .

·         To ensure that management, handling and use of IT equipment and systems meet organisational business rules and standards.

·         Line manage the National Office finance and IT/Log staff and follow-up staff management issues, including setting objectives, performance appraisal and work conditions. As functional manager in finance, assist in the management of the other finance team members.

Skills and Competence

1.      At least five year’s experience in finance, ideally with at least two years working in a supervisory/management position.

2.      Professional accounting qualification from an internationally recognised body.

3.      Computer literacy and proven experience utilising complex computer software systems.

4.      Strong financial planning and analytical skills with the ability and assurance to analyse current needs and make recommendations for changes when necessary.

5.      Ability to develop and produce critical finance management tools to ensure excellent financial services to deliver the programme.

6.      Minimum of two years experience of managing donor relations/schedules and production of donor reports.

7.      Proven knowledge and experience of computerised systems, preferably with accounting packages as well as advanced Excel skills.

8.      Excellent communication skills, and fluency in both verbal and written English (French desirable).

9.      Knowledge of institutional donor requirements, specifically ECHO, DfID, UN partner agreements and OFDA will be advantage.

10. Ability to present information and concepts clearly, both verbally and on paper

11. Ability to lead the finance team and support the leadership of the Country Programme Manager.

12. Capacity to organise work effectively and support the finance team to do so

13. Capacity to take decisions and to support others to take decisions

14. Highly developed inter-personal skills with a strong ability and willingness to train and build skills in others, within Oxfam and local partners.

15. A willingness to work under pressure and travel in potentially insecure environments.

16. Knowledge of West African local laws related to finance will be an advantage.

17. Critical awareness of gender equity principles and commitment and interest to developing these within Oxfam

18. Strong sense of integrity and personal commitment to Oxfam GB’s mission “working with others to find lasting solutions.”

19. Proven knowledge and experience in logistics management
