TITLE: Technical Advisor, Reproductive Health
PROGRAM/OFFICE: R3M (Reducing Maternal Mortality and Morbidity) Project
REPORTS TO: Project Director
Location Accra, Ghana

JOB SUMMARY:
The Technical Advisor supports the Program Director to provide technical leadership and direction to a multi-disciplinary team of health sector professionals in RH Service delivery to develop, implement, monitor and manage a program of technical assistance to counterpart organizations to improve the range and quality of RH services available in the public sectors in Ghana. The Technical Advisor supports the Program Director in providing critical program and financial management oversight to ensure the effective, timely and transparent planning, implementation, and monitoring of all activities toward achieving program objectives and results. He/she directly supervises the program officers.
Responsibilities:
 Under the guidance of the Program Director, direct and coordinate the provision of technical assistance for improving the quality and availability of FP/RH services.
 Support the Program Director to provide program management oversight for all project activities.
 Provide technical leadership and expertise in the area of RH, including FP, CAC, PAC, STIs and HIV/AIDS, and directly provide or coordinate the provision of technical assistance in these areas, including for the review and updating of technical guidelines and training curricula, and for assisting service delivery sites to meet standards and adopt best practices.
 Provide technical assistance to counterpart organizations to strengthen RH services.
 Work with the Program Director and Senior Managers to identify, adapt, synthesize, disseminate and integrate lessons learned and best practices in improving the quality of RH services.
 Represent the project in relevant technical and coordination meetings.
 Ability to travel 30% of time
Qualifications:
 Medical degree with public health training and/or expertise in RH service delivery.
 At least seven years work experience
 Significant experience in public and private sector health service quality improvement and systems strengthening.
 Demonstrated technical expertise in several of the following areas: family planning, reproductive health, and maternal and child health, including post abortion care, STI.
 Demonstrated ability to lead and work collegially with other technical staff, experts, and with counterparts from the public, private and NGO sectors.
 Exceptional skills in interpersonal communication, teamwork, partnering, leadership and consensus-building.
 Excellent written and spoken English.
 Good computer skills (Microsoft word, spread sheets, Power Point etc.)
