Job Description
WASH ADVISOR
LOCATION: Niamey, Niger with regular field travel
LEVEL: C2 National plus
SALARY: From £20,018 to £26,837 + Attractive benefits
Fixed term 12 Months

OXFAM PURPOSE: To work with others to overcome poverty and suffering
TEAM PURPOSE: To provide appropriate technical support to Oxfam development and humanitarian programmes centered upon water resource management and public health (WASH).
JOB PURPOSE: To ensure technical quality, strategic direction, robust monitoring and innovation within programmes

BUDGET RESPONSIBILITY: Some
Dimensions
· Supports all WASH including IWRM technical aspects of Oxfam’s field programmes in Niger.
· Provides professional strategic and technical advice to senior managers on areas of work covered in their remit.
· Influences the development of strategy, ensures programme evolution and supports operational implementation – working with regional WASH advisor and IWRM Advisor.
· Line management and mentoring of national staff.
· Manage budgets.
· Usage of Oxfam management systems including OPAL and HELIOS.
· Provides capacity building and institutional support for local partner agencies and community development committees.
· Develops solutions to diverse and complex problems within organisational policy.
· Contributes to and influences proposal development and operational planning.
· Influences managers, staff and volunteers in Oxfam Niger and develop effective networks with external bodies including local authorities.
· Leads on humanitarian capacity building and response, in coordination with other Oxfam affiliates.
· Ensures a close reporting link with regional technical advisors and support programme managers on reporting requirements
Key Responsibilities
Quality control
· Work with Oxfam regional WASH advisor and IWRM advisor to ensure all programmes are contextually appropriate and achieving a high level of programme quality.
· Ensuring OGB and partners are engaging with communities and applying local level solutions, based upon participatory action research.
· Ensure Niger programmes have appropriate MEL framework that take WASH indicators into account.
Advising
· Develop a meaningful working relationship with regional WASH advisor and IWRM advisor.
· Assisting in providing technical advice and strategic analysis to the CD and Programme Managers.
· Providing a source of technical advice to field offices.Provide additional technical support in emergency responses where needed
Accountability and advocacy
· Work with community groups to increase accountability and transparency about Oxfam programmes – providing information and receiving feedback and improving our programmes as a result
· Feeding into protection and conflict sensitivity issues (predominantly linked to nomadic pastoralism and agro – pastoralism
Working with Other agencies and local authorities
· Ability to work with local partners, regulating water authorities and other agencies – notably WaterAid and UNICEF partners.
· Influence local authorities so that they engage in local level IWRM planning at community level. Support communities to develop operating principles for collective action.
Monitoring
· Ensuring robust monitoring and evaluation on field programmes with follow up action planning. Ability to download and collect hydrological data using groundwater levelogging devices – sharing data with WaterAid’s Regional learning Centre (RLC).
Programme approach:
· Ensure that wherever possible an empowering approach to working with communities is employed rather than an approach, which relies solely on message based methodologies. Apply action research methodologies at field level.
· Ensure that all members of the community, women, men and children are involved in all aspects of the programme implementation.
Skills and Competence
1. Proven Experience in water and sanitation engineering with a strong practical experience in a developing country (emergency or development).
2. Knowledge and experience of both Integrated Water Resources Management and Community Based Water Resources Management.
3. Experience of groundwater development, construction of boreholes and borehole testing and development.
4. Experience of engaging in renewable energy projects, including solar pumping systems.
5. Experience of procuring and installing solar pumping systems.
6. Experience and ability to working in remote, insecure environments – alongside partner organisations.
7. Ability to write and present orally to a high standard in both English and French.
8. Experience of working with local partners and communities – providing training and support.
9. Substantial experience of undertaking applied action research at field level, engaging with communities to ensure appropriate local level solutions are applied.
10. Willingness to work in remote, rural field projects.
11. Have ability and experience of conflict sensitive programming in arid, resource scarce environments.
12. Ability to link public health and food security programmes, recognising that community water usage is multipurpose.
13. Willingness and ability to integrate WASH concepts into water security plans, including hygiene promotion.
14. To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes/protocols (e.g. Sphere Minimum Standards and Interaction Field Co-operation Protocol).
15. Sympathy with the aims and objectives of Oxfam.
16. Commitment to humanitarian principles and action.
17. Ability to engage with representatives of local authorities to strengthen local IWRM initiatives
18. Experience and knowledge of budgeting and budget monitoring.
19. Ability to produce written reports to a good standard in both English and French
