The QED Group, LLC. The QED Group, LLC has been awarded a five-year multi-
million dollar contract with the Centers for Disease Control and Prevention (CDC). Through this International Technical, Operational, and Professional Support Services (ITOPSS) contract award, QED will provide support and professional services, tasks, studies and projects to be performed for the CDC in countries worldwide.
Title: Resident Laboratory Advisor (FELTP)

Location: Luanda, Angola Period of Performance: August 1, 2012 – January 31, 2013 Closing Date: July 8, 2012
The Resident Laboratory Advisor will serve as the Laboratory Resident Advisor and as a technical advisor in all laboratory aspects of the Field Epidemiology Laboratory Training Program (FELTP) implementation, especially in the areas related to training public health laboratorians, laboratory management, operations, policy, quality control and assurance, and support for communicable and non-communicable disease surveillance. Role also provides technical assistance and conducts in-service training programs for laboratory specialists, and assists with putting into practice, policies, regulations, and laboratory procedures.
Duties and Responsibilities:
• Assists in recruitment and selection of FELTP trainees and field supervisors
• Coordinates the teaching of FELTP residents
• Liaises w/ other administrative staff, academic colleagues and FELTP residents.
• Liaises w/ partner institutions, external institutions and agencies, government departments in regard to field placement of the FELTP residents.
• Prepares the timetable and field rotation schedules for lab residents; ensures that the field placements and rotations are executed timely
• Develops, prepares and carries out periodic FELTP evaluations and progress reports of resident’s core activities of learning and competency development
• Coordinates examinations and assessment processes of lab residents; ensures completion of student evaluations
• Assists in the selection and training of field supervisors
• Carries out on-site field supervision; monitors and evaluates activities at each field site
• Works with trainees and supervisory staff to assist in the review of protocols, reports, design of manuscripts, and presentations prepared by residents
• Assists in developing grant proposals for continued financial support of the program
• Coordinate all activities with the CDC Angola Senior Laboratory Advisor
Additionally the Lab Resident Advisor will develop and maintain professional relationships with international, national, and local laboratory policy makers, universities and schools of public health, and key personnel in appropriate clinical and laboratory organizations.
As a recognized expert in laboratory science and technology, provides scientific advice and consultation in devising solutions to critical problems by developing approaches consistent with current best practices.
Assists in the coordination and collaboration with government and public health officials to identify and develop the infrastructure and other resources necessary to support the national laboratory system at all levels.
Minimum Qualifications and/or Certifications:
• Two years postgraduate qualification in Public Health if a medical graduate
• Two years international work experience (at least one year with an international agency, such as WHO, UNICEF, or CDC).
• Excellent communication skills in Portuguese (Level IV proficiency) and English (Level III proficiency).
• One year experience in train-the-trainer programs
• Ability to conduct training activities in an international environment
• Ability to work creatively in a team environment and develop strong working relations with CDC Angola partners and CDC Atlanta, demonstrated by at least two years related work experience.
