Inter Aide Job Vacancy for Agricultural Programme Manager(M/F) – Sierra Leone(Fresh Graduates)

The main objective of the agricultural programme carried out since 2007 is to improve the food security in the Makeni zone (south of the Bombali district) via the increase and diversification of the agricultural programme.

MISSIONS OF THE PROGRAMME MANAGER (M/F)

The responsibilities of the Programme manager (M/F) are as follows:

The training and supervision of local competence :

  • Training/supervision of a Sierra Leone counterpart in the capacity of project assistant
  • Supervision and management of technical, administrative and a 12-member approximate logistic team
  • Training and continuous evaluation of the team
  • Supervision of Junior Programme Manager posted at Kamakwie
  • Guarantor of respect of IA internal regulations and of the organisation international security rules

Follow up and programme implementation

  • Design and implementation of large-scale distribution mechanisms for activities with proven pertinence: agricultural techniques (yam multiplication, chilli control, preparation of garden centres and rice transplanting, simple system of palm oil extraction), organisation modes (conservation and storing of seeds), promotion of improved varieties (yam, rice…)
  • Organisation of experience exchanges between peasants and the emergence of a network of referent peasants for certain crops
  • Continuation of experimentation on certain innovating practices (agroforestry, market gardening and, in particular, assistance for the emergence of a local onion channel, improvement of rice-growing techniques and the arrangements of shallow rice plantations)
  • In collaboration with the headquarters team, strategic reflexion on the possibilities of improvement and new experimentation
  • Continuous follow-up/evaluation of activities and results, as well as the impact of these actions (collection and analysis of corresponding indicators), participation in the evolution of the methodology and activities
  • Experience capitalisation in collaboration with headquarters team (Area managers and agricultural capitalisation manager)
  • Supervision of potential training courses and studies

The structuring of local actors

  • Identification, training and networking of specific bridging-agents (peasants, pairs, peasant groups, institutional and private actors), concerning in particular access to market gardening seeds, agroforestry, yam
  • For targeted activities, assistance to organisation of peasants in groups who will benefit from specific training
  • Reinforcement of organisations of producers thanks to the organisation of structuring activities (provision of inputs, technical support, collective launch on the market, etc.)
  • Collaboration development with the Ministry of Agriculture, district authorities, the private sector etc.

Financial control and programme representation

  • Responsible for logistic and administrative project control (programming, purchasing procedures, accounting documents, organisation and stock control, car fleet, accommodation)
  • Programme operational and financial reporting with headquarters in France
  • Development and partnership reinforcement with the local authorities concerned (reports and meetings)
  • Programme representation with financial partners and with other partners working on the same theme
  • Elaboration of capitalisation documents on developed activities

PROFILE

  • Agricultural engineer or equivalent, with competence in agricultural counsel and/or assistance to peasant organisations
  • 2-year minimum professional experience, partly in a developing country
  • Experience in project management compulsory
  • Knowledge of organisation and training techniques
  • Taste for field work, tenacity and autonomy
  • Rigour, good sense of organisation, supervision capacity, analysis ability
  • Great relational skill : calm, diplomacy, self-control, respect for values and cultural differences
  • Ability to carry out negociations, accept compromises, control work frustration
  • Show pragmatism, dynamism and aptitude to bear an important work volume
  • Current English compulsory (including good writing ability in English)
  • Driving licence (motor-cycle driving a bonus)

STATUS AND CONDITIONS

  • 6-month Voluntary contract, then salaried long term contract
  • 1144€ net/month + 13th month + field allowance
  • Complete social security + repatriation insurance + 1 Flight Return trip each year
  • Possibility of departure as a couple with voluntary implication of partner in programme
