International Federation of Red Cross And Red Crescent Societies Vacancies for IFRC Head of Country Cluster, West Coast

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency; coordination and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programs and Operations; and (iii) Management. The Secretariat has five regional office, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).

As part of the Africa Region, the West Coast Cluster will facilitate sub-regional cooperation through relevant countries in the West Coast and provide direct support to Nigeria, Benin, Togo, Ghana, and Ivory Coast. The Office may also host technical resources which can be available for the sub-region and beyond. The cluster office will promote country centered longer term programming , provide a platform for sub-regional cooperation and learning, provide technical support in the country lacking the technical capacities, and manage the performance of the secretariat staff in the countries in its responsibility

We are seeking to fill the vacant position of Head of Country Cluster (West Coast)

The Head of Country Cluster (West Coast) is the senior secretariat representative and business manager for the countries covered by the office, with clear management authority and responsibility. Under the guidance and leadership of the Regional Director, s/he is accountable for developing the secretariat’s support strategy for the NSs in those countries covering the key tasks set out below and as updated from time to time. The Head of Cluster will represent the IFRC and its members in relevant countries and lead Federation support to the corresponding National Societies. This requires an active diplomatic presence, a focus on National Society (NS) internal development and leadership to ensure coordination among Movement and non-Movement partners to support programs and grow the secretariat and NS resource base. Partnership development includes support to NS in optimising its auxiliary role to the government, identifying and cultivating new domestic and international relationships and being an assertive and active advocate for each NS and the Movement in general.

The Head of Country Cluster (West Coast)’s scope of responsibilities will cover:

Strengthening National Societies (NS) to deliver services and to advocate on behalf of vulnerable people; Coordination, cooperation, and creation of strategic partnerships; Provision of support to global IFRC initiatives; Development of effective humanitarian diplomacy in the sub-region; Facilitating appropriate response to disasters; Finance and Risk Management and Security management
