Monitoring and Evaluation Expert (Hausa Speaking) at Crown Agents

What you’ll be working on:

EU funded support for Response, Recovery and Resilience in Borno State which aims to build the resilience of conflict-affected people and public sector institutions by providing project management support to the EU Delegation in Abuja, technical advice and support to Borno State Government institutions, and participating in state-level coordination with humanitarian and development partners and State and Federal authorities.

This role is subject to a successful bid

If successful, the role, which will be based in Maiduguri, Borno State, Nigeria, will commence in July 2018 and last for a period of 36 months. There will be a minimum of 310 working days in this period.

What you will be responsible for:

You will be part of a Technical Assistance Team (TAT) working closely with a Team Leader and other technical experts.

The objectives of the Technical Assistance Team will be:

  • To provide project management support to the EU Delegation in Abuja ensuring a coordinated and efficient implementation, monitoring and evaluation of EU funded actions in Borno State;
  • To provide overall technical advice and support to Borno State Government, in particular the Borno State Ministry of Reconstruction Rehabilitation and Resettlement (Triple R Ministry), contributing to a better coordinated, targeted, managed and monitored response to the crisis.
  • To participate in local coordination with humanitarian and development partners and State and Federal authorities and to liaise with all actors directly or indirectly involved in EU funded actions in Borno State, including EU Trust Fund actions.

To achieve this, you as a Monitoring and Evaluation Expert will need the following qualifications and experience:

Qualification and skills

The candidate is required, at a minimum, to have a university degree or equivalent qualification relevant to the scope of work of this contract; certified training in monitoring and evaluation is an advantage. Demonstrated experience in the use of Microsoft Office Suite or comparable software for word processing, spread sheet, presentation tools. Demonstrated experience in the use of the Internet, Microsoft Office Suite or comparable software for word processing, spread sheet, presentation tools, etc Demonstrated experience with data processing software such as SPSS (Statistical Package for the Social Scientists) would be a distinct advantage.

General professional experience

At least 3 years’ experience in humanitarian-development issues. Demonstrated knowledge of monitoring and application of methodology; capacity assessment methodologies; excellent ability to identify significant capacity building opportunities. Demonstrated experience in analysing data and the use of statistical software in such analyses is required. Demonstrated evidence of ability to affect staff behavioural/ attitudinal change is an advantage. Demonstrated experience in the Hausa-speaking Northern Nigeria would be an advantage.Demonstrated experience in designing tools and strategies for data collection, analysis and production of reports is an advantage. *Demonstrated experience in training and facilitation skills are preferred.

Specific professional experience

Three years practical knowledge of monitoring and evaluation (M&E). Demonstrated experience in managing implementation of M&E systems. At least three years of experience in the implementation of M&E/MIS (Management Information Systems) in development projects implemented by national/international organisations/Government. A minimum of three years’ relevant work experience in an English-speaking environment in the last ten years is required if English is not the mother tongue. *Fluency (speak, read) in Hausa is required, while fluency in Kanuri would be considered an advantage.
