Norwegian Refugee Council in Uganda Vacancy for for WASH Programme Development Manager

Norwegian Refugee Council (NRC) has been implementing projects for internally displaced persons and refugees in Northern Uganda, West Nile and South West since 1997. We are seeking to recruit an experienced and qualified WASH Programme Development Manager for the country operation. The purpose of the position is to oversee and implement NRC’s WASH core competency in country and covering all locations. The position is based in the main area office in West Nile with frequent travels to all field locations within the area as well to other areas (currently Kampala and South West).

Job description

• Develop/Review WASH strategy, technical SOPs / guidelines and Macro LFAs
• Responsible to develop and manage funding proposals (including multi-sectoral proposals), project budgets and donor reports
• Overall management of project staff
• Coordinate and manage WASH project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
• Ensure capacity building of project staff (including training) and transfer key skills
• Liaison and collaboration with relevant local and national authorities and stakeholders and represent NRC in relevant forums/working groups
• Promote the rights of refugees in line with the advocacy strategy
• Collaborate with other core competencies to ensure synergies and multi-sector responses
• Participate in sector coordination mechanisms and the development/review of a WASH sector strategy at field and national level
• Overall accountable for quality assurance of NRC GORS WASH data of Uganda
• Overall accountable for monitoring and oversight of technical quality of WASH projects and maintain transparency of implementation

Qualifications

• Minimum first level university / bachelors degree in engineering, or related field.
• Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
• Experience from working in complex and volatile contexts
• Technical WASH expertise from rural and urban contexts, including experience with motorized water supply systems
• Knowledge of the context in Uganda, South Sudan and DR Congo is an advantage
• Strong coordination experience
• Strong experience in community driven WASH programming
• Experience from environmental protection in WASH programming
• Experience from WASH in schools
• Strong communication/donor relation experience
