ActionAid (AA) Nigeria is seeking the services of a security and gender expert to domesticate the UN Resolution 1325 in Nasarawa State towards the development of a “State Action Plan (SAP) for the security of Women and Children in Nasarawa.”This is part of the policy work on the “System and Structure Strengthening Approach against Radicalisation to Violent Extremism (SARVE II) Project in Kogi and Nasarawa State Phase II.

1. Project Overview:  Goal(s) and Outcome(s)

AA Nigeria as part of efforts towards supporting communities to build resilience against violent extremism is in partnership with other relevant stakeholders to tackle radicalization and violent extremism in Nigeria but with a specific focus on Kogi and Nasarawa States, through the “System and Structure Strengthening Approach against Radicalization to Violent Extremism (SARVE II) Phase II Project. 

SARVE II aims to see Community resilience against Violent Extremism strengthened in Kogi and Nasarawa States with the target of seeing decreased vulnerability of at -risk young men and women, ensuring community systems and structures to address violent extremism are strengthened and an improved enabling environment for Preventing Violent Extremism exists.

As part of system strengthening towards creating enabling environment for the prevention of violent extremism in Nasarawa State, AAN is required to support the domestication of UN resolution 1325 in Nasarawa State for the security and peace of women and children.

2. Audience

Target audience/s

The target audience for the SAP document are policy makers and implementers (majorly the Ministry of Women Affairs and Child Development, Nasarawa State), change agents, community members – women, general public in Nasarawa State and the media. The document should help the audience;

Understand the steps towards the security of women and children and its direct effect in the prevention of Violent Extremism and radicalisation in Nasarawa.

Believe that women can contributes to changing attitudes towards radicalisation to violent extremism, with enhanced knowledge on signs and negatives consequences of VE.

Do compel the audience to act by sharing the content as a best practice and inspire donors to want to support ActionAid further.

4. Experience:

Experienced in security and gender work in the development sector with close connection to the UN Resolution 1325.  

5. Payment:

The consultant shall be paid in line with negotiated amount. ActionAid is under Nigerian tax laws obliged to deduct 5% withholding tax on the payment and transmit same to the tax authorities in favour of the consultant.

6. Reporting Lines

The selected consultant shall submit all documentation and resources developed to the Programme Manager, Humanitarian & Resilience Unit of AAN.

7. Submission of expression of interest

The selected Writer will sign a contract with AAN and is responsible for acquiring other relevant tools needed for the task.
