JOB DESCRIPTION
Position:         Capacity Building Technical Advisors

This position requires dual reporting lines. While the successful candidate reports to the State Programme Manager on the day to day basis, S/he also has technical line of reporting to the ActionAid Project Lead on ENR

Overall purpose

Capacity Building Technical Advisors will work with the rest of the ENR Team at the state level in building the capacity of Civil Society Organizations that will be selected through a participatory process.  They will provide technical assistance to SACA, LACA on prevention as well as Capacity building across the project in delivering Prevention strategies. Specific responsibilities include:

Specific Responsibilities
•    Providing technical assistance and mentoring to SACA, LACA and CSO partners’
key staff, to become more effective in capacity development through training,
individual consultations and coaching initiatives;
•    Supporting the implementation of the comprehensive national HIV & AIDS response programming with bias on prevention by developing a menu of tools and follow-up activities appropriate for the States, LGAs and CSO partners;
•    Training state level staff in the four main functions of capacity development:
assessment, methods, materials, and measurement across identified relevant content areas;
•    Assisting SACA, LACAs and CSO Partners in ensuring effective and high quality
programming by following Technical Assistance (TA) standards; and,
•    Assisting SACAs in the production and monitoring of the State Capacity
Development work plans.

Reporting and Accountability
•    Submit to line manager timely informative reports, indicating performance in processes planned for the month and progress towards outputs and objectives of the ENR programme.
•    Submit situational and any other non-routine reports when necessary or when asked to.
•    Participate in programmed meetings of the AAN ENR Team, sharing experiences from the field, bringing up issues of general programme nature for collective decision making.
•    Identify and recommend opportunities for collaboration and other forms of engagement by AAN outside the ambit of ENR.

Others
•    Represent AAN including the Right to Health (R2H) Theme and ensure the maintenance of optimum relations at all levels with relevant agencies and Civil Society Organisations in the state.
•    Actively take part in the overall policy, programme, procedure and strategy development of AAN in general.

JOB DESCRIPTION
Position:         Finance Officer
Responsible to:    Project Accountant

Location:    Enugu
Grade:             6
Overall Purpose
The post holder will be contributing to maintaining adequate financial integrity in supporting quality and timely
data input for generation of financial reports, review and analyze accounting ledgers. Contribute to strengthening the internal control and accounting systems of AAN and partner organizations.

This will require flexibility, creativity, innovative and initiative ideas to enhance efficiency while staying within both the financial and legal framework.

Specific Responsibilities

•    Support the Project Accountant especially relating to the relevant region in the financial planning processes of the long term (three year planning) and short term (annual budgeting) plans that feed into the National HSS Programme Plans.
•    Preparation of bank and cash payment vouchers
•    Issuance and disbursement of cheques upon approval by authorized personnel
•    Maintenance of petty cash account
•    Passing of journal entries as may be required
•    Preparation of statutory deduction schedules
•    Preparation of accounting schedules
•    Documentation and maintenance of accounting records including paid vouchers and supporting document.
•    Any other duties as assigned by the Head of Finance.

Persons Specification
Attributes/Skills    Essential    Desirable
Education/Qualifications    •    Bachelor/HND in Accounting/Finance    •    ICAN PE I certified
Experience    •    At least five (5) years post NYSC experience, three (3) of which should have been spent in a finance position.
•    Experience in implementing financial control systems    Development sector  experience as a finance person
Skills/Abilities    •    Sound Practical Knowledge of any accounting software and Spreadsheets
•    Ability to work well with or without supervision    •    Knowledge of the SUN Software is an added advantage
•    Ability to work under pressure
•    Ability to interface effectively with other members of staff and solve problems using own initiative
Personal Qualities    •    Excellent interpersonal and communications skills
•    Accuracy and attention to details
•    High integrity    •    Ability to work longs hours efficiently and effectively
