 Position Responsibilities:

The Director, Health Policy and Systems Management will lead FHI’s negotiations and constructive dialogue with GoN, IPs, CSOs and other health stakeholders and provide contextualized advice to senior management. Responsibilities include: Coordinate inputs/technical assistance; Lead the development of FHI Nigeria’s health systems strengthening strategy and work plans; Coordinate planning and work on the links between health system and health program; Coordinate the implementation of current health systems grant; Coordinate the workload analysis project; Collaborate with the MOH and other partners to develop innovative technical strategies to strengthen health systems at the LGA level; Provide inputs to improve FHI’s decentralization and service integration projects; Develop effective marketing strategies for FHI’s health systems and sustainability work; Identify new funding opportunities and lead proposal development processes;  Provide within FHI information and capacity development for senior decision makers in the design and implementation of evidence based health systems policies and practices related to their technical programs and units.

Minimum Requirements:

BS/BA in public health or related field, and 11-13 years relevant experience in international development programs with 5-7 years supervisory experience; or MS/MA/MPH in public health or related field, and 9 – 11 years relevant experience in international development programs, with 5-7 years supervisory experience; or PhD, MD or equivalent degree with 7 – 9 years relevant experience in HIV/AIDS or family planning with international development programs and 5-7 years of supervisory experience. zonal monitoring evaluation officer.

Job responsibilities:
work with other members of staff to ensure that zonal monitoring and evaluation activities are appropriate and meet donor and project m&e needs.
provide m&e support to sites in the zone, including interacting with program managers, m&e focal persons, m&e officers of saca/sascp, local research groups and implementing agencies on their m&e needs and ensuring that they understand and can support program requirements.
Support the implementation and use of monitoring and evaluation tools, including adherence to correct and timely reporting guidelines.
Conduct routine monitoring visits to project sites, including the conduct of data quality assessment (sqas) using official tools.
Assist in the preparation of monthly reports and provide supportive supervision.
Assure quality of program/project activities by ensuring adherence to sops and supporting the development and implementation of appropriate mechanisms.

Minimum requirements:
bs/ba, mph, md or similar degree on monitoring and evaluation, medicine, pharmacy or related field with 3-5 years experience in monitoring and evaluation of reproductive health or hiv/aids programs in developing countries.
experience in working with locals partners, including ngos and cbos and knowledge of the local context.
excellent computer skills with specifically in spreadsheet and other database.
knowledge and experience in implementing project level or state/national level monitoring and evaluation system.
familiarity with usaid programs is preferred.
working knowledge and/or training in the use of lafiya management information system (lamis) will be an advantage.

Senior program officer:
job responsibilities:
coordinate fhi/nigeria activities within usaid and pepfar guidelines and regulations.
assist in strengthening a system of reporting on program progress against stated objectives and monitoring and evaluating framework.
assist in associate director for program management and zonal manager in developing program strategies, subproject documents, work plans, and budgets.
provide programmatic assistance to local fhi partners in hiv/aids/sti activities.
oversee technical capacity building activities at the state and local government levels and for local implementing agencies.

Minimum requirements.
bs/ba in public health pr related field with 7-9 years relevant experience or ms/ma in public health or related field with 5-7 years relevant experience in hiv/aids programming.
experience working with ngos and cbos.
strong knowledge of health programs in developing countries.
sensitivity to cultural differences and understanding of the political and ethical issues surrounding hiv infection.
ability to work well with others and develop and maintain good working relationship with staff and all fhi partners.
