UNDP Nigeria: Programme Analyst (HIV/Aids) – Abuja, NIGERIA
UNDP has developed a Programme support document, which articulates how UNDP will contribute to the national response to the HIV/AIDS pandemic. UNDP helps put HIV/AIDS at the centre of national development and poverty reduction strategies; build national capacity to mobilize all levels of
government and civil society for a coordinated and effective response to the epidemic; and protect the rights of people living with AIDS, women, and vulnerable populations. The programme focuses on achieving two key outcomes; Institutional capacity to built to plan, implement and manage multi-sectoral strategies at both national and sub-national levels to limit the spread of HIV/AIDS and mitigate its social and economic impact on poor people and women;
Specifically UNDP focuses on four practice areas; these are (1) HIV/AIDS and Human Development, (2) Governance of HIV/AIDS Response, (3) HIV/AIDS, Human Rights and Gender and (4) Capacity Development.
The support provided by UNDP to the national response on HIV/AIDS is implemented in significant programme partnership with the Government of Nigeria through the National Action Committee on AIDS (NACA) and States Action Committees on AIDS (SACAs) and has provided major input to several activities. Partnership with other sister Agencies has also been key to UNDP’s approach to the response on HIV/AIDS in Nigeria.
The Programme Analyst will work under the guidance and direct supervision of the HIV & AIDS unit Programmes. S/he will provide quality advisory and analytical services to the unit and office in areas relating to HIV/AIDS and Gender. The Analyst will work with others to achieve measurable programme results. S/he should bring to the CO international expertise and knowledge of best practices.
Duties and Responsibilities
Summary of key functions:
Ensures implementation of programme strategies and contribute to management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme.

Building of strategic partnerships and contribution to resource mobilization
1. Ensures implementation of programme strategies and contribute to management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme focusing on achieving the following results:
Contribute to the formulation, execution, monitoring and evaluation of UNDPs HIV and AIDS multi-sectoral and gender mainstreaming programmes and projects to ensure consistency with the national development and UNDP corporate priorities and outcomes. Coordination of programme implementation with the executing agencies.
Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
Lead the implementation of the KOICA project and ensure completion of all documentation relating to the project.
Support HIV/AIDS and gender mainstreaming in national and state level programme and planning frameworks and strategies and MDGS within the framework of the corporate strategy on HIV and AIDS and the MYFF.
Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of projects at state and national level.
Follow up on audit recommendations. All exceptions are timely reported.

2. Provision of top quality advisory services focusing on achievement of the following results:
Provide technical inputs and advocate for and promote UNDP positions in the HIV and AIDS Theme Group, Gender Working Group and other inter – agency technical working groups.
Sound contributions to knowledge networks and communities of practice.
Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
Coordinate the provision of technical assistance to the CO and implementing partners on all matters related to the Global Fund for AIDS, Tuberculosis and Malaria (GFATM) and
Ensure development of systems and institutional mechanisms for monitoring and reporting on the MDGS, UNGASS, etc. from the perspectives of HIV and gender, including the collection and analysis of gender disaggregated data.
Identification of sources of information related to policy-driven issues.
3. Facilitation of knowledge services and capacity development focusing on achievement of the following results:
Gather, document and communicate lessons leant from UNDP’s experiences in the areas of HIV and AIDS mainstreaming and Capacity Development.
Prepare technical reports, analyses, briefing papers and other documents suitable for advocacy purposes and information dissemination based on the outputs of the programme work.
Support capacity development at all levels of public and private sectors and civil society institutions with an emphasis on ensuring an effective national HIV and AIDS multi-sectoral response that is cognizant of the gender dynamics of the epidemic.
Develop the capacity of national project staff and government counterparts in the development and implementation of programmes at state level
4. Building of strategic partnerships and contribution to resource mobilization focusing on the following key results:
Facilitate knowledge sharing and flow of experience and information within UNDP and between UNDP and partners as well as other development partners.
Represent UNDP in key national policy discussions on matters pertaining to HIV and AIDS and gender, including in the GFATM Coordinating Mechanism (CCM) as delegated by the HIV/AIDS Team Leader.
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation.
Identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Impact of Results
The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:
A Master’s degree or equivalent in a relevant Social Science or development related field or relevant work experience Experience:
At least 2 years experience in the development/design and management of HIV and AIDS, gender programmes.
Additional years of experience will be an advantage.
Sound understanding of HIV and AIDS as a development issue in Nigeria.
At least seven years experience in the development/design and management of HIV and AIDS, gender programmes.
Demonstrated experience in engaging and working on issues of poverty, development and gender.
Demonstrated experience of engaging and working on issues of GFATM, MDGs, and development planning.
Demonstrated ability and experience in research and documentation.
Excellent analytical, leadership, organizational and negotiation skills.
Experience in working well with partners in government, civil society and the private sector and the donor community.
A track record of influencing policy and decision making.
Some experience with international organizations or United Nations systems preferable
Language Requirements:
Fluency in written and Spoken English is essential.
Fluency in One National Language is Essential
