Background
Under the overall guidance of the UNODC Country Representative, and the day-to-day supervision of the project manager/coordinator, the Finance and Administrative Assistant will provide administrative and financial support services to UNODC and project NGAT97 and support UNODC project implementation in a timely and accurate fashion, fully in line and consistent with UN rules, regulations and standards.
The Project Finance and Administrative Assistant will work in close collaboration with other assistants and team members of the UNODC Country office in Nigeria, and will receive guidance and advice as required from the Finance Officer on the rules and regulations framework related to procurement, administration and finance
Duties and Responsibilities
Summary of Key Functions:

Processes payment requests and documents in a timely manner for execution via ATLAS and ProFi.
Prepares procurement and service arrangement cases related to UNODC projects/work in Nigeria
Drafts letters, correspondence and simple reports as required/requested by the supervisor
Compiles information and provides summary reports/analysis and briefing folders as required
Establishes and maintains a filing and archive system for projects under assignment
Makes travel, mission and meeting arrangements for supervisors using existing ICT systems for such purposes
Supports the project coordinator/officer in the monitoring of project budgets and spending
Provides inputs to monthly and quarterly project progress reviews and periodic reports
Liaises with counterpart agencies (lower working levels) to ensure cooperation/coordination of project activities

Background
Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process. The overall goal of the Deepening Democracy Project in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.

Efforts on the electoral cycle reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Independent National Electoral Commission and the State Independent Electoral Commissions. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.

Work on broader issues of democratic governance helps build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project primarily provides technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.

Under the strategic direction of the Project Director, and working in close coordination with INEC, the International Elections Results Management Consultant will support the achievement of the results outlined in the Elections Strategic Plan, that relate to the work on the preliminary results transmission and support to INEC component of the project.

Duties and Responsibilities
Function / Expected Results
1. Management of the results transmission and management component of the DGD:

Develop and manage relation with INEC in the area of results transmission and management;
Preparation of activities, financial and human resources needed for creating a system for transmission of preliminary results and capacity building to support INEC in relation to the 2011 elections;
Monitor the implementation of this component of the programme and to provide detailed narrative and financial reports when due;
Undertake Needs Assessment missions with regard to preliminary results transmission and management in the country.
2. Advise on related operational matters to INEC:

The Expert will provide advise to INEC with regard to improvements of their operational capacities with regard to preliminary results transmission and management, thereby improving the capacity of INEC to correctly deliver fast and reliable elections results;
Provision of advice to the Project Director on preliminary results transmission to advise the Steering Committee Board in its strategic planning and decision-making;
Identification of best practices and lessons learnt directly linked to programme country policy goals;
Effective supervision and achievement of these deliverables from INEC.
3. Maintain relationships with INEC in the operational activities in Nigeria

Building of synergy among institutions working on results transmission;
To provide support and advise to INEC in their relation with political parties, domestic and international observer groups, and other stakeholders on this issue;
Maintenance of a robust relationship between the Technical Support Unit (TSU) of the project and partner organizations;
Nurturing broader partnerships in the areas of results transmission and engage with project partners effectively;
Effective monitoring and evaluation of operational project activities thereby ensuring value for money.
4. Certifying financially supported works focusing on achievement of the following results:

Ensuring that a results transmission system is in place to allow for a fast and reliable transmission of preliminary elections results from Polling Stations to INEC HQ level on Polling Day;
Ensuring that reporting timelines are strictly complied with;
Provision of all reports submitted by INEC collated in a well-organized manner and discussed and shared with Project Director for endorsement.

Background
Nigeria has faced long political crisis since independence. This indeed has caused a lack of democratic governance and credible elections. Political institutions have remained fragile despite the transition to democratic governance and the first transfer of power from one civilian leader to another in 2007. Under the leadership of the Nigerian President, an electoral reform commission for fundamental electoral and political reforms to consolidate democracy was then created in 2007.

Duties and Responsibilities

Internationa Consultant: Senior Reintegration Technical Advisor at UNDP Nigeria

Background
The late Nigerian President Umaru Yar’Adua on June 25, 2009, proclaimed a 60-day unconditional amnesty period for militants in the Niger Delta, as a constructive step to resolving the protracted crisis in the region. The pardon is based on the willingness and readiness of militants to surrender their arms, completely renounce militancy unconditionally and agree to make an undertaking to this effect. It is however not a blanket state pardon as militants who are willing to lay down their arms are expected to sign an undertaking not to return to the creeks to continue with the struggle.

With President Goodluck Jonathan having reconstituted the Presidential Amnesty Committee, the demobilisation process was given a new lease of life. Now under the direct supervision of the Presidential Advisor on Niger Delta, the demobilisation phase took off in earnest in July 2010, with over 7,000 repentant militants having taken in the transformational training and reorientation process in Calabar.

The Niger Delta region is entering a critical phase in the process of security stabilization and community recovery. The Amnesty process which heralded the disarmament and demobilization activities have resulted in a great number of ex-combatants – approximately 20,000 – many of whom have been through psycho-social training and are still waiting for sustainable economic reintegration. However, a series of events are liable to jeopardize this stabilization phase. The most important being the upcoming general elections expected to hold in April 2011.

Presently, there is a request from the Presidential Committee on the Amnesty process for further assistance in the area of reintegration programming which is within the profile of current scope of assistance and expertise available to the committee.

Working directly with the Presidential Amnesty Committe this assignment is to provide short-term and immediate support for the security stabilisation in the Niger Delta through the DDR process> it is also recognised that long term security can only be consolidated and sustained by addressing the broad development challenges in the Niger Delta. Consequently the assistance and support from UNDP envisages exploring coherent linkage between the short-term support to the PCA and the broad development assistance promoted by the Ministry for Niger Delta Affairs for transition from short to medium term development.

Duties and Responsibilities
Specific tasks of the Technical Advisor

The specific tasks the staff member is expected to carry out include:

Provide advice on Monitoring and evaluation process for the training centres including design of systems for concurrent beneficiary tracking, performance impact monitoring etc
Secure and ensure implementation of the commitment of the development partners to the reintegration and post-reintegration activities such as concurrent beneficiary tracking and job placement support
Identify other sources of funding for reintegration programme and placement into parallel programmes of reintegration
Manage funds sourced by the UNDP from other development partners in support of reintegration process
Work under the supervision of the Amnesty Reintegration Team leader to provide targeted reintegration assistance to the project team
In collaboration with the MNDA and under the leadership of the Reintegration Team Leader, assist in working out transitional strategy from the short-term support of the Amnesty reintegration process to medium and long term development support within a broad framework of inclusive community-based recovery process promoted by the Ministry of Niger Delta Affairs.
These tasks are critical for the successful implementation of the programme and covers the areas of assistance UNDP previously agreed to provide to the PCA and the MNDA.

Background
The federal government through the mechanism Conditional Grants Scheme (CGS) to LGAs aims to fast-track achievement of the MDGs in Nigeria by building the capacity and planning competence of the 113 participating LGAs. This will support the scale-up of MDGs investments and direct resource and policy attention towards priority sectors, weak indicators and service delivery bottlenecks. In increasing the value-for-money, coordination and impact of interventions a genuine partnership between the three tiers of government and with local communities is expected to evolve. These developments will be stimulated by internal improvements in management and operations, and catalysed by a technical assistant domiciled in each participating LGA as well as a zonal technical officer/support for each geo-political zone of the country.

The Office of the Special Assistant to the President on MDGs (OSSAP-MDGs) with the support of UNDP seeks to recruit six zonal technical officers for this assignment.

Duties and Responsibilities
Provide technical support to the TAs within the Zone in identifying human resource needs within the institutions of participating Local Government for effective planning and implementation of MDGs-related activities.
Provide technical support to the TAs in applying a sector-by-sector needs assessment in the participating Local Government within the Zone for the achievement of the MDGs using instruments and tools provided.
Provide technical support to the TAs within the Zone in the identification and design of effective interventions to meet participating LGs needs. This will draw from a menu of interventions to be determined in agreement with States and LGAs.
Ensure that States and participating LGs within the Zone prepare and forward monthly, quarterly, yearly and other reports on a timely basis to OSSAP-MDGs and the Office of the Zonal Technical Officer.
Consolidate the reports Technical Assistants on the activities, progress and status of planning, implementation and monitoring of CGS in the participating LGAs within the zone.
Liaise with states, Local Governments and relevant bodies at the State and LG levels through existing mechanisms in order to share lessons and ensure the consistency of interventions.
Organise monthly (rotating) meetings of State MDGs/CGS Focal Persons and TAs within the Zone.
Coordinate and promote appropriate and targeted capacity building for staff of the Local Government within the zone in response to needs, or to facilitate/organize appropriate technical training and capacity building where needed.
Engage with a number of regional and global networks to connect Local Governments to the information and expertise of key partners including the UN, World Bank and Earth Institute.

UNDP NIGERIA JOBS: PROGRAMME SPECIALIST PRIVATE SECTOR DEVELOPMENT

The UNDP Country Office in Nigeria is implementing the 7th Country Programme agreed and signed in November 2008 with the Federal Government of Nigeria. The 7th CP runs from 2009 – 2012 and includes the following cross cutting programmes; Economic Governance, Capacity for Governance,
Private Sector Development and the Sustainability and Risk Management Programmes. These are implemented within the context of the United Nations Development Assistance Framework II for Nigeria through several Federal agencies, 14 States and other Nigerian partners.

The Private Sector Development Programme (PSDP) is part of a larger agenda to reduce poverty by facilitating entrepreneurial activities, enhancing human development and promoting the MDGs in Nigeria. The PSDP is a deliberate attempt to nurture growth in the non-oil sector of the economy using the ‘inclusive markets’ approach to create opportunities and enhance security of the poor. In particular, activities will aim at promoting enterprises (MSMEs, SMEs, e.t.c.) thus allowing the private sector to make a greater contribution to growth, employment and income generation associated with economic opportunities and securities of the poor.

The Programme Specialist (PS) will act as manager for the PSDP and will work under the guidance of the Country Director and the direct supervision of the Deputy Country Director Programmes.  S/he will provide quality advisory services to the senior management on all aspects of poverty reduction. The PS will work with others to translate programme documents into robust and innovative strategies to achieve measurable programme results. S/he will be a specialist especially in the field of Private Sector Development with explicit experience in poverty reduction. S/he should bring to the CO international expertise and knowledge of best practices. Also, s/he is expected to build up the capacity of national staff and government counterparts in the course of her/his work.

Undertake national and international networking with government ministries, departments and agencies, donors and development agencies, national and international NGOs, academic institutions and civil society organizations to promote and improve knowledge of private sector development in Nigeria;

UNDP Nigeria: NATIONAL MILLENNIUM CAMPAIGN COORDINATOR- Abuja, NIGERIA

The UN Millennium Campaign, an inter-agency initiative hosted by UNDP, encourages and supports citizens’ efforts to hold their governments to account for the achievement of the Millennium Development Goals (MDGs). The Campaign’s Africa regional team works with citizens in key
constituencies – civil society organizations, parliamentarians, local authorities, youth, media and the private sector.  The Campaign focuses its work on MDGs 1-7 primarily in Ethiopia, Kenya, Tanzania, Uganda, Burkina Faso, Nigeria, Senegal, Mozambique, Zambia and Malawi.

The National Millennium Campaign Coordinator will have a dual reporting obligation, working under the direct supervision of the RC and with strategic guidance, technical support and backstopping from the UNMC Director for Africa and the West Africa Regional Coordinator.  The National Millennium Campaign Coordinator will be located within the Office of the RC and work closely with both the Nigeria United Nations Country Team (UNCT) as well as the United Nations Millennium Campaign Team. The position is located in the office of the UN Resident Coordinator and works under her/his guidance as well as the priories set out in UN Millennium Campaign’s Strategic Plans for 2010-2013.

The principal role of the National MDGs Campaign Officer is to promote the goals of the Millennium Campaign by providing support to both the UN system and civil groups to ensure that there is a vibrant national campaign aimed at holding government to account for the achievement of the MDGs. The Officer will work at multiple levels; within the UN system, with strategic partners including local civic groups, knowledge centres, parliaments and local government bodies as well as liaise with the donor community to ensure the MDGs are achieved. The role includes engaging with and supporting advocacy initiatives of relevant civil society constituencies, driving key policy advocacy initiatives as well as to support the UN inter-agency collaboration and public media outreach with the country on the MDGs. UNDP Nigeria: Programme Analyst (HIV/Aids) – Abuja, NIGERIA

UNDP has developed a Programme support document, which articulates how UNDP will contribute to the national response to the HIV/AIDS pandemic. UNDP helps put HIV/AIDS at the centre of national development and poverty reduction strategies; build national capacity to mobilize all levels of
government and civil society for a coordinated and effective response to the epidemic; and protect the rights of people living with AIDS, women, and vulnerable populations.  The programme focuses on achieving two key outcomes; Institutional capacity to built to plan, implement and manage multi-sectoral strategies at both national and sub-national levels to limit the spread of HIV/AIDS and mitigate its social and economic impact on poor people and women;

UNDP NIGERIA JOBS: DEMOCRATIC GOVERNANCE ADVISOR

Democratic governance is a concept that emerged from the principles that are based on the understanding that an effective system of democratic governance is one which is based on representative, equitable (across
gender and other categories), transparent, accountable and inclusive institutions; a vibrant, responsible and capable media; and a dynamic civil society which is engaged in the political process.
The overall goal of the Democratic Governance for Development (DGD) Project in Nigeria is to help develop the capacity of national and sub-national institutions, networks and processes, whether governmental or non-governmental, as a contribution to the further entrenchment of democratic governance in Nigeria.  The project is funded jointly by DFID, EU and UNDP (with CIDA as another potential partner) and is expected to be funded at a level of USD 80 million or more between 2010-14.  The project will be managed by a Project Management Unit (PMU) consisting of a Technical Support Unit (TSU) bringing together technical advisory staff and a Project Support Unit (PSU) bringing together all operational support staff.  The total staffing strength of the PMU is estimated at 27 persons, consisting of 10 international and national professional staff and 17 general service staff (programme and operations).
Substantively, efforts on the electoral cycle will reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy. The project provides technical assistance to the Electoral Institute of the Independent National Electoral Commission, State Independent Electoral Commissions and the Resident Electoral Commissioners. In addition, the project works with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.
Work on broader issues of democratic governance will help build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform. The project primarily provides technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.
Under the strategic direction of the Country Director and under the supervision of the Deputy Country Director (Programmes), working as a full member of the Capacity for Governance Team under the daily guidance of the Team Leader and in close coordination with the DGD Project Director, the Advisor will support and provide quality assurance to the project on behalf of UNDP. As such, s/he will be required, inter alia, to provide high quality advice on critical policy, technical and implementation issues, interact on substantive and operational issues with colleagues in the UNDP Country Office, the PMU, senior Governmental, non-governmental and donor officials and other stakeholders. Together with the other technical staff of the PMU, coordinate and provide professional inputs to the work of the Nigerian and international professionals involved in the project. This includes but is not limited to: (a) providing professional advice on contextual, policy, programming and operational issues; (b) ensuring that consultants and sub-contractors are working on the basis of approved and up-to-date job descriptions and/or terms of reference; (c) overseeing the successful coordination and provision of logistical support; and (c) providing background research/information and sharing or providing access to international good practice.
6. Build and maintain strong cooperative relationships with relevant local networks and contacts, including partner organizations, stakeholders and beneficiaries, and engage these individuals and organizations on a regular basis to gather their feedback and input for improving the direction, design and progress of projects. Pursue linkages and cooperation with other relevant development partner-assisted technical cooperation and development programmes.
7. Ensure that approaches to gender equality are integrated into all aspects of planning, budgeting, implementation, monitoring, and evaluation, subject to rigorous assessment of effectiveness.
8. Implement relevant, effective and technically up-to-date performance measurement and monitoring systems, which include regular performance monitoring and evaluation of the project using a participatory approach with partners/participants and are robust enough to meet demanding standards of quality set by government and donors. Regularly share information on progress of implementation and any challenges and emerging issues with UNDP senior management, the Governance Team Leader and development partners, to support rapid resolution of any such challenges. Meet the administrative, managerial and financial reporting requirements of UNDP and development partners, as stipulated in the project documents, and as agreed by the Coordinating Committee.
9. In consultation with UNDP and the National Planning Commission (representing the Federal Government of Nigeria), convene meetings of the Coordinating Committee, at a frequency to be determined by members. Supervise the provision of secretariat functions in support of the Committee, including preparation of agendas, timely preparation and circulation of minutes of meeting and transmittal of reports and other relevant documentation.
Impact of Results:
The DGD/DDN project is the largest ever governance initiative funded by donors to Nigeria, expected to reach USD 80 million and potentially much more between 2010—14. At the same time, the project grapples with exceptionally sensitive issues which demand a skilful blend of knowledge, tact, negotiation and perseverance for any progress to be made as a result of donor assistance. The PM will have direct and substantial impact in several ways:
  • The forging of productive, durable and cooperative relationships with key partners based on trust and a high level of confidence in the competence of the PMU.
  • Achievement of UNDP’s and the partnership’s intellectual leadership on democratic governance issues in Nigeria, an outcome deeply desired by all funding agencies.
  • Government and donor perception of the efficiency and effectiveness of project management, given the use of the DIM modality, with large-scale funding attracting both high expectations and considerable scrutiny. Any significant shortcomings will place UNDP in an extremely awkward position, diminishing goodwill, increasing reputational risk and damaging the corporate brand, in Nigeria and globally.
  • Success in bringing a wide and demanding range of partners with vastly differing views and approaches effectively together in a non-violent and constructive manner to collaborate within the framework of the project – Government (the Federal Government 36 virtually independent States), civil society, political parties and electoral management bodies all will play a key role in Nigeria’s up-coming elections.
  • Success in holding together a coalition of donors to the project. Due to historic difficulties that Nigeria has been facing when it comes to organizing free and fair elections, the range of opinions and positions of development partners towards the up-coming elections ranges from ultra-sceptical to cautiously optimistic. UNDP has been brokering across these views and this needs to be effectively underpinned by the PM. Her/his skill in generating ideas and options and facilitating consensus-building, without over-stepping the mandate inherent in the position of the PM, will be crucial to the work of UNDP in this regard and for ensuring that the electoral process receives the financial and technical support it deserves and requires.

Background
The Niger Delta Local Development Programme uses local governance and decentralization as an entry point for poverty reduction, conflict prevention and sustainable development. The programme recognizes that to improve in a sustainable way the quality of life of the inhabitants of the Niger Delta it is important to strengthen institutions of local governance and enhance their responsiveness to people’s needs. The key elements of the strategy are:

Local development fund to support local development investments (in public infrastructure and social services, income generation, livelihood and natural resources management and HIV/AIDS) in an effective, sustainable and participatory manner.

Creation of a system for both institutional and participatory monitoring and evaluation of investments.
Project Set Up:
The project is under DEX modality.  A Project Management Unit (PMU) has been set up in Port-Harcourt to coordinate, in a timely and efficient manner, all programme components and activities which are being implemented in Ondo and Bayelsa States. In addition to the operation team, the office is staffed with a Communications Officer, a Monitoring and Evaluation Officer, and Community Management Specialists in two sub-offices. 
Under the overall guidance and direct supervision of the Project Chief Technical Advisor, the Operations Coordinator is responsible for the effective management of the day-to-day operation of the project main office, and oversight of two sub-offices. The Operations Coordinator directly supervises and leads operations personnel in the PMU, and oversees the work of administrative staff in two sub-offices. In addition, the Operations Coordinator works in close collaboration with the Programme and Operations teams in the Country Office for resolving complex programme and operations-related issues.

Duties and Responsibilities

  • Preparation of all required programme financial information/reports as required, such as project financial reports, including analysis of income (from donors and local government) and expenditures, project delivery reports and donor reporting on a timely basis.

  • Development and monitoring of the project’s annual procurement plan which will be two-fold – responding to the procurement needs of the project and responding to the community priority needs in relation to the LDF and ensuring funds are adequately provided.
  • Implementation of contract strategy including tendering processes and evaluation, contractor appraisal, managing the contract and contractor, legal considerations and payment conditions, risk assessment.
  • Implementation of proper monitoring and control of procurement processes including drafting of RFQ, ITB or RFP, and participation in review of bids and proposals.
  • Preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP).
  • Assistance to management of procurement contracts and, upon delegation of responsibility, performing the functions of Manager Level 1 in Atlas for Purchase orders approval.
  • Design and implementation of procurement training programme for project stake holders to facilitate the gradual handover of the procurement function and provide backstopping to national entities once procurement function is handed over.
  • Elaboration of the internal control system which ensures that Requisition and/or Purchase Orders are duly prepared and dispatched, and timely corrective actions are taken on POs with budget check errors and other problems.
  • Maintenance of a project asset/inventory management system and implementation of periodic inventory and physical verification and update of the project inventory list.

4.Provides support to effective human resources management focusing on the achievement of the following results:

  • Compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies.
  • Monitoring of project staff contracts in and outside Atlas, and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
  • Management of recruitment processes including job descriptions, vacancy announcement, screening of candidates, organization and participation in the interview panels.
  • Preliminary review of submissions to the Contracts, Assets and Procurement Committee (CAP).
  • Development and management of rosters.

5.In close consultation with the ICT team in Port Harcourt as well as the UNDP CO in Abuja, ensures efficient ICT administration focusing on the achievement of the following:

  • Analysis of project’s ICT requirement and elaboration of needs.
  • Proper set up of all ICT infrastructure and connectivity requirements at all three project sites.
  • Efficient delivery of ICT maintenance support services to the project teams.
  • Monitoring of the ICT resources to provide a stable and responsive environment, including internet connectivity.
  • Design and implementation of an effective data back-up system at all 3 project sites and regular monitoring of its implementation.

Background

It can also ensure that the support provided by each agency is complementary, rather than duplicative, to produce synergistic results. In Nigeria, these principles of “Collective Work” and “Collective Responsibility”, if well managed, should translate into a consolidation process towards the “One UN” Reform.

Enhancing the prospects for such collaborative processes under the UN reform and while ensuring a successful implementation of UNDAF require a correspondingly strengthened coordination support capacity for the role of RC.

Duties and Responsibilities

As the designated representative of the Secretary General, the RC draws the relevant skills and assets of all members of the UNCT, working in a participatory, inclusive and collegial manner to better serve Nigeria in its attainment of the national development objectives.

Under the direct supervision of the RC, and in close collaboration with the members of the UNCT, the main duties and responsibilities of the Senior Strategic Advisor would be to:

The proposed initiative will be large in scope and financing and comprise support to the broader framework of democratic governance as well as assistance to the electoral cycle in Nigeria.  Together, these efforts represent the most coordinated, comprehensive and ambitious initiative to-date by development partners to assist Nigeria in its efforts to entrench democratic governance.  This is in keeping with the National ODA Policy as well as with national and international commitments in the Paris Declaration and the Accra Agenda of Action.

Efforts on the electoral cycle will reinforce national efforts to build the norms, practices, mechanisms and institutions that can foster active citizenship and stronger democratic accountability, in keeping with the stated objectives of Government policy.  The project will provide technical assistance to the Electoral Institute of the Independent National Electoral Commission (INEC), State Independent Electoral Commissions (SIECs) and the Resident Electoral Commissioners (RECs).  In addition, the project will work with civil society and other democratic institutions to help them maximize public participation and confidence in the outcome of elections.

Work on broader issues of democratic governance will help build the norms, practices and institutions that can underpin the development of democratic governance in Nigeria over the medium- to long-term whilst also supporting near-term action on pressing issues such constitutional and electoral reform.  The project will primarily provide technical assistance and financing for capacity development linked to practical outcomes in a number of areas: legislature, civil society, media, gender equality in politics and the engagement of youth.

Organisational Context

The initiative will be managed by a Project Management Unit (PMU).  The PMU will consist of a Technical Support Unit (TSU) bringing together technical advisory staff and a Project Support Unit (PSU) bringing together all operational support staff.

Under the guidance and direct supervision of the Project Director (PD) who will Head of the PMU, the Senior Operations Manager will have a long experience in administering multi-faceted technical cooperation projects, with a demonstrated ability to respond to donor requirements and to conduct complex operations in a challenging environment. Under the overall authority of the CTA/PD, he/she will serve as the Head of the Project Support Unit (PSU) that is aimed at providing the necessary operational, administrative and logistical support to the Programme Management Unit (PMU) of the projects.
He/she analyzes and interprets the UNDP rules and regulations and provides solutions to a wide spectrum of complex programme and operational issues. The Senior Operations Manager will work to promote a collaborative, client-oriented approach consistent with UNDP rules and regulations.  He/she works in close collaboration with the Finance Officer on financial management, UNDP Country Office (CO) Operations Section, the UNDP Service Centre and Government officials ensuring successful project performance in all operational areas.  In addition to technical skills, the position requires strong managerial competences as well as interpersonal skills for a multicultural environment.

Duties and Responsibilities

Ensures implementation of operational strategies focusing on achievement of the following results:

The Committee of Experts and the United Nations Development Programme (UNDP) are seeking proposals from qualified and highly experienced firms to undertake production of vernacular radio and TV infomercials
to drum up support for a new constitutional dispensation for Kenya.

Background

The Committee of Experts (CoE) on the Constitutional Review is an independent body established under the provisions of the Constitution of Kenya Review Act 2008. (The Review Act).

The core function of the CoE is to analyze the existing draft constitutions, identify contentious issues, invite proposals from Kenyans on what they think their solutions are on those and prepare a harmonized draft constitution to be subjected to a national referendum.

In accordance with Section 6, 23 and 35 (1) of the Review Act 2008, the CoE is mandated to ensure effective public participation in the review process in order to distribute consistent and effective messages on the constitutional review process.

In view of the above, the CoE will be undertaking a TV & Radio production encompassing the 42 tribes of Kenya aimed at demystifying constitutional review process issues and facilitate understanding, and public participation.

Towards that end, the CoE seeks to engage experienced, audio visual producers to script, film, and edit a 30 second TV & Radio infomercial in the 42 main tribes of Kenya supporting the review process in a concise and memorable way to drum up support for a new constitutional dispensation for Kenya.

Objectives

The overall objective is to produce and transmit a total of 16 infomercials (8 for TV and 8 for radio) to air on Kenya’s major TV and radio stations during prime time to form part of an aggressive 30 – day campaign of popularizing and entrenching the harmonized draft constitution among all the communities in Kenya.

ICT Quality Assurance Specialist (UNDP) TOP URGENT

As part of the Office’s efforts to promote ‘Sudanization’, it has been decided to nationalize the position of Chief of ICT Unit.

In order to ensure a smooth transition and success to the ‘Sudanization programme’, it is important to create a temporary TA position for at least 6 months to serve as overall technical support and quality assurance to the ICT Unit to ensure compliance with corporate ICT standards.

Under the direct supervision of the Operations Manager and in close collaboration with the Chief of ICT Unit, the Information, Communications and Technology Quality Assurance Specialist is responsible for the following provision of Overall Quality Assurances of ICT Services/Infrastructure for UNDP SS; provision of VSAT set-up support for field offices and Government counterparts at the field office level; and provision of technical advice/training in setting up ICT audit trail and/or ICT Plans.

Duties and Responsibilities:

Overall quality assurances of the Information and Communications and Technology Services and Infrastructure in support to the smooth operations of the UNDP Southern Sudan Office.

Undertaking regular quality assurance spot-check of the telecommunications and information technology equipment and system and the complex networks consisting of Satellite Earth Stations, two way fixed and Mobile Radio Communications Systems, Digital Private Automatic Branch Exchanges (PABXs), Digital Tracking Systems, Routers, Digital Microwave Links, Rural Telephone Links, wired and wireless Local Area Networks, backup and Disaster Recovery Systems etc. to ensure full compliance with corporate ICT standards.

Provision of technical support and advice to Chief of ICT Unit on ICT areas/services that require improvement (including technical inputs required for finalization of 2009-2010 ICT Plans)

Support provided to Chief of ICT Unit in establishing ICT system audit trail.

Technical support provided to Chief of ICT Unit in establishing IT presence in the ten states of Southern Sudan, which includes but is not restricted to the establishment of VSAT in government counterpart offices, supporting the move of UNDP staff to government offices, setting up IT training for staff in government offices and recruiting UNVs who will be stationed in the government offices at the state level.

Provision of technical support in VSAT maintenance for field offices and government counterparts at field office level.

Design of advanced IT training to ICT Unit to ensure a fully functioning Unit that meets corporate ICT standards.

Performing other duties as necessary.

Requirements:

Excellent project management skills with track record of being ‘result-oriented’, ‘priority setting’ and ‘timeline’ management.

Excellent ICT skills with in-depth understanding of the UN and/or UNDP IT infrastructure.

Familiarity with VSAT and database management is strongly desired.

Ability to obtain information, demonstrated ability to apply good judgment in the context of assignments given

Proven ability to plan own work/targets and manage conflicting priorities.

Good communication (spoken and written) skills, including ability to explain and present communications technology related information/ requirements and prepare written documents/ communications in a clear and concise style.

Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi cultural, multi ethnic environment with sensitivity and respect for diversity.

Advanced university degree (Masters) in Computer science, Information Technology or related fields.

CISCO training a plus.

Practical experience and minimum of 5 years of professional experience in the planning, installation, operation and maintenance of communications and IT networks and major ICT systems.

Out of this, at least 4 years should be at the CO level operations.

Prior relevant ICT experience in a post-crisis country a strong advantage.

VSAT installation/maintenance experience a plus.

Knowledge of the international public sector or UN ICT infrastructure an advantage.
