Dimensions
* Carries out tasks within guidelines laid down by the manager.

Key Responsibilities
Procurement Officer will be the focal point for all Oxfam GB Liberia’s procurement needs. S/he will be responsible for managing the procurement process, establishing and monitoring new systems as required and provide leadership in ensuring that Oxfam GB Liberia’s procurement policy and procedures are adhered to and that Oxfam minimises fraud and corruption in the office. Specific responsibilities include:
* Collection and efficient processing of supply requisitions.
* Calling for quotations as per Oxfam GB Liberia’s and donor requirements.
* Negotiating prices with suppliers.
* Preparation of paperwork required for procurements.
* Ensure that materials purchased meet the organisations specifications.
* Maintaining up to date price lists of regularly purchased materials
* Advising managers on Procurement and procurement related matters
* Maintain up to date supplier data in the Helios system.
* Take lead in qualifying suppliers, who provide goods and services to Oxfam.
Interfacing with Suppliers, the Procurement officer will be the principle contact with suppliers. S/He will maintain good professional relationships with then while negotiating best value for money for the organisation. specific responsibilities will include:
* Calling for quotations from reputed suppliers.
* Sending Purchase Orders to Suppliers and ensure that goods ordered are as per specifications.
* Process paperwork for payments and ensure that suppliers are paid promptly.
* Maintain accurate and up to date price lists for items purchased regularly.
* Assist the organisation in assessing and qualifying suppliers.
* Providing a strong role to the procurement committee and managing all paperwork
Linkages
* Post holder will work closely with the Logistics officer and administration Officer in ensuring that materials purchased and delivered meet required standards.
* Post holder will liaise closely with programme managers and keep them briefed on the status of supplies required for their programme.
* Post holder will liaise closely and systematically with the Finance unit in ensuring that payments to suppliers are made promptly.
* Post holder will provide support and oversight to the partner procurement Officers with regards to contracts and the procurement of goods and services.
Paper trail and records
* The Procurement Officer will be responsible for developing and maintaining good information management systems and ensuring that documentation is filed in an orderly and easy to locate manner and audit trail is maintained for procurement.
* Regularly appraise managers of progress on procurements.
Skills and Competence
Essential
* Diploma/degree in purchasing& supply management, logistics or administration.
* Good general level of education including numeracy and literacy and understanding and experience of the technical aspects of warehouse, fleet management, and sourcing.
* Track record similar capacity.
* Excellent negotiating skill Able to work independently using own initiative.
* Good interpersonal and team working skills.
* Good knowledge of MS Excel and MS Word
Desirable
* Previous experience of working in an INGO environment
* Knowledge in the use of computer databases.
