John Snow, Inc. (JSI) is a contractor for the USAID | DELIVER PROJECT, and a partner in the Partnership in Supply Chain Management, contractor for the SCMS project, both U.S. Government (USG) – funded global technical assistance projects aimed at strengthening health supply chains in developing countries. The USG has allocated funds to assist the Government of Zambia in the development and implementation of logistics systems required to procure and manage HIV/AIDS & other public health commodities.
This is a full time position based in Lusaka, Zambia. The DELIVER and SCMS staff number more than 150 and the office manages a budget of over 70 million. The DCD works under the guidance of the country director, who is his/her supervisor.
RESPONSIBILITIES
Specific responsibilities will include, but not be limited to, the following:
” Assist the country director in providing the overall management and strategic vision for the project, developing and updating annual work plans, and ensuring that project deliverables are met.
” Supervise the senior public health logistics advisor/ARVs, the senior training advisor, and the public health logistics officer/storage capacity, ensuring the quality of their work.
” Provide overall management oversight of the JSI/Zambia provincial offices.
” Serve as a member of the Project Management and Senior Management Teams.
” Represent the USAID | DELIVER PROJECT, SCMS and/or JSI Logistics Services at various technical meetings, with other cooperating agencies, senior government officials and donor agencies as required.
” Provide direct technical interventions to improve the various supply chain management systems with which DELIVER and SCMS are working.
” Support the country director to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
” Work closely with the deputy director for finance and administration to develop and monitor appropriate budgets to support technical activities.
” Oversees the preparation of quarterly, annual and other periodic reports for PEPFAR, DELIVER, SCMS and others.
” Develop scopes of work and request mission approval for short term technical assistance.
” Serve as acting county director in the absence of the country director.
” Stay abreast of global DELIVER & SCMS initiatives that could support DELIVER and SCMS Zambia objectives.
” Perform other duties as assigned by the country director.
QUALIFICATIONS
” International health logistics or other public health professional with at least ten years experience and related masters degree.
” Experience working with supply chain improvement in Zambia (preferred) and in multiple countries (required).
” Experience supervising both technical and administrative staff; experience with a large staff preferred.
” Experience working with USAID-funded projects.
” Experience working with senior government officials.
” Experience in logistics/supply chain management and or public health commodities management.
” Ability to participate in strategy development, manage implementation of projects and work independently.
” Strong representational and interpersonal skills.
” Excellent written and verbal English.
” Ability to prepare and present information related to HIV/AIDS, family planning and other public health commodities.
” Ability and experience with writing proposals for funding preferred.
” Proficiency in common computer packages (eg.Word, PowerPoint, Excel) relevant to the work.
” Team player.
” Able to travel up to 25% in country to support technical activities.
” Willingness and ability to travel internationally.
” Previous attendance at a logistics management training preferred.
” Previous work experience with John Snow, Inc., desirable.
” Non smoker preferred.
Salary commensurate with experience.
