POSITION SUMMARY
The Grants Manager will be responsible for managing the grants and procurement processes and oversight components for a 4-year project funded by the U.S. Department of Labor (USDOL). He/she will provide a vision for conducting due diligence on potential sub-grantees and ensuring financial management compliance among successful sub-grantees. He/she will manage all project administrative and programmatic procurements needed for the successful implementation of the project.
ESSENTIAL RESPONSIBILITIES

  • Lead procurement related to small local grants component including assessment and award of grants, bidding process according to USDOL and Winrock international procedures. Oversee the conceptualization, development, and delivery of in-kind and cash grants packages to subgrantees.
  • Work with field offices to ensure proper bidding process and documentation for all local purchases – this includes purchases for office operation items as well as purchases for programmatic activities.
  • Ensures that all project grants are well administered and that are implemented in compliance with the USDOL regulations and Winrock Policies. Work with operations department in ensuring that relevant donor procurement rules are followed for all procurements and grants.
  • Develop a Grants Manual in conjunction with Home Office to guide the grants process
  • Assist the Grantees to develop the grants application and budgets in coordination with the procurement department and Winrock Home Office Program Management.
  • Oversee sub-grant tracking, ensure that sub-grant related administrative processes and procedures are standardized, including pre-award compliance checks, agreements, disbursements, reporting and partner capacity-building. This includes overseeing grant activities, including: award, implementation, grant monitoring and evaluation, and grant close-outs.
  • Build grant management capacity of field staff by facilitating trainings, and providing one-on-one follow up support in report writing, proposal development, budget management, indicator tracking,
  • Coordinate with other members of the field team, particularly education and community mobilization staff, to ensure timely delivery of appropriate grants items, including technical assistance, and materials related to community education needs.
  • Ensure financial management compliance among grantees and the management and capacity-building elements of grants/grantees.
  • Any other tasks assigned by the supervisor.
Required Skills or Experience

  • Education: Degree in economics, accounting, business administration, public administration, or a related field.
  • Experience: The ideal candidate will have the following experience:
  • At least six years of experience working on donor-funded projects in a related role with proven supervisory and management experience;
  • At least three years of demonstrated experience in soliciting for grantees, awarding grants and managing and mentoring grantees for results; At least three years managing procurement processes in donor-funded projects.
  • Comprehensive professional experience in Financial Management is required.
  • Well-versed in United States Government regulations and procedures.

  • Excellent oral and written communication skills in English is required;
  • Willingness to travel;
  • Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.
