National Library of Nigeria Jobs: Programme Analysts and Data Processing Officers.

The National Library of Nigeria is the apex Library in the country. It was established by Act No. 29 of 1970 and has responsibility for the development and provision of Library and Information Services in Nigeria.
This specialized professional institution invites applications from suitably qualified, mature and motivated candidates, with excellent work ethics and attitudes, to fill the following vacant positions:

Programme Analysts and Data Processing Officers.

Responsibilities
Manage the services provided by the internet calc end-to-end. Customer service.
• Administration of workstations
• Billing and making necessary accounts.
• Periodic reporting on the activities of the cyber cafe on a quarterly and annual basis,
• Maintenance of all PC’S and the network in the cyber cafe.
• Provision of lT advice ISUpp0l1 to internal office staff on an ad-hoc basis.
• Monitor internet use to ensure communication is maintained and that there is no downtime. Monitor and restrict download of inappropriate content that can compromise the entire network.
• Liaise with internet service providers (lSPs) in case of downtime on internet or c-mails.
• Ensure daily server maintenance.
• Assist users in need.
• Any other duties assigned by the Head of lCT.

Competences

• A minimum 2-3 years experience in cyber cafe management
• Strong analytical and organizations skills
• Excellent Communication Skills with good knowledge of Customer Service.
• In-depth interest in IT support and must be IT savvy.
• Basic knowledge of networking.
• Familiar with Window environment.
• Experience in troubleshooting and repairing of Pcs.
• Posses analytical and problem-solving abilities.
• Possess high level of understanding in respect to both hardware and sof1ware related issues.
• OS Setup and configuration.
• PC/Notebook Deployment.
• Knowledge of Microsoft office Suite.
Academic and Professional Qualifications

-Programme Analysts
Applicants are required to possess B.5c. in Computer Science, Computer Engineering or Information Technology. In addition, have excellent, demonstrable computer skills and experience in same field.

- Data Processing Officers
The applicants are required to possess Ordinary National Diploma in Computer Studies or Data Processing from Institutions recognized by Government.

Experience
Practical experience of2-6 years.
Entry point shall depend on experience and qualification.

CONDITIONS OF SERVICE

The posts are on permanent and pensionable status, but new entrants into the service will be on probationary appointment for the first two years before their appointments may be confirmed, subject to satisfactory performance on the job. Other conditions of service are as obtained in institutions operating the Consolidated Tertiary Institutions Salary Scale (CONTISS) and the approved staff conditions of service of the National Library Board.

DIRECTOR OF ADMINISTRATION

DIRECTOR OF ADMINISTRATION -CONTISS 15 (N2,232,199.00 X N80,447.00 N2,875,791.00)

RESPONSIBILITIES

Within delegated authority, the Director of Administration will be responsible for the following duties:
-Initiating and coordinating action covering the entire span of human resource activities, e.g.’ recruitment placement Promotion, performance appraisal, job classification reviews and training.
-Providing advice with respect to Conditions of Service,
Public Service Rules, duties and responsibilities, privileges and entitlements of staff.
-Advising the Director/Chief Executive Officer on Human Resource issues, thus contributing in the formulation /interpretation of policies of the National Library Board.

Competencies

- Proven ability to plan and organise work requiring an in depth understanding of the Depal1ment’s strategic direction.
- Commitment to the goal of achieving Federal balance in staffing.
- Good interpersonal skills and demonstrated ability to work in a multi-ethnic environment and to maintain effective working relations with people of different linguistic and cultural backgrounds.
- Mature judgments and ability to provide strategic work structure to maximize productivity and achieve goals.
- Ability to coach, mentor and develop staff.
- Capacity to encourage good performance, coordinate and monitor the work of others and to delegate appropriate responsibility, accountability and decision-making authority.

Academic and Professional Qualifications
A first degree with honours in either Humanities or any Social Sciences. Membership of a recognized Professional Administration/Personnel Management body is essential. Possession of post graduate qualification e.g. M.P.A. MI.L.R., MBA etc will be an added advantage.

Experience
A minimum of eighteen (18) yrs post qualification cognate experience in the public or private sector will be required.
Candidates who have less than three years experience as deputy Directors at Federal level OR as Directors at state level NEED NOT APPLY.

-Carries out specialized operational and research activities in Management and Information Services as they relate to any of the following departments:

Competencies
-Deep understanding of role of National Library as the main depository of legal deposit Materials.
-Appreciation of role of National Library as linchpin in the development or Library and Information services In me country
-Compelling vision of the role of National Library in National Development.
- Possession of excellent managerial, interpersonal, communication, organizational and planning skills.
-Knowledge of Library automation software and general usage of lCT in Library operations.
- Demonstrated ability to effectively assemble, organise, motivate and lead a professional staff of not less than 50, in the department of primary responsibility.
- Good interpersonal skills and demonstrated ability to work in a multi-ethnic environment and to maintain effective working relations with people of different linguistic and cultural backgrounds.

Academic and Professional Qualifications;
Applicants are required to possess a University degree, with honors in Library Science OR in any discipline plus appropriate professional qualifications e.g. FLA, ML5, (Library Science) or PH.D (Library Science) obtained from a recognized institution of higher learning. Registration with the Librarians’ Registration Council of Nigeria is a mandatory requirement

Experience
A minimum of eighteen ( 18) years post-professional qualification experience is required, five (5) of which must be in a Management position.

Publication
Commitment to continual professional development through scholarly research, including publications in reputable journals, presentation and participation at workshops/seminars and robust activity in the work of Nigeria Library
Association either at National,
Sectional or State Chapter Level.
