Save the Children : Africa Regional Adviser, HIV/AIDS

The Africa Regional HIV/AIDS Advisor will be a member of the Global HIV/AIDS team working closely with the Africa Area, Country Offices and Alliance partners to provide technical leadership, and guidance to advance the ongoing development and implementation of HIV/AIDS programs within the region to expand and implement the portfolio of HIV/AIDS programs in the region. Contributing primarily to IPL functions two (Lead Program Quality Improvement) and three  (Resource Mobilization ),  he/she will play a major role in implementing SC/US’s HIV/AIDS Africa strategy; identifying opportunities, developing proposals, and leading and supporting area HIV program growth.
 The position will support and advance program quality, provide expert advice/support and transfer skills through technical assistance and the further development of local capacity. The Advisor will contribute to agency reporting and monitoring to measure results, documentation and program research; and as part of the SC/US HIV team, will advance collaboration, joint programming, and fundraising with Alliance partners, representing Save the Children/US HIV team regionally in select technical and program fora. The HIV Adviser will serve as the focal point for Africa regional HIV/AIDS activities, keeping the Area and HIV offices informed of developments and program trends.
Required Skills
  • Advanced skills in developing and implementing HIV/AIDS programs in developing countries;
  • Relevant Africa experience with situation analysis, design, proposal development, monitoring, and evaluation of HIV/AIDS programs
  • Technical recognition beyond SC;
  • Significant experience and track record dealing with public and private donors.

Required Experience
  • Demonstrated mastery of current and upcoming issues in the OVC, youth prevention, PMTCT, pediatric AIDS, and family centered care highly desirable
  • Up to date knowledge of proven and promising approaches for community based programming.
  • Experience in working with OVC, PLWHA and youth populations.
  • Ability to articulate roles and strategies for effective engagement in treatment roll-out, and support related program activities.
  • Ability to work independently and with minimal guidance, while staying connected to the global team at headquarters;
  • Ability to effectively convey ideas;
  • Excellent team player;
  • Highly developed representational and training skills;
  • Exceptional English written and oral communication skills;
  • Track record of writing winning proposals;
  • Knowledge and experience designing and evaluation skills of USAID-funded projects required.  Experience with operations research highly desirable.
  • Good knowledge of French and/or African local languages highly desirable;
  • Willingness to travel up to 40%.

Introduction
Save the Children is looking for an experienced Deputy Country Director. This post will be responsible for developing and overseeing all Save the Children’s programme work in Nigeria and will have a particular role to facilitate linkages between core Save the Children programmes (Health/Hunger, Child Survival, Education and Child Protection) with two, inter-linked consortia addressing maternal, newborn, and child health (MNCH) and Education in Northern Nigeria.

Globally, Save the Children has prioritized Nigeria as one of the 6 priority countries for developing child survival programming. Work on advocacy, through popular campaigns in particular, will be strengthened, and programming will be expanded to provide a solid evidence base for advocacy. From this already substantial project base within the consortia projects and under the child survival plan, the Deputy Country Director will have the challenging but exciting task of developing a wider portfolio of work for Save the Children in Nigeria and articulating this through Thematic Programme Plans for the coming 3 – 5 years. The Save the Children programme in Nigeria is at an exciting crossroads and is currently engaged in developing its country strategic and child survival plans. This will include development and implementation of the Emergency Preparedness Plan.

Job Description
The Finance and Grants Manager will oversee all fiscal managements and internal controls of the
Strengthening Local Government Response to Vulnerable Children (SLGRVC) Program, a Cooperative Agreement with up to $20 million project funded by USAID.  He/she will also ensure the cooperative agreement is administered according to USAID regulations and policies.  Under the leadership of the Chief of Party, the position will be responsible for ensuring that all partners and USAID requirements for budget planning, monitoring, and reporting are fully met in a timely manner.  This requires close liaison with the finance, budget and financial planning departments of all partners, Save the Children as well as USAID/Uganda.
Required Skills

    * Advanced Degree in Accountancy from a recognized institution or other related field
    * At least 5 years experience managing USAID funded projects with strong knowledge of USG rules and regulations
    * 3+ years of professional experience in grant compliance, auditing and financial management
          o Knowledge and experience using various financial packages including SUN systems
    * Significant experience in financial monitoring, budgetary systems, and controls with strong analytical skills
          o Proven ability to prepare budgets and donor financial reports
    * Strong organizational, interpersonal, and time management skills while working in a dynamic, team setting in a challenging environment
          o Willingness to travel extensively to multiple sites and train staff
          o Excellent oral and written communication skills
    * Complete fluency in Excel, Word, PowerPoint and internet use
    * Demonstrated capacity and prior experience in supervising others as a coach/mentor to develop financial skills of colleagues

Save the Child Africa Job: Chief of Party

The Strengthening Local Government Response to Vulnerable Children Program in
Uganda is a five year program that will deliver and monitor high quality, comprehensive care services for OVC. This will be achieved through improved leadership, planning and management of the district OVC response, and provision of capacity building and technical assistance to local governments (LGs) and civil society organizations (CSOs).  The Chief of Party will be responsible for the overall management of the USAID Cooperative Agreement for the Coordinated Orphans and Vulnerable Children Care Program, valued at $20 million for five years. S/he will provide strategic and operational leadership to develop and implement a successful program that builds upon existing USAID/GOU investment. The program will be responsible for ensuring a) coordinated national response to OVC service provision, monitoring and evaluation b) coordination and collaboration with GoU entities (TMA, FMA, MEA) and UNICEF at national level; and c) support districts to implement and monitor OVC support including issues of quality, coverage, and improvements in wellbeing of children.
Required Skills

    * Advanced degree in international relations, public health, or related field
    * 10-12 years experience managing overseas, multi-partner development programs, especially USAID funded projects
    * Experience in managing large field programs for an international NGO
    * Demonstrated skills in strategic and program planning and understanding of HIV/AIDS-related support services
    * Demonstrated skills in leadership and supervision
    * Familiarity with USAID regulations and policies, with specific understanding of PEPFAR guidelines, rules and regulations.
