Job Summary
The Monitoring and Evaluation Program (M&E) Officer, under the supervision of the Project Director, will be responsible for coordinating the implementation of all aspects of the project’s monitoring and evaluation systems. S/He will coordinate their work in consultation with EngenderHealth New York M&E Team and other project partners.

Responsibilities:

* Develop and integrate M&E plan with performance monitoring indicators;

Purpose of assignment:

The UNICEF Regional Office for West and Central Africa is looking for a consultant for a six-month SSA contract to assist the Regional Office’s Communication for Development (C4D) Section with the provision of strategic support to design a C4D regional strategy for Social and Behavior Change Communication for the introduction of meningitis vaccine. The consultant will be based at the UNICEF C4D WCARO and undertake missions to support countries’ preparation of an operational communication strategy for the introduction of such vaccine. The communication strategy, integrated with other immunization initiatives currently conducted in the region (polio, pneumonia and diarrhea) and existing national frameworks for immunization and health outreach will be based on behavior change communication; community-led social change, social mobilization, and advocacy.

Background:

The introduction of meningococcal A conjugate (Men A conjugate) vaccine has the potential to reduce incidence of an epidemic that regularly hits the so called Africa’s Meningitis Belt, an area that stretches across sub-Saharan Africa and includes approximately 25 countries. The human toll from these epidemics is enormous. During the 1996–1997 epidemic, the most dramatic in recent years, more than 250,000 cases and 25,000 deaths were reported; while in the 2008-2009 epidemic season 73,398 cases and 3,869 deaths have been reported.

The Meningitis Vaccine Project (MVP) was created in 2001 with core funding from the Bill & Melinda Gates Foundation, its goal being to eliminate epidemic meningitis as a public health problem in Sub-Saharan Africa. It is a partnership between the World Health Organization (WHO) and the Program for Appropriate Technology in Health (PATH).

The intervention covers the 25 African countries of the Meningitis belt. In particular, it prioritizes enhanced epidemic response and introduction of Men A conjugate vaccine through national mass campaigns in at-risk populations, including the seven core countries of the Meningitis Belt (Burkina Faso, Chad, Ethiopia, Mali, Niger, Sudan, and the northern states of Nigeria) that are at highest risk for large outbreaks during the next few years.

The preventive vaccination with a Men A conjugate vaccine, together with stockpiling of vaccines for epidemic response, enhanced surveillance and national capacity-building will provide long-term direct protection to approximately 272 million people and prevent more than 140,000 deaths and 300,000 disabilities while saving an estimated $121 million in diagnosis and treatment costs.

Now that the phases of vaccine development and clinical trials are about to be completed, vaccine introduction will begin in the first semester of 2010 in Burkina Faso and will follow in Niger and in Mali towards the end of the year. It is critical that preparatory work on communication for behavior and social change will accompany the introduction phase.

Work assignment:

Under the technical supervision of the C4D Head of section and in close coordination with the WCARO ACSD section, with the staff working on communication for other vaccination programs (polio, pneumonia and diarrhea), the consultant will support the communication for development initiatives of WCAR countries for the introduction of Men A conjugate vaccine. The consultant will provide direct support to country offices including:

* Revise existing documentation on strategies for immunization campaigns. Advice on the assimilation of a communication component for meningitis in already existing strategies;
* Preparation of a guideline for a KAP study on C4D for meningitis;
* Prepare a template strategy that includes the minimum common elements that should be present in the communication strategies of the WCAR countries of the Meningitis belt: identification of audience (geography, ethnicity, gender, age, etc.), definition of communication outcomes and indicators, key messages, communication channels, strategies, calendar of activities. The strategy will have two scenarii: the introduction of the new vaccines and response protocols for dealing with crisis caused by rumors and allegations of vaccine harm. This will be used by Countries as a general reference when designing their own communication strategies for the introduction of the meningitis vaccine;
* Support at least three National counterparts and COs (Niger, Burkina Faso and Mali) for the customization of the template strategy;
* Support national partners and COs by preparing formats for training modules for communication on meningitis for different stakeholders (CHW, health personnel, NGOs, etc);
* Define an M&E framework for communication on meningitis vaccine. Whenever possible the framework will be integrated in main existing M&E frameworks for child survival;
* Liaise with WHO, the Meningitis Vaccine Project and other relevant partners;
* Write up the end of assignment report.

Deliverables:

1. A guideline for a KAP study on C4D for meningitis;
2. A template communication strategy for meningitis;
3. At least three communication strategies customized at country level;
4. A set of outline modules for communication on meningitis for different stakeholders (CHW, health personnel, NGOs, etc);
5. An M&E framework for communication on meningitis vaccine;
6. A final report which includes: calendar of activities conducted, obstacles encountered, main findings, recommendations for C4D for meningitis, and a plan for necessary undertakings for C4D for meningitis in WCAR over the next six to twelve months. Deliverables 1, 2, 3, 4, 5 will be annexed.

All deliverables will be in English or in French language and delivered in hard and soft copies.

QUALIFICATIONS REQUIRED FOR THE ASSIGNMENT:

a) EDUCATION
Advanced university degree in communication for development or the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education), with emphasis on participatory communication, communication planning, social mobilization and behavioural research.

b) WORK EXPERIENCE
Eight years progressively responsible work experience in strategic communication design or the planning and management of social development programmes, including some experience in developing countries, with practical experience in the application of communication planning processes to specific programmes. At least two years work experience of C4D programming in child survival.

c) LANGUAGES
Fluency in English and French required. Knowledge of Spanish and Portuguese is an asset.

d) COMPETENCIES

* Knowledge of current developments in the fields of communication for development, adult learning, indigenous media, community organization and participation. Knowledge of the use and application of channels of communication in emergency and post-conflict such as community radio, theatre for development, etc.
* Training in strategic communication planning, social and behavioural analysis, participatory research and evaluation of communication interventions.
* Proven skills in communication, networking, advocacy and negotiation.
* Proven ability to effectively work as part of a team and to manage relationships with UNICEF country teams, government officials and other UNICEF partners.
* Proven experience in participatory, community-level development, using interactive communication tools such as Participatory Action Research, Appreciative Inquiry, Focus Group Discussion, etc.

CONTEXT:

West and Central Africa region (WCAR) has the lowest human development indicators in the world. In the top 20 list of countries with highest under-five child mortality rates, most of them are located in WCAR. In the Sahel belt, nutrition remains a chronic crisis along with recurrent natural disaster and epidemics. WCAR accounts for more than 30% of global maternal deaths. Many countries in the region have considerable natural resources (oil, mineral…). However poverty levels remain drastic: 10 out 24 countries have over 50% of their population living below poverty line.

Political instability is widespread in the region:

* 3 out 24 countries are in emergency (CAR, Chad and DRC )
* 7 out 24 countries are in post-conflict or fragile state (Cote d’Ivoire, Mauritania, Guinea Bissau, Guinea, Sierra Leone, Liberia and Niger)
* 6 out 24 countries are facing recurrent nutrition crisis (Senegal, Mauritania, Mali, Burkina Faso, Niger, Chad)

Since it directly results in global impoverishment, this overall instable context has a considerable impact on child and maternal health in the region. Indeed, most countries in WCAR demonstrate very slow progress in improving health outcomes for women and children. In almost all WCA countries, health systems are weak and the communities face economic, social and cultural barriers to access and use of basic social services.

PURPOSE OF ASSIGNMENT:

The UNICEF Regional Office for West and Central Africa is looking for a consultant for a three-month SSA contract to assist the Regional Office’s Communication for Development (C4D) Section with the provision of strategic support to design a C4D regional vision for Social and Behaviour Change Communication to promote Child Survival and Development (CSD) in the context of emergency countries and fragile states.

This consultancy will include three steps:

1. A desk review (home based work) to identify and compile existing documentation on the issue;
2. A review of field experiences in C4D in emergency in the region through four field visits (Chad, CAR, Liberia and Guinea);
3. Design of a strategy and a communication plan for C4D in the WCAR context of (1) emergency countries and (2) post-conflict/fragile states with a special focus on accelerating CSD and health related MDGs (WCARO based).

WORK ASSIGNMENT

Under the technical supervision of the C4D Specialist for Child Survival and HIV prevention and in close coordination with the WCARO Emergency and CSD sections, the consultant will be responsible for completing the following tasks:

* Review existing literature and documentation on C4D in emergency and fragile states. The scope of the desk review will include BCC, Social and Behaviour Change Communication and Social Mobilization programming approaches (from planning to implementation and M&E) with a special attention given to Child Survival and Development issues. The objectives are to:
–  Review C4D in emergency programming approaches used and identify their strengths and weaknesses;
- Identify information/research gaps related to C4D in emergency;
– Compile evidence on strategic C4D in emergency programming approaches that demonstrated results especially in the field of Child Survival and Development;
- Identify key documents related to C4D in emergency and fragile states to be posted on the WCAR Technical Resource Network.

Estimated number of working days: Three weeks – Home-based work with regular exchange with WCARO (conf call and mails)
* Undertake field visits in four WCAR countries to assess and analyse existing programming approaches (from planning to implementation and M&E) to identify opportunities, barriers and recommendations for C4D in emergency. With the support of COs C4D staff, the consultant will meet with country teams, government and partners. Field visits on project sites will also be undertaken to interact with field workers and communities. The four identified countries are: CAR (refugees, IDPs, civil conflict), Chad (refugees, IDPs, war/civil conflict, drought), Liberia (pest infestation, flooding, post conflict/recovery), and Guinea (silent emergency).
Estimated working days: Six weeks (field visits)

* Make a synthesis of the lessons and evidences gathered to:
– Design a communication framework (strategy and communication plan) to implement C4D in emergency and fragile/post conflict states aiming at: (a) behaviour development/change at individual/household and community levels; (b) social mobilization of civil society and community-based organizations; and (c) increased community participation in child survival and development issues.
– Share and revise the communication framework with at least three COs.
– Present the results of the consultancy to WCARO with a power point presentation.
Estimated number of working days: Four weeks (WCARO based)

EXPECTED RESULTS

* Desk review report in English or in French which includes: a review of C4D in emergency programming approaches used (from planning to implementation and M&E); the identification of their strengths and weaknesses; the identification of research gaps related to C4D in emergency. A review of the evidence on strategic C4D in emergency programming approaches that demonstrated results especially in the field of Child Survival and Development;
* A collection in digital format of key documents related to C4D in emergency and fragile states to be posted on the WCAR Technical Resource Network;
* A progress report in English or in French from the four field visits compiling the assessment and analyses of: opportunities, barriers and recommendations to plan, implement, monitor and evaluate (depending on availability of documents and field experiences) C4D in emergency and fragile states;
* Final report in English or in French at the end of the consultation which includes a communication framework (strategy + communication plan) to support C4D interventions (BCC, Social and Behaviour Change Communication, and Social Mobilisation) in emergency and fragile states in WCAR;
* A power point presentation summarising the contents of the final report.

UNICEF Nigeria seeks the services of an experienced Education Officer to provide technical expertise to support system development, and formulation of policy and legal framework in the critical area of School Health and Hygiene Education. The incumbent will support the Federal and State Ministries of education and related agencies and Civil society Organizations including UNICEF Field Offices in planning, implementation and evaluation as well and promote inter-sectoral collaboration within UNICEF and partners to School Health and Hygiene education guided by the Global Fresh Approach to School Health and the Nigeria National School Health and the Nigeria National School Health Policy.

The successful candidate will be expected to carry out the following duties:

1. Provide technical support to building planning capacity at the National and State Levels to ensure that quality policy and plans for School Health (including HIV/AIDS Education) are formulated and implemented in Nigeria, in collaboration with the National Inter-Ministerial Committee on School Health and UNICEF Field Offices.

2. Develop and reinforce the inter-sectoral approach to Health, Hygiene and Sanitation Education with Government, Civil Society and other partners, especially in the areas of policy, planning, implementation, monitoring, evaluation, and systems development, with particular emphasis on life skills education and health promotion strategies among school aged children and young people.

3. Collect, Analyze and Disseminate information on Health, Hygiene and Sanitation education, and Life Skills education including identification of good practices and prepare proposals, reports, teaching/learning materials where appropriate.

4. Provide technical support in collaboration with UNICEF Field Office for building capacity of National and State Level Institutions, Partners and Systems to design, implement, monitor and evaluate school health, sanitation and hygiene education as well as life skills education intervention in Nigeria.

5. Contribute to the reinforcement of UNICEF Inter-sectoral Approach to achieving Health MGDs and their linkage to basic education by working closely with other sections and their appropriate focal points

6. Provide support to the Federal Ministry of Education to mainstream life skills-based education into teacher development programmes and curricula at basic education levels including Non-formal Education and other education issues.

7. Assist in the collection and analysis of data for the Situation analysis, Country programme document, donor reports, annual reviews and other relevant documentation ensuring accuracy and consistency with established rules and regulations. Prepare tables, tables, graphs and other statistical data. Report outcome of analysis and proposes corrective actions. Drafts relevant sections of reports (required for donors, management, annual reports, etc.

Minimum Qualification and Competencies

* University degree in Education Plus teaching qualification, a broad based knowledge of education required -child development, teacher training, curriculum development, planning and administration, guidance and counseling formal and non-formal of education delivery including data collection and analysis. Experience in local materials and curriculum development is an added advantage.
* Fluency in English is required. Knowledge of another UN language and knowledge of the local working language of the duty station is an asset.
