<p><strong>VACANT POSTS: OFFICE OF THE NATIONAL COMMISSIONER: SOUTH AFRICAN POLICE SERVICE</strong></p>
<p>A-C. 1. The posts contained in this circular are vacant and are herewith advertised. The posts will also be advertised externally in The New Age and The Star on 11 July 2012.</p>
<p>2. The generic minimum requirements applicable to the posts, except where it is specified differently, are as follows:</p>
<p>2.1<strong> Minimum requirements:</strong><br />
Applicants must: display competency in the post-specific core functions of the advertised post; have proven appropriate managerial experience; and have an applicable NQF 6 qualification or a higher qualification, unless otherwise specified. Applicants must be fluent in at least two of the official languages, of which one must be English and have a valid light motor vehicle driver’s licence.</p>
<p><strong> 3. NATIONAL LEVEL</strong><br />
3.1 ✪Post Title: <strong>Office Manager:</strong> Office of the National Commissioner: Head Office (At the level of Brigadier) (Post No 12/07/2461) (APPOINTMENT WILL BE MADE IN TERMS OF THE SOUTH AFRICAN POLICE SERVICE ACT)<br />
Level of remuneration: Band A (SMS) = An all inclusive flexible remuneration package of R732 567 per annum is applicable to the post.<br />
<strong>ADDITIONAL REQUIREMENTS:</strong><br />
Extensive knowledge and understanding of public service policies and procedures, &#8211; Basic knowledge of MS Word, Excel and PowerPoint, &#8211; Good verbal and written communication skills, &#8211; Financial Management and knowledge of Project Management.<br />
<strong>CORE FUNCTIONS:</strong><br />
*Ensure that the Office of the National Commissioner functions effectively, *Undertake policy or line function tasks as required, which include: &#8211; execute research, analyse information, compile complex documents/memoranda, scrutinise submissions/report and make notes and recommendations, draft responses for submission to internal and external stakeholders and compile presentations and speeches, *Coordinate external strategic alliances between the office of the National Commissioner and other (internal and external) stakeholders which include: &#8211; liaise with stakeholders to ensure integration of programmes, scrutinise documents to determine actions/information/documents required, collect and compile information for discussion, keep record of minutes/resolutions and communicate/disseminate it with relevant role-players, follow-up on progress made, prepare briefing notes as well as other documentation, compile agendas for meetings chaired by the National Commissioner and ensure circulation of accompanying memoranda, coordinate high level meetings including the overseeing of logistics, transport arrangements and taking charge of invitations and RSVP functions, etc and coordinate the performance agreements/assessments and financial disclosure forms of members attached to the office of the National Commissioner, *Provide support within the office of the National Commissioner which include all of the above and also to coordinate parliamentary enquiries, *Manage general support services in the office of the National Commissioner which include: &#8211; set up and maintain systems in the office which will ensure efficiency in the office, &#8211; establish, implement and maintain effective processes/procedures for information and documents to flow to and from the office, -ensure the safekeeping of all documentation in the office and manage the engagements of the National Commissioner, *Manage and utilise all resources allocated to the immediate environment in accordance with relevant directives and legislation, which include: &#8211; the budget needs of the office, &#8211; keep record of expenditure commitments, monitor expenditure and alert the National Commissioner of possible over- and under spending, -identify the need to move funds between items and compile submissions for this purpose, -monitor and evaluate the performance of staff in the office (including leave register, telephone accounts, etc), &#8211; oversee responses drafted by the Personal Assistant on enquiries received from internal/external stakeholders.</p>
<p>3.2 ✪Post Title: <strong>Personal Assistant</strong> to the National Commissioner: Head Office (Post No 12/07/2462) (APPOINTMENT WILL BE MADE IN TERMS OF THE PUBLIC SERVICE ACT)<br />
Level of remuneration: Level 7 = R149 742 per annum is applicable to the post.<br />
<strong>ADDITIONAL REQUIREMENTS:</strong><br />
Applicant must have a Grade 12 or equivalent NQF 4 certificate. Computer Literacy, interpersonal communication (verbal and written) and organisational skills. Relevant experience in the field of the post. Must be willing to work additional hours.<br />
<strong>CORE FUNCTIONS:</strong><br />
*Render administrative support services, *Keep an accurate diary and co-ordinate meetings with the National Commissioner and Senior Officials, *Arrange meetings as instructed by the National Commissioner, *Book accommodation for meetings, *Arrange refreshments at meetings depending on the number of people attending and the length of the meeting, *Handle and dispatch routine correspondence, *Draft documents, reports, letters, memoranda, *Administrate an effective bring forward system, *Make travel and accommodation arrangements within the financial boundaries and prescripts, *Arrange and organise travel allowance and advance, *Organise passport and related documentation for overseas trips. *Submit claims for accommodation and expenditure after trips.</p>

<p>7. <strong>PLEASE TAKE NOTE OF THE FOLLOWING:</strong><br />
• Applicants who apply for the post of Office Manager: Office of the National Commissioner must complete the official form reflecting post number: 12/07/2461. All instructions on the application form must be adhered to, failure to do so may result in the rejection of the application.<br />

• Certified copies of an applicant’s ID document, motor vehicle driver’s license, all educational qualifications obtained, academic results and service certificates of previous employers stating the post occupied, must also be submitted and be attached to every application.<br />
• Applications must be received timeously. Late applications will not be accepted or considered.<br />

• Short-listed candidates will be subjected to security clearance, at least up to the level of secret. Short-listed candidates will have to submit two sets of fingerprints as well as a</p>

<p><strong>Minimum requirements:</strong></p>
<ul>
<li>Honours’ degree in Accountancy or qualified Chartered Accountant</li>
<li>MBA or MBL will be an added advantage</li>
<li>Minimum 5 years’ experience in financial management</li>
<li>Experience in managing a budget of more than R100 million</li>
<li>Minimum 2 years’ Senior Management or leadership experience in a finance environment.</li>
</ul>
<p><strong>Competency requirements:</strong></p>
<ul>
<li>Strong knowledge of leading financial and accounting practices (GAAP/IFRS)</li>
<li>Sound knowledge of the PFMA</li>
<li>Knowledge of the new Companies Act and King III</li>
<li>Sound knowledge of taxation</li>
<li>Strong transformational leadership capability</li>
<li>Ability to gather information and write professional reports</li>
<li>Proven experience in compiling financial statements and reports for publication</li>
<li>Excellent strategic planning skills</li>
<li>Knowledge of risk, asset and procurement processes.</li>

<p><strong>Principal accountabilities and key performance areas:</strong></p>
<ul>
<li>Overall management of the finance operations in the organisation to ensure the organisation’s service delivery and sustainability</li>
<li>Optimising the finance operational environment through research and application of leading financial practices, and ensuring alignment to the overall strategy of HPCSA</li>
<li>Reviewing and presenting of financial statements to Boards, Council, the Audit and Risk Committee, Finance and Investment Committee and Management Committees</li>
<li>Overseeing and ensuring that Financial and Management Accounting principles are in place and effectively functional</li>
<li>Management of the relationship with all major vendors, whilst tracking all major vendors against contracts and ring fencing sustainable savings</li>
<li>Ensuring the management and coordination of all fiscal reporting activities for the organisation, including organisational revenue/expenses and balance sheet reports, reports to relevant stakeholders, as well as development and monitoring of organisational budgets</li>
<li>Capacity and capability management by forecasting accurately in terms of Council’s strategic plan</li>
<li>Ensuring that internal control deficiencies identified by internal and external audits are attended to timeously and are not repeated</li>
<li>Providing budget guidelines to the HPCSA functional departments and the different Boards</li>
<li>Consolidating the budget requirements from the various departments and boards and finalise council budget</li>
<li>Championing the organisational mandate and purpose – providing direct and indirect operational support that will contribute to the divisional output and mandate in HPCSA</li>
<li>Sound knowledge of travel management</li>
<li>Development and implementation of the necessary budgetary systems of the Council.</li>
</ul>

<li>A postgraduate qualification such as an MBA, MBL or similar qualification would enhance the application</li>
<li>At least 10 years’ experience in an alluvial diamond mining environment at senior management level would be preferable</li>
<li>The ability to lead and manage relationships inside and outside the Mine in conjunction with the Parliament of the Republic of South Africa, the Department of Public Enterprises, the Board, the community, unions, environmental groups, regulators and legislators, and the ability to function effectively with them</li>
<li>A strong communicator, with the ability to maintain good relationships with the workforce, and build and maintain a good rapport with the local and regional communities.</li>
</ul>
<p><strong>Duties:</strong> As General Manager: Mining, the successful candidate will be responsible for strategically leading the mining operation, and ensuring continuous transfer and dissemination of mining learning throughout the mine, as well as utilising innovative practices and technologies to continuously improve production.</p>
<p><strong>The role will also be responsible for:</strong></p>
<ul>
<li>Providing operational, technical and managerial leadership to a team of six Senior Managers (HODs) on the Mine</li>
<li>Developing and implementing Mine strategies</li>
<li>Setting production targets</li>
<li>Optimising profitability of the Mine in accordance with the vision and framework set by the Alexkor RMC JV Board</li>
<li>Making and monitoring sound financial, budget and cost management decisions</li>
<li>Setting and adhering to safety, health and environmental principles</li>
<li>Managing and developing people (key to this role)</li>
<li>Formulating and overseeing the execution of sound business practices and building implementation processes, policies and practices that will maximise operational efficiencies and competitive advantage.</li>
</ul>
