African Development Bank Vacancies: Agricultural Engineer (National PL)

The African Development Bank Field Office in Nigeria (NGFO) has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and the civil society, in the
design of its development policy and programs, as well as on implementation, monitoring and evaluation ofthe poverty reduction strategy.
NGFO also seeks to assist the operational functions of the Bank Group in launching and follow up of projects and programs in Nigeria with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration. Agricultural Engineer (National PL)
Major Duties and responsibilities will include the following among others:
- Undertake analytical work in agriculture sector/agriculture production and marketing infrastructure development with a view to determining its level of priority in the country‘s development program, and advise Management on how to ensure sustainability of benefits of Bank financed agricultural projects and programs in Nigeria;
- Contribute to the Preparation of Country Strategy Paper, with particular reference to agriculture and rural infrastructure development;
- Formulate, evaluate and supervise projects, lending proposals, feasibility studies and sector work.
- Actively participate in the programming, arranging and execution of Banks supervision missions for agriculture and agro-industry development;
- Provide inputs in the review of tender evaluation reports and undertake the evaluation of technical and financial proposals for contracts relating to project implementation;
- Participate in the Agricultural Sector Working Group activities and related donor-coordination meetings, sector wide approaches, on the basis of which to advise the Resident Representative and Management on policy issues in the sector;
- Assist where required in the development of the Banks policies, procedures and guidelines, and ensure their application; – Serve as a technical specialist in his/her discipline and anchor for multi-disciplinary identification preparation, appraisal, launching, monitoring and follow-up, supervision, and completion of agriculture sector missions; contribute to the preparation of Portfolio Review Reports;
- Provide expert advice and guidance to officials of executing agencies on sector issues and priorities, . technical aspects of projects, and the Bank rules and procedures, including those for the procurement of goods and services;
- Assist the Bank in its training programme;
- Provide active support to government in facilitating loans/grants effectiveness;
- Assist country officials and implementing agencies carrying out procurement and disbursement activities in accordance with the Bank Group rules and procedures;
- Assist government and implementation agencies in utilization of revolving funds and in preparation of quarterly progress reports and annual audit reports; and
- Participate in other technical tasks assigned by the Resident Representative and the Division Managers in Agriculture Department;
Essential Skills and capabilities
- The incumbent should possess a Masters degree or its equivalent in Agricultural Engineering and at least seven years of professional experience in program/project design and management, broad knowledge- of all agriculture sub-sectors, and with specific experience in implementation and management of donor funded projects in an African setting;
- Previous experience working in multi-lateral financial institutions or similar large organisations, and performing such roles’ as project preparing, appraising, supervising or implementing donor funded projects;
- Full understanding of the, principles of project cycle and project implementation as applicable in the regional member countries (RMCs) is required for portfolio management;
- Proven planning and organizational skills.
- Strong conceptual and research/analytical skills, with ability to think strategically and rapidly analyze and integrate diverse information from varied sources into conclusions and recommendations; excellent oral, and writing skills;
- In-depth knowledge of social, political and development issues in the country;
- Proven ability to, Interact competently with the staff of government and donor agencies on issues relating to aid coordination;
- Competence in the use of COSTAB and Bank standard software (Word, Excel, Access, MS projects and PowerPoint);
- Ability to communicate and write effectively in English.
- A good working knowledge of French will be an advantage.

African Development Bank: Chief Resource Mobilization Officer, and Prinicipal Resource Mobilization Officers


The African Development Bank (AfDB) is a leading development institution in the continent, focused on promoting economic development and poverty reduction. It intervenes in various fields where Africa is facing
complex developmental challenges. The Bank has integrated operations, lending directly to the public and private sectors through a variety of instruments and also provides advisory services. Core operational priorities include infrastructure, governance, regional integration, and engagement in fragile states. It has an increasing country presence through a growing network of 25 field offices. The Vice Presidency for Country and Regional Programs and Policy (ORVP) of the AfDB ensures stronger focus on country priorities and development impact by driving country strategy and country programs through 9 Regional Departments. The Vice Presidency (ORVP) is also responsible for regional programs, policy, results and quality assurance and resource mobilization and partnerships. Within ORVP, the Operational Resources and Policies Department (ORPC) provides advice and support in the design, preparation and, implementation of operational policy, and leads the Bank resource mobilization activities. The department comprises two divisions: Operations Strategy and Policies and, Resource Mobilization and Allocation. The Resource Mobilization Officers in the Resource Mobilization and Allocation Division are primarily responsible for developing fund raising strategies for major funds including the African Development Fund (ADF), preparing all relevant documentation to support resource mobilization, and monitoring funds allocation and debt-related initiatives (HIPC, MDRI) as agreed in key commitments to donors.

Duties and responsibilities

The Officers report to the Manager, Resource Mobilization and Allocation. Core responsibilities include:
  • Develop strategic options with senior management for raising and deploying resources more effectively to low income countries and priority areas;
  • Elaborate detailed supporting documentation for the Bank Group resource mobilization efforts (General Capital Increase, African Development Fund (ADF), Nigerian Trust Fund (NTF) and other key funds);
  • Develop ADF positioning within aid architecture and roll out negotiation strategy to major donors;
  • Coordinate and contribute to the consultation and negotiation process of selected funds including ADF replenishment consultation meetings;
  • Coordinate yearly allocation mechanism of funds resource to countries; Review, implementation of the Performance Based Allocation system (PBA)and prepare briefs for senior management on implementation and possible revisions;
  • Organize regular outreach events to beneficiaries to explain the activities of the different funds and key drivers of the allocation system;
  • Contribute to the preparation of progress reports for ADF Mid-Term Review and other funds evaluation;
  • Review project proposals going to the Board to ensure alignment with country PBA envelope, debt sustainability framework and regional operations and fragile states guidelines, and agreed terms;
For the Chief Officer
  • Manage team in charge of drafting key negotiation documents, running the PBA model and updating it to reflect latest commitments;
  • Advise management on resource mobilization and allocation issues;
  • Represent the Bank in key Multilateral Development Bank Meetings (MDBs) working groups on Debt and PBA and key donor and international meetings;
  • Monitor implementation of debt–related initiatives such as HIPC, MDRI, new debt management capacity initiatives;
  • Prepare regular progress reports to senior management on these debt-initiatives;
  • Monitor work program and key deliverables;

Selection Criteria

  • Minimum a Master’s degree in economics, quantitative methods, modeling techniques or other relevant fields;
  • Preferably a minimum of six (6) years of relevant experience for the Principal (PL-4 positions), and seven (7) years for the  Chief (PL-3) position); solid credibility on quantitative methods; understanding of both public and private sector perspectives would be an asset;
  • Excellent technical, analytical skills and established operational track record of excellence in achieving results;
  • Experience in the management of major replenishment mechanisms desirable;
  • Solid track record in fund-raising with international, public and private sector sources;

Chief Medical Officer at African Development Bank

Objectives
The Employee Health and Welfare Division (CHRM.4) promotes the health and wellbeing of staff members

of the African Development Bank. The Division provides a variety of occupational and primary care, including consultation, periodic assessment, counselling, pre-employment and treatment of acute minor illnesses. The services are designed to prevent the onset of work related disease, treat employees and enhance the wellbeing and productivity of staff members, with special emphasis on health promotion, prevention and treatment of occupational and travel related diseases.

Duties and responsibilities

The Chief Medical Officer is responsible and accountable for medical decisions regarding clinical services matters. Under the direct supervision of the Manager of Employee Health and Welfare, the incumbent shall carry out the following duties and responsibilities:
  • Oversee and co-ordinate the operation of the Bank’s Medical Centre, and provide direction and guidance to the medical staff in the performance of their professional duties.
  • Manage and direct performance of the clinical services staff in professional matters such as standard of care, treatment and follow up for health intervention and evacuation.
  • Develop and implement a set of guidelines, defining the Bank’s needs in area such as examinations, laboratory testing, fitness for duty assessment, etc., in conjunction with management.
  • Assist in preparing the work program of the Health and Welfare Division and participate in the design, implementation and coordination of health education/promotion programs, and other preventive activities to enhance the health and well-being of staff.
  • Perform clinical consultations and health assessments in accordance with Bank policies and procedures.
  • Provide travel medicine advice, periodic health assessment and treat acute minor illnesses.
  • Maintain updated knowledge of the medical equipment and technical standards for the management of acute minor illnesses and the initial management of life-threatening emergencies.
  • Provide basic emergency care for injuries or ailments of a sudden nature occurring on Bank premises.
  • Arrange for appropriate referral to hospitals or specialists for a second opinion when necessary.
  • Advise management on any occupational health related issues including fitness for duty.
  • To the extent feasible, the incumbent will have regular contacts in countries and cities where staff travel frequently as well as field offices on the management of medical evacuation, health and medical related issues.
  • Monitor and evaluate the services and performance of external medical providers frequently used by staff and the outsourced services (e.g. laboratory).

Selection Criteria

  • At least a Doctor of Medicine (MD) degree. Sub-specialty experience in public health, infectious disease, travel medicine, and urgent care desirable;
  • At least seven (7) years of work experience in the medical field, at a senior professional level, preferably with an international organization;
  • Licensure in the country of residence;
  • Excellent oral and written communication skills;
  • Exceptional interpersonal skills; strong sense of confidentiality; high degree of personal commitment; good team working skills and working experience in a multicultural environment;
  • Ability to communicate in French and /or English with a good working knowledge of the other language;

Objectives
The key security objectives are to assure for all of the Bank’s location throughout Africa the:

Duties and responsibilities

Duties and responsibilities

* Coordinate the review and reconciliation of all General Ledger accounts.
* Provide technical accounting and policy guidance on system implementation projects in the area of loan accounting and the maintenance of bank accounts.

* Detailed Duties include the following:
Loan Accounting

* Ensure the accuracy of monthly recording of accrued income on loans.

* In liaison with FFCO.4, provide all loan related statistics and information for the preparation of the monthly and quarterly financial statements and other financial information emanating from the Division.
* Carry out monthly analysis of loan income and provide explanations for variances.
* In liaison with FFCO.4, ensure that the member country accounts are analyzed and reconciled.
* Supervise the process for the formulation of accounting policy on the impairment of loan and related charges as well as the periodic determination and computation of impairment charges in the financial statements.
Bank Reconciliation
* Ensure timely reconciliation of all bank accounts in use by all the entities including bilateral and trust funds.
* Follow up on all outstanding items in bank reconciliation.
* Advise on treatment of old and irrecoverable amounts.
* In liaison with FTRY.2, ensure that adequate internal controls are maintained in the closing and opening of new bank accounts.
* Provide the monthly summary of bank reconciliation for management review.
Analysis and Reconciliation of General Ledger Account
* Ensure reconciliation of receivable/payable and inter-institution accounts.
* Give instructions for the settlement of all inter-institution receivable/payable.
Other Duties
* Represent the Division/Department in the various working groups including those of ALCO.
* Participate actively in the production of financial statements and any financial information emanating from the Division.
* Participate in the overall evaluation of internal control within the Division.
* Liaise with SAP for all development work in the area of General Ledger reporting of loan and banking activities.

Objectives
Duties and responsibilities

Under the general supervision of the Procurement Section Head, the Senior Procurement/Contract Assistant’s main duties and responsibilities will be:

1. Process Purchase Requisitions related to procurement of goods, services and works.

* Receive and review requisitions for clarity, adequacy of specifications, completeness, obtain additional information considered necessary and liaise with the User Departments and, if necessary, confirm that the requisite budgetary resources exist.
* Group the requests into homogenous product categories and identify the supply sources, using the list of approved suppliers, and determine the most appropriate procurement method.
* When necessary, propose alternative solutions.

2. Process and issue bids and requests for proposals (tender documents).

* Originate tender documents for approval and signature.
* Assist User Departments in elaborating Terms of Reference/Specifications.
* Launch tenders based on a short list of suppliers and through advertisement in newspapers.
* Contact suppliers and dispatch the bid documents.
* Lead the execution of the procurement process, including pre-bidding conference, issue of amendments to bid documents, response to clarifications, etc.
* Provide secretarial services for the bids opening sessions.

3. Participate in bid/proposal evaluation process.

* Verify consistency of quotations with the technical specifications specified in the tender document.
* Prepare comparative tables of quotations submitted by suppliers.
* In the case of request for proposals, propose the technical evaluation committee.
* As a member of the Technical Evaluation Committee, analyze proposals received and prepare evaluation reports for the Technical Evaluation Committee’s approval.
* Prepare recommendations for the final selection of the supplier and recommend award.
* Prepare note to the Purchasing Committee, where necessary.

4. Originate procurement and contracting documents, internal and external correspondence related to
procurement and contracting, such as:

* Purchase Orders and Contracts
* Request for clarifications regarding Terms of Reference/Specifications
* Amendments to tender documents and/or contracts
* Notification of award and regret letters
* Response to complaints
* Documents related to performance evaluation of suppliers
* Documents related to procurement reviews and audits

5. Administer contracts; liaise with User Departments and with suppliers to monitor performance, to ensure compliance and to resolve any eventual disputes.

6. Prepare regular progress reports on procurement and/or contracting activities and answer questions concerning procurement and contracting.

7. Schedule and attend meetings with user departments to discuss procedural or policy issues and resolve procurement problems; assemble and process documents for and take minutes at informal meetings.

8. Provide support to the planning activities of the procurement function and preparing relevant statistics.

Under the general supervision of the Division Manager, OSAN.1 and working in collaboration with Task Managers, the incumbent will contribute technical inputs to Bank Group’s operational activities relating to agriculture and rural development, through the review of the technical design and institutional arrangements for agricultural projects/programmes in general and water resources management projects in particular, proposed for Bank’s funding and assessing their feasibility from the perspective of present and future benefits impact by:

* Undertake personally and leading, as required, field missions to identify, prepare, appraise and/or supervise project implementation and follow-up on Bank-financed sector studies, monitor projects’ procurement and disbursement and reporting systems to ensure that these are consistent with Bank’s rules of procedures;
* Participate in strategy and sector policy development;
* Participate in, and lead, as required, agricultural sector reviews, agricultural and rural development projects formulation, mid-term reviews and project completion missions and processing;
* Participate in appraisal and processing of agricultural and rural development projects and Terms of Reference (TOR) of studies proposed for Bank Group financing;
* Contribute technical inputs in the preparation of country strategy papers and portfolio reviews, with particular reference to the agriculture and rural development sector;
* Review procurement documents from regional member countries in line with the Bank’s Group’s procurement procedures and make proposals for action by the Bank and executing agencies;
* Review project feasibility studies and progress reports and make proposals for action by the Bank and executing agencies;
* Provide technical advice to the Bank’s Disbursement Division on the eligibility of project expenses;
* Prepare terms of reference and select consultants for missions and supervise technical aspects of their work;
* Represent the Bank in coordination meetings with other institutions; and
