NIGERIA CONFLICT ASSESSMENTS PROJECT

In partnership with USAID, MSI is seeking a team of short term consultants for a 3-4 week project in Nigeria beginning on or about May 3, 2010.

USAID has invested significant resources into development programming with an eye to supporting stabilization and conflict resolution. With recognition that there are multiple new and emerging sources of conflict, USAID has requested inter-agency political vulnerability assessments to better understand the nature and the scope of the conflict dynamics.

OBJECTIVES

The assessment teams will provide a targeted conflict assessment, mapping trends towards existing or potential violence, including key actors; review the impact of existing sector specific programs on the causes and consequences of violence as defined by the conflict assessment teams; and make recommendations about modifications or additions to USAID current portfolio.   Another central objective is to work with the Mission and the other U.S Government personnel to delineate the boundaries of what USAID can and cannot hope to realistically accomplish in development programming.

REQUIREMENTS

Consultants should have a degree in a relevant discipline and experience with and knowledge of the political climate and history of Nigeria as well as an understanding of conflict in Nigeria in at least one of the following regions

-Delta (Delta and Rivers states),
-North Central (Plateau, Bauchi, Kaduna)
-Far North (Borno and Sokoto).

Previous experience conducting assessments and evaluations desired, as is experience with USAID funded projects.

Nigerian Citizenship preferred.

Project/Proposal Summary:

MSI is currently looking for a team leader to provide performance measurement support to the USAID Ghana Education Team. The work will include development of a PMP including indicator reference sheets, conducting baseline of education indicators, development of a data quality verification process and audit readiness plan as well as the development of a database to monitor program progress.
Position Summary:

The Team Leader position will be the lead technical person overseeing the various aspects of the performance measurement support and the various team members working on the activity. The Team Leader will travel to the field and work closely with the Mission to develop the PMP, complete the indicator reference sheets, and complete the baseline report and audit readiness report as well as interface with the database development process. The team leader will work with and oversee a team of performance measurement support staff designated for this activity. The work is expected to begin in early June and will be for a total of 3 months’ level of effort.
Responsibilities:

• Oversee all aspects of the performance measurement support for the Mission.

• Ensure that all team members have clear direction and tasks assigned to complete the work in a timely manner that is of the highest quality per current USAID performance monitoring standards.
• Interact with USAID, education stakeholders, implementing partners and the GES on a regular basis:

• Complete the PMP, development of baseline instruments, baseline report and audit readiness report

• Provide input on the development of the database.
Qualifications:

• PhD in international comparative education or related social science field:

• 10 years of experience in the field of performance measurement for education activities;

• Previous experience developing education PMPs, monitoring instruments, baseline data collection and database systems;

• Previous experience working in Africa;

• Familiarity with the Ghana educational system, preferred;

• Experience working with USAID Missions;

• The ability to travel and work from the field.

Project/Proposal Summary:

MSI seeks seasoned Director of Finance and Administration candidates for multi-year Instability, Crisis and Recovery (ICRP) projects

Position Summary:

The Director of Finance and Administration will provide long-term management of all financial and administrative aspects of the project.

Responsibilities:

- Supervise a team of local finance and administrative professionals;
- Support the Chief of Party in budget planning and monitoring;
- Maintain timely and accurate financial information;
- Work closely with MSI partner and sub-contracting organizations;
- Maintain responsibility for all financial reporting to MSI HQ and USAID, in coordination with the Chief of Party.

Qualifications:

- Degree in finance, accounting or related field from an accredited University;
- Prior experience managing finance for an internationally funded large and complex project; highly preferable.
- Minimum 5 years of progressive work experience in the area of Finance and Administration;

- Experience with USAID required;
- Fluency in French and English required.
