Kigali Protocol under revision

Comments and amendments

The protocol on the policy and regulatory framework for the NEPAD ICT Broadband Infrastructure Network (NEPAD Network) was developed by 14 countries of Eastern and Southern Africa. It is the enabling environment for the development of the continental NEPAD Network comprising of Uhurunet submarine cable and Umojanet cross-border terrestrial network

The protocol was signed in Kigali, Rwanda, by 12 countries and has so far been ratified by 8 of the 12 countries that signed it. It came into force after it was ratified by more than half of the countries that signed it, and now that it is in force, any Africa country can accede to it.

The NEPAD Planning and Coordinating Agency through its e-Africa Programme (previously known as the NEPAD e-Africa Commission), wishes to align as many African countries as possible towards the protocol, and is offering all countries across Africa an opportunity to review the protocol and propose possible amendments to it.

The Inter-Governmental Assembly (IGA), comprised of the countries that signed the protocol has already proposed some amendments to the protocol and the version of the “protocol under revision” contains the amendments proposed by the IGA.

The NEPAD Agency is therefore calling upon Ministries responsible for ICTs to involve all ICT stakeholders (ICT Policy Advisors, Regulatory bodies, telecom operators, Civil Society, Academia, ICT service providers, etc) in the review of the protocol.

Call for Proposals (extension of deadline)

The Partnership for African Fisheries (PAF) was established in April 2009 with funding from the British Government. Implementation is currently managed by the NEPAD Agency. PAF seeks to strengthen Africa’s ability to devise and implement policies for growth in the fisheries sector. It will do this through facilitating participative research, training and information sharing in selected technical areas. Through establishing dynamic, fluid and multi-stakeholder partnerships and through engagement at the political level, it will ensure that the African fisheries sector (in its broadest sense) has a voice and that this voice is heard.

NEPAD is now calling for proposals from companies to provide consultancy services to assist in the design and installation of an M&E System.

Opportunities at NEPAD and PAF

The Partnership for African Fisheries (PAF) was established in April 2009 with funding from the British Government. Implementation is currently managed by the NEPAD Agency. It is the intention that PAF be restructured as an independent trust, and that this restructuring takes place within the coming six to nine months.

NEPAD is now calling for expressions of interest from companies to provide consultancy services to assist in this process. Consultants will be required to advise NEPAD Agency and other PAF stakeholders on procedures and strategies for establishing PAF as an independent trust.
It is anticipated that the consultancy will be undertaken over a six to ten week period, commencing in March 2010. Following receipt of expressions of interest, up to four companies will be invited to submit full proposals.
Interested companies are now invited to submit expressions of interest, presenting their capabilities to undertake the above study and an outline methodology. Expressions of interest should not exceed 10 pages.
