Supply Chain Management System (SCMC)

Position Description:

John Snow, Inc. (JSI) is a US based international public health firm managing four (4) supply chain management related projects through its integrated offices in Abuja Nigeria.

The Associate Director, HIV/AIDS will be managing JSI’s day-to-day HIV/AIDS logistics technical assistance activities to PEPFAR and Global Fund-supported partners, and the Health Systems Strengthening technical assistance to the FDS under NACA. The Association, HIV/AIDS will work in collaboration with a team of logistics advisors and will report to the Director, System Strengthening.

Specific Tasks Include:

1. Support the Director System Strengthening to develop and maintain a workplan for SCMS and JSI HIV/AIDS System Strengthening activities in collaboration with SCMS and JSI staff and partner

2. Support the establishment and routine meetings of procurement and supply management coordination working groups and committees for HIV/AIDS commodities

3. Provide technical leadership and support for annual national qualification and procurement planning of commodities for HIV/AIDS control, in collaboration with all program stakeholders and partners

4. Collaborate with the Monitoring & Evaluation team to design and implement assessment and evaluation studies and to analyze and present results to stakeholders

5. Help mange and provide technical input in developing materials for logistic operations e.g. Standard Operative Procedures (SOPs) for routine PSM activities for HIV/AIDS commodities, training curricula

6. Coordinate training activities for federal and facility-level HIV/AIDS program and logistics officers in implementing and monitoring adherence to the SOPs

7. Monitoring and provide supportive supervision to relevant JSI/SCMs logistics advisors working on HIV/AIDS and health System Strengthening activities

8. Assist in developing and implementing a workplan for JSI health System Strengthening for logistics activities in collaboration with FMOH Food & Drug Service, NACA, all other JSI project-related staff and partners.

9. Collaborate with other JSI project personnel and relevant partners in harmonization efforts for the logistics systems in the health sector in order to establish a harmonized commodity logistics system including logistics management information system (LMIS) for use in managing HIV/AIDS program commodity groups

10. Work closely with JSI Nigeria management on managing relationship and maintaining routine communications with USG, NACA, and all other HIV.AIDS program stakeholders

11. Write routine quarterly and annual reports for submission to program funders

12. Contribute to identifying best practices and success stories for JSI Nigeria’s Periodic logistics bulletin

13. Work with Short-Term Technical Assistance (STTA) providers to provide required Ta for activities and also facilitate transfer of skills to appropriate local staff.

14. Any other duties as assigned

Skills/Knowledge Required;

Applicants for this position should possess the following minimum qualifications;

* An advanced clinical degree or a Master Degree in Public Health, Pharmacy, Logistics Management or business administration
* Five years of professional experience in health programs, preferably in health care supply chain management
* Specific experience in HIV/AIDS, TB, or Malaria programs strongly desired
* Proven experience in managing public health programs or projects in Nigeria or similar developing country context
* Demonstrated ability to monitor, supervise, and train in health service programs
* Extensive knowledge of the Nigerian public health sector.
* Strong analytical and program solving skills
* Excellent technical writing and oral presentation skills highly desired
* A proven ability work as a part of a team and to be self-managing
* Ability to maintain a professional approach and confidentiality
* Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
* Ability and willingness to travel in the field
